2-41.5 Noncompetitive Contractual Actions and Purchase Plans

The Vice President, Supply Management, has delegated to the Portfolio managers $10 million worth of approval authority for noncompetitive contractual actions, and these managers may redelegate some of this authority to contracting officers in their organizations. Purchase plans for noncompetitive purchases valued at $1 million or more must be reviewed and approved by the same authorities delegated noncompetitive purchase approval authority (all noncompetitive purchase plans must include the business case discussed and contained in Management Instruction SP-S2-2007-1, Noncompetitive Purchases). If a Portfolio manager has not delegated noncompetitive purchase approval authority, then he or she must review and approve both the plan and the proposed noncompetitive action.
