Permanent Note: On May 1, 2006, the Interim Internal Purchasing Guidelines were replaced by the Postal Service’s Supplying Principles and Practices (SPs and Ps).
The SPs and Ps have been updated to reflect the following:
7-12 Restrictions on Contracting with Former Postal Service Officers, Executives, Employees, and Other Sources
- The title of topic 7-12 has been changed from Contracts with former Postal Service Officers, Executives, and Employees, and Employees and their Immediate Families to Restrictions on Contracting with Former Postal Service Officers, Executives, Employees, and Other Sources.
- 7-12.1, Restrictions on Contracting with Postal Service Employees, Spouses, Family Members, and Others, has been completely revised. The revisions reflect changes in the policies concerning contracts with Postal Service employees and their family members.
The prohibition against contracting with employees and immediate family members has been replaced with a restriction on considering offers from or awarding contracts to Postal Service employees, their spouses, other family members of a Postal Service employee, individuals residing in the same household as a Postal Service employee, and business organizations substantially owned or controlled by such.
Restricted sources must identify themselves as such in revised Provision 4-3: Representations and Certifications (November 2012).
- 7-12.1.1, Employee Exceptions, is added to state that offers from employees will only be considered if they meet one of two exceptions; the lease of an employee’s vehicle or the licensing of an employee’s patented invention. Exceptions relating to real estate have been deleted, as the SPs and Ps do not apply to real estate.
- 7-12.1.2, Offers from Employees’ Spouses, Other Family Members, Individuals Residing in the Same Household as an Employee, and Business Organizations Substantially Owned or Controlled by Such, is revised to require contracting officers to seek the review and recommendation of the Ethics Office when they receive offers from employees’ spouses, other family members, individuals residing in the same household as an employee, and business organizations substantially owned or controlled by such, before deciding whether to consider the offer. The rationale for the decision must be documented in the contract file along with the recommendation from the Ethics Office, and offerors must be notified if an offer will not be considered.
- 7-12.1.3, Provision 4-3, Representations and Certifications is added to require offerors to disclose whether they are such a person or organization.

Provision 4-3, Representations and Certifications (November 2012)
- Paragraph A of Provision 4-3: Representations and Certifications (November 2012) has been revised to require offerors to disclose whether they are Postal Service employees, the spouse of a Postal Service employee, other family members of a Postal Service employee, individuals residing in the same household as a Postal Service employee, and business organizations substantially owned or controlled by such. Paragraph B has been revised to require offerors to complete a copy of IRS Form W-9, Request for Taxpayer Identification Number and Certification, and include it with their proposals.
