ICM UPDATE

International Customized Mail

On December 19, 2000, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service hereby makes public the following information concerning the Agreement:

a. Term: January 1, 2001, through December 31, 2004.

b. Type of mail: International Surface Air Lift Service (ISAL) and International Priority Airmail Service (IPA). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer, or Mailing Agent, with the equipment and supplies necessary for the use of Qualifying Mail.

2. Provide Mailer, or Mailing Agent, with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

e. Minimum volume commitment: The Mailer has agreed to tender a minimum of $2 million in international postage in each calendar year of the Agreement. At least ninety-nine (99) percent of IPA and ISAL Qualifying Mail in drop shipments to the appropriate locations.

f. Worksharing: The Mailer has agreed to:

1. Provide the Postal Service with notification of intent to drop ship mail at a specific International Service Center (ISC) two weeks before the initial shipment to that ISC.

2. Provide the Postal Service with notification of new dedicated permit numbers two weeks in advance of using the new dedicated permit numbers.

3. Provide the appropriate Postal Service acceptance sites with projections of mailing to include the intended date of mailing, weight, and volume of the mailings.

g. Rates: The Mailer has agreed to pay postage for IPA and ISAL Qualifying Mail at a rate discounted at five (5) percent off of nondiscounted published rates in effect on the date of mailing.

Note: If Mailer does not tender at least $2 million in actual postage on an annualized basis, the Mailer must reimburse the Postal Service the amount of the additional discount it received above the discount earned subject to the Agreement in accordance with Exhibit 1.

3. Provide the appropriate Postal Service acceptance sites with projections of mailing to include the intended date of mailing, weight, and volume of the mailings.

g. Rates: The Mailer has agreed to pay postage for IPA and ISAL Qualifying Mail at a rate discounted at fifteen and one-quarter (15.25) percent off of nondiscounted published rates in effect on the date of mailing.

Note: If Mailer does not tender at least $10 million in actual postage on an annualized basis, the Mailer must reimburse the Postal Service the amount of the additional discount it received above the discount earned subject to the Agreement in accordance with Exhibit 1.

At least ninety-nine (99) percent of IPA and ISAL Qualifying Mail in drop shipments to the appropriate locations.

f. Worksharing: The Mailer has agreed to:

1. Provide the Postal Service with notification of intent to drop ship mail at a specific International Service Center (ISC) two weeks before the initial shipment to that ISC.

2. Provide the Postal Service with notification of new dedicated permit numbers two weeks in advance of using the new dedicated permit numbers.

3. Provide the appropriate Postal Service acceptance sites with projections of mailing to include the intended date of mailing, weight, and volume of the mailings.

g. Rates: The Mailer has agreed to pay postage:

Mail Recovery Centers

ALL DELIVERY UNITS AND PROCESSING FACILITIES

Do Not Send All Undeliverable Mail to Mail Recovery CentersI-Rx_page#ref0

Mail Recovery Centers (MRCs) continue to receive undeliverable mail that should be processed or handled at the delivery unit or processing facility. To minimize the expense of unnecessary handling at the MRC, do not forward the following categories of mail:

· Any undeliverable or unendorsed bulk business mail letters and flats.

· Any printed matter: circulars, newspapers, magazines, telephone books, catalogs, and similar publications.

· No-value, nonmail, or loose-in-mail contents (less than $10) such as used wallets, purses, pens, pencils, keys, key chains, samples, and pins.

· Medicines, perishables, and articles likely to harm employees or damage equipment.

· Articles likely to attract pests.

· Postcards and postal cards. Recycle or destroy those by shredding or tearing them into pieces before local disposal.

If you can, recycle all of those items locally. As a last resort you may destroy them and treat them as waste at the local plant, bulk mail center, station, or Post Office.

Forward any damaged mail (rewrapped mail) that has an identifiable address to the addressee, if possible; otherwise, return to sender.

The Nobel Prize Commemorative Stamp

The Postal Service will issue a 34-cent The Nobel Prize commemorative stamp (Item Number 451100) in Washington, DC 20066, on March 22, 2001. The stamp, designed by Olöf Baldursdottir of Stockholm, Sweden, and engraved by Czeslaw Slania of Stockholm, Sweden, goes on sale nationwide March 23, 2001.

In partnership with Sweden Post, the Postal Service honors the centennial of the distinguished Nobel Prize. Sweden Post is issuing its stamp commemorating the Nobel Prize with three associated stamps in a booklet at the same time. These stamps can be ordered from Stamp Fulfillment Services (SFS) by telephone at 1 800 STAMP-24.

Since 1901, the Nobel Foundation has awarded five annual prizes for outstanding achievement in physics, chemistry, physiology or medicine, literature, and peace. In 1968, an annual prize in economic sciences was established in memory of Alfred Nobel. Nobel Prize winners receive a gold medal, a diploma, and prize money. This stamp depicts a profile portrait of Alfred Nobel, the gold medal for peace designed by Norwegian sculptor Gustav Vigeland, and the gold medal for physics, chemistry, physiology or medicine, and literature designed by Swedish sculptor and engraver Erik Lindberg.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase the new U.S. stamps at their local Post Office, affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Mt. McKinley is North America's highest mountain at 20,320 feet and is part of the Alaska Range in the Denali National Park and Preserve. The original park was established as Mt. McKinley National Park on February 26, 1917, as a wilderness area and was incorporated into Denali National Park and Preserve in 1980.

The Pan-American Inverts Souvenir Sheet

The Postal Service will issue The Pan-American Inverts souvenir sheet (Item Number 560700) in New York, NY 10199, on March 29, 2001. The sheet, designed by Richard Sheaff of Scottsdale, AZ, goes on sale nationwide March 29, 2001, and will be sold only as a souvenir sheet. No individual stamps are available.

The Pan-American Exposition (May 1, 1901-November 2, 1901) in Buffalo, New York, highlighted advancements of the 19th century in industry, transportation, manufacturing, and the arts. On opening day, the U.S. Post Office Department issued a series of six bicolored stamps commemorating the exposition using the theme of transportation. A limited number of the stamp sheets were printed with inverted centers: the 1-cent stamp depicting the steamship City of Alpena; the 2-cent stamp depicting the train Empire State Express; and the 4-cent stamp depicting an early electric automobile. The rare inverts quickly became collectibles.

This 2001 souvenir sheet includes reproductions of these famous Pan-American inverts in their original colors as well as four reproductions of a "cinderella" that origin-ally commemorated the 1901 Pan-American Exposition. (A cinderella is an item that resembles, but is not, an official government-issued postage stamp). The design of the red and blue, diamond-shaped cinderella features a charging buffalo in the center encircled with the words "Pan-American Exposition Buffalo." The addition of an 80-cent denomination makes each of the four cinderella reproductions official postage stamps. A detail of the cover illustration from a 1901 souvenir guide also appears on the 2001 souvenir sheet. In the illustration, an allegorical female representing unity among the Americas stands on top of a globe. In her left hand she holds a flag - half Canadian, half American - and her right arm rests on the back of a buffalo. The globe shows the Western hemisphere and includes the words "Pan-American Exposition 1901. Buffalo, N.Y. U.S.A." Niagara Falls appears in the background.

The Postal Service will issue a 20-cent Yale University stamped card (Item Number 220100) in New Haven, CT 06511, on March 30, 2001. The stamped card, designed by Derry Noyes of Washington, DC, and based on a photograph, courtesy of Yale University, goes on sale nationwide March 31, 2001.

The Postal Service commemorates the 300th anniversary of the founding of Yale University with this stamped card as part of the Historic Preservation series. Chartered as the Collegiate School on October 9, 1701, the third oldest university in the United States was renamed Yale College in 1718 (after benefactor Elihu Yale). The school's final name change to Yale University occurred in 1887.

A contemporary photograph of Connecticut Hall - a symbol of Yale's long-standing commitment to tradition - appears on the stamped card. Builders Francis Letort and Thomas Bills began construction of Connecticut Hall in 1750 and completed it in 1753. The first of Yale's brick buildings and the oldest remaining academic structure on the campus, Connecticut Hall is a national historic landmark.

To finalize the Diabetes Awareness station pictorial cancellation art, insert for the "ANYTOWN, USA 00000," the city, state, and ZIP Code of the physical location where your event is being held along with the month, day, and year (2001) that the cancellation is to be offered. You must use the word "STATION" or "STA." Overall dimensions of the pictorial cancellation must not exceed 3.5 inches horizontally and 1.5 inches vertically, as shown in the original unfinished and final art examples on this page.

Please finalize the art work with your own city, state and ZIP Code, and the actual date of your event, if you are not having the event on March 16, 2001. Do not use "ANYTOWN USA 00000." Do not send in a copy of the artwork on this page. Have a cancellation stamp made that uses your city, state, and ZIP Code. Guidelines for Approval of Pictorial Cancellations

As a reminder, the Postal Service must endeavor to make all unusual postmarking widely known to collectors through advance national publicity to avoid such postmarks being available only to small groups of people. Stamp Stock and Philatelic Items Withdrawn From Regular Sale and From Sale at Philatelic Centers

Effective close-of-business March 31, 2001, all Post Offices, stations, branches, postal stores, vending outlets, and authorized philatelic centers must (1) withdraw the stamp stock and philatelic items listed below and their related vending and store-prepared stamp items from sale and (2) prepare them for destruction. The stamp stock and philatelic items should be submitted to destruction sites according to local established procedures, under the guidelines in Handbook F-1, Post Office Accounting Procedures, Part 45, Destroying Stamp Stock.

Absolutely no sales of the stamp stock and philatelic items and their related vending and store-prepared stamp items listed below are permitted at retail windows and outlets after March 31, 2001. Items listed are also removed from sale at Stamp Fulfillment Services (SFS).

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage (33 cents per envelope or 20 cents per postcard).

Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

*Through 1990 the F Fund was invested in the Wells Fargo Bond Index Fund.

The C Fund is invested in the Barclays Equity Index Fund, which tracks the S&P 500 stock index. The F Fund is invested in the Barclays U.S. Debt Index Fund, which tracks the Lehman Brothers Aggregate Bond index. Because of expenses and changing balances in the C and F Funds, their returns vary from Barclays' returns. The G Fund is invested in special issues of U.S. Treasury securities.

Future performance of the three funds will vary and may differ significantly from the returns shown above. See the "Summary of the Thrift Savings Plan" for detailed information about the funds and their investment risks.

The monthly C, F, and G Fund returns represent net earnings after deduction of accrued administrative expenses. The C and F Fund returns also reflect the deduction of trading costs and accrued investment management fees.

The C, F, and G Fund monthly returns are dollar-weighted: they reflect net earnings on the changing balances invested during the month. The C, F, and G Fund returns for the last 12 months assume, except for the crediting of earnings, unchanging balances (time-weighting) from month to month and that earnings are compounded on a monthly basis.

Purchasing and Materials

ORDERING OFFICES

Government Bills of Lading - Postal Products, Inc.

Postal Products, Inc., of Milwaukee, WI, contract no. 412735-97-H-1512, no longer requires ordering offices to prepare Government Bills of Lading. Postal Products has been authorized to use the U.S. Postal Service's Web- based Freight Traffic Management System (FTMS). This includes manual, credit card, and electronic orders.

Include the "chargeable finance number" on all orders submitted. Please be sure to use correct finance numbers; erroneous finance numbers prevent the delivering carrier from being paid timely and may result in prompt payment penalties.

Use Government Bills of Lading for items too large for mail; do not use them for mailable items.

Obtaining Replacement Postal Service Vending Equipment

The numbered list below provides steps to follow when requesting replacement vending equipment due to vandalism, theft, fire, flood, or chronic recurring malfunction.

1. Notify your local inspection service of the event (except for chronic recurring malfunction).

2a. Local personnel: Notify and coordinate the request through the retail specialist/vending program coordinator at the district office.

2b. Servicing technician: Contact Postal Service vending help desk personnel at 800-451-4196. Describe the nature of your request for a replacement.

3a. For vandalized, burned, or flooded machines, help desk personnel will determine whether repairs will exceed what is expected from local personnel.

3b. For chronic recurring malfunctions, help desk personnel will determine whether troubleshooting options have been exhausted and a replacement machine is warranted. Help desk personnel will make the necessary notifications to Postal Service management to initiate a replacement machine shipment.

When it is determined that a replacement machine will be sent, you must provide a point of contact name and phone number, a FEDSTRIP number, and shipping address. The Postal Service ships replacement machines via Government Bill of Lading (GBL). A return GBL will be sent to the local point of contact for use in returning the machine that is being replaced. Retain the shipping carton, pallet, and packing materials from the replacement machine you receive, and use it in preparing the defective machine for shipment.

Postal Bulletin Distribution

The GPO distributes the Postal Bulletin for the Postal Service to all postal facilities except classified stations and branches, contract postal units, and detached mail units, which receive copies from their administrative post office. The Postal Bulletin is also available online at http://www.usps.com (click on Info, then Postal Periodicals and Publications).

If your postal facility has access to cc:Mail, you may send a request for a new subscription order, an address and/or quantity change, or a subscription query to the cc:Mail address POSTAL BULLETIN. If you are using another email product, you can use the Internet emailaddress pbulleti@email.usps.gov.
