Postal Bulletin 22043 (2-8-01, page 48) announced that
the effective date for the elimination of Global Package Link
service is April 1, 2001. The date has been extended to allow customers time to change their manifesting systems.
The new effective date for elimination of Global Package
Link service is April 30, 2001.

IMM REVISION
The individual country listing for New Zealand in Issue
24 of the International Mail Manual (IMM) incorrectly states
that the Parcel Post weight limit for economy mail is 70
pounds. The correct weight limit for economy (surface)
mail, as well as airmail, Parcel Post packages is 66 pounds.
The table for economy mail Parcel Post rates, which can
be found on page 737 of IMM Issue 24, is revised as shown
below.
This change to the country conditions for mailing will be
incorporated into both the printed version of IMM Issue 25,
and the online IMM, which can be accessed via Postal

IMM REVISION
Section 766, Retention Period, is added to International
Mail Manual (IMM) Issue 24. This section, which was previously Section 761 in IMM Issue 23, was omitted in IMM
Issue 24, January 2001. The section has been renumbered
and revised to delete all references to collection of storage
charges, which were eliminated effective January 7, 2001.
This revision will be incorporated in the printed version
of IMM Issue 25 and the March 22, 2001, update of the

766 Retention Period
766.1 General Procedure
Post Offices must hold international mail items for pickup
by the addressee for 30 days.
However, inbound Express Mail items must be treated as
prescribed in Domestic Mail Manual D042.1.7.
766.2 Exceptions
766.21 Refused, Undeliverable, or Unforwardable
Item
An item refused or known to be neither deliverable nor forwardable must be treated as undeliverable immediately.
766.22 Request for Return
Items enclosed with a sender's request for return within a
specified period may be held for the period specified, not to
exceed 60 days.
766.23 Items Conditionally Refused by Addressee
An item conditionally refused by the addressee because of
the duty assessed (see 713.233 for the procedure when the
addressee asks that the U.S. Customs Service reconsider
the duty) is held until the customs office gives a decision on
the protest. If no decision is reached within 30 days, the
customs office should be asked to expedite its decision.
766.24 Items Returned From Customs Custody
An item returned from customs custody with advice that the
addressee has not complied with required customs entry
procedures must be treated immediately as undeliverable.
766.25 Request for Delivery to Alternate Addressee
An item bearing the sender's request for delivery to an alternate addressee must be held 15 days at the disposal of
the first addressee and 15 days at the disposal of the second. If the alternate addressee is at another Post Office, the
item is forwarded subject to 764.1, and the 15-day period
begins from the day of receipt at the second office of
address.

collection of return charges on undeliverable-as-addressed
letter-post mail that a foreign postal administration returns
to the U.S. sender.

771.5 Return Charges for Letter-Post Mail

771.51 General Procedure
Except as noted in 771.52, undeliverable-as-addressed
letter-post mail that a foreign postal administration returns
to the U.S. sender is not subject to the payment of return
charges. This provision applies to postal items that were
originally entered at the following rates of postage:
a. airmail or economy (surface) letter-post
b. post card/postal card
c. International Priority Airmail (IPA)
d. airmail or economy (surface) M-bag
e. International Surface Airlift (ISAL)
f. economy (surface) books and sheet music
g. economy (surface) publishers' periodicals
771.52 Exceptions
Delivery Post Offices should collect return charges from the
U.S. sender under the following circumstances:
a. If a returned letter-post item bears a short-paid endorsement that was originally applied by the Postal
Service dispatching exchange office, the delivery office should collect the amount of the postage deficiency that would otherwise have been collected
from the foreign addressee.
b. If a returned letter-post item bears a collection instruction that was applied by a Postal Service International Service Center (ISC), international
exchange office, or mail recovery center, the delivery
office should collect the "due amount" that is specified on the mailpiece.

Effective March 22, 2001, International Mail Manual
(IMM) 217.3 is revised to clarify how the postage rates for
Global Express Guaranteed (GXG) nondocument and document shipments are determined.
Determine postage for nondocument GXG shipments by
comparing the dimensional weight, (Length x Width x
Height)/166, with the actual weight. Of these two weights
(dimensional and actual scale weight), use the higher one
to calculate the rate for GXG nondocument shipments,
along with the appropriate rate chart for the service required. For document shipments, record the dimensions of
1" x 1" x 1" and use the actual weight to determine the
postage.

217.3 Dimensional Weight
The equation for determining dimensional weight is as
follows:
Dimensional Weight = (Length x Width x Height)/166
When determining the dimensional weight, round each individual measurement down to the nearest whole inch.
Determine the postage rate for nondocument shipments by
comparing the dimensional weight, (Length x Width x
Height)/166, with the actual weight. Round the dimensional
weight up to a full pound. For example, (14 x 10 x 6)/166 =
5.06, which is rounded up to 6 pounds.
Of these two weights (dimensional and actual scale
weight), use the higher one for GXG nondocument shipments, along with the appropriate rate chart for the service
required. For document shipments, record the dimensions
of 1" x 1" x 1" and use the actual weight to determine the
postage.

324.22 in the International Mail Manual (IMM) are revised to
reflect a change in the SDR to U.S. dollar conversion rate.
Postal Service retail employees use this information whenever an insured parcel is presented for mailing. Employees
must write the insured amount, stated in terms of both dollars and SDR values, in the designated blocks on PS Form
2976-A, Customs Declaration and Dispatch Note CP 72.
