Formal evaluation plans and the scoring and ranking of proposals are not required, but contracting officers must evaluate and compare proposals in accordance with the solicitation, and make an informed business decision as to which proposal offers the best value to the Postal Service.
During this process, the contracting officer may consult with the client and any other member of the purchase/SCM team as necessary.
The evaluation of the proposal(s) (i.e. strengths, weaknesses, risks, comparisons) must be documented using the Simplified Purchasing Template and included in the contract file.
