Missing Children Poster Display Instructions

Please display this poster prominently on bulletin boards in retail lobbies of main post offices, classified stations, and branches. Operators of contract postal units may display this poster at their option.

Companion posters, authorized for display on bulletin boards maintained by employee organizations, appear periodically in The Postal Record, a publication for members of the National Association of Letter Carriers.

This poster is published in cooperation with the National Center for Missing and Exploited Children, the United States Department of Justice, and the National Association of Letter Carriers. Information appearing on this poster is selected solely by NCMEC.

In addition to Postal Bulletin updates, NCMEC distributes information via broadcast fax. Notification of newly reported missing children is sent to designated district "Missing Children" coordinators at fax numbers provided by district managers. Within 24 hours of receipt of a facsimile Missing Children poster, district coordinators should distribute copies to all postal facilities in their districts. Missing Children posters are to be displayed for 30 days in post office lobbies, workroom floor areas, and other postal facilities, unless notification is received (from NCMEC) to remove a particular poster sooner. The broadcast fax network is used to distribute posters and information in only the most urgent cases of missing and exploited children. This system supplements, but does not replace, the missing children information in this Postal Bulletin.

Missing Children posters are available to the U.S. Postal Service only as described above. If postal employees are contacted by individuals or local agencies about displaying a sign or poster of a missing child in local post offices, the individual or agency should be politely informed that the U.S. Postal Service displays only those posters provided by NCMEC, because it has been designated by the U.S. Department of Justice to be the national clearinghouse and resource center for missing and exploited children. The individual or agency should then be referred to NCMEC at 1-800-843-5678.

USPS PRO CYCLING TEAM COLORING PAGES

Where in France Is Lance?

The USPS Pro Cycling Team and two-time Tour de France winner Lance Armstrong try to make it three in a row when they compete in the 2001 Tour de France starting July 7. Postal customers and employees of all ages can have some fun learning more about the team with the following six USPS Pro Cycling Team Coloring Pages (pages 10-15).

Use the "Where in France is Lance?" map to chart out the 20 stages of the race. Check out the anatomy of a racing bike. Find out what the different color jerseys mean. Play "Circle the Cyclists," a word search based on the last name of each team member. Cycle your way to the yellow jersey by negotiating a maze surrounded by obstacles, and learn many of the most important cycling terms.

DMM REVISION

Information Required on Pallet Labels

Effective June 14, 2001, Domestic Mail Manual (DMM) M031.4 is amended to clarify the required information that must appear on a pallet label. This revision provides descriptions of what must appear on the destination line (Line 1), content line (Line 2), and office of mailing or mailer information line (Line 3), of pallet labels. The change corrects the omission of the required Line 3 information on pallet labels in the DMM. In addition, this section is amended to provide consistency with DMM M045, Palletized Mailings.

Incorporating these changes makes clear what constitutes the correct contents for a pallet label, including extraneous matter.

The destination line (line 1 of required information) must be the first visible line on the label. It must be completely visible and legible when placed on the pallet. The destination line must contain only the information specified by standard, including the appropriate destination facility prefix (e.g., "ADC"). Two zeros may follow 3-digit ZIP Code prefixes used as required by labeling standards. On 5-digit carrier routes and 5-digit pallets for military destinations, the destination 5-digit ZIP Code of the mail contained on the pallet must be preceded by "APO" or "FPO"; and "AE" (for 090-098 ZIP Codes), "AA" (for 340 ZIPs), or "AP" (for 962-966 ZIPs).***

4.6 Content Line

The content line (line 2 of required information) must be the second visible line on the label. This line must show the class and processing category of the mail on the pallet and other information as specified by standard. If the content line of a pallet label does not provide enough space for all required information, the content information may be continued right-justified on the line immediately below the content line and above the office of mailing or mailer information line.

New Guidelines for Shipping Labels

Effective July 1, 2001, Domestic Mail Manual (DMM) S919.2.1c, S919.3.3a, and Exhibits S919.2.1c and S919.3.3 are revised to reflect standard guidelines for creating package shipping labels. These guidelines identify the requirements and specifications for mailers designing their own shipping labels. S913.2.5 is changed to reflect new information in Publication 91, Confirmation Services Technical Guide.

There are other options available for mailers who print their own labels:

a. An integrated barcode may be used by Confirmation Services electronic option mailers who wish to combine insurance with Delivery Confirmation or insurance with Signature Confirmation into a single barcode on the shipping label to eliminate multiple labels and barcodes on packages. Additional information on the integrated barcode solution can be found in Publication 91, Confirmation Services Technical Guide.

b. Mailers have a third option for privately printed labels with insurance (see Exhibit 2.5). The privately printed label must meet the specifications described in Publication 91. Applicable certification procedures must be followed, also as specified in Publication 91.

Labels printed by mailers must meet the following specifications:

a. Each barcoded label must bear a return address and a unique Signature Confirmation PIC barcode as specified in 3.2. The text "USPS SIGNATURE CONFIRMATION" (if using retail service option as specified in 1.4) or "e/USPS SIGNATURE CONFIRMATION" (if using electronic service option as specified in 1.4 and the postage is evident on the mailpiece) must be printed between 1/8 inch and 1/2 inch above the barcode in minimum 12-point bold sans-serif type. Additionally, mailers approved for the electronic service option, at their discretion, may print the text "ELECTRONIC RATE APPROVED #[D-U-N-SŪ NUMBER]" in minimum 8-point bold sans-serif type directly below the bottom horizontal identification bar (see Exhibit 3.3). Human-readable characters that represent the barcode ID must be printed between 1/8 inch and 1/2 inch under the barcode in minimum 10-point bold sans serif type. These characters must be parsed in accordance with Publication 91, Confirmation Services Technical Guide. A minimum 1/8-inch clearance must be maintained between the barcode and any printing. The preferred range of widths of narrow bars and spaces is 0.015 inch to 0.017 inch. The width of the narrow bars or spaces must be at least 0.013 inch but no more than 0.021 inch. All bars must be at least 3/4 inch high. Minimum 1/16-inch bold bars must appear between 1/8 inch and 1/2 inch above and below the human- readable endorsements to segregate the Signature Confirmation barcode from other areas of the shipping label. The line length should extend across the width of the label but must extend the length of the barcode at a minimum (see Exhibit 2.1c). Only information relating to Signature Confirmation and other special services must be placed between these lines. Mailers are required to comply with this change by October 5, 2001.

An addressee who regularly receives restricted delivery mail may authorize an agent by Form 3801 or by letter to the postmaster. The addressee must make the notation "this authorization is extended to include restricted delivery mail" on Form 3801 (in the area for signatures of authorized agents) or in the letter to the postmaster. Form 3849 may be left for the authorization if the Post Office has no standing delivery order or letter on file. Online Express Mail Label Program

Effective July 2, 2001, the Postal Service is introducing a new Web tool - on a beta-test basis - that provides customers who use the Internet the ability to generate and print Express MailŪ labels from their personal computer. This application program interface (API) produces a single-ply, black and white Online Express Mail label (Exhibit 1) and a PS Label 11-D, Customer Online Record (Exhibit 2), that conform to the new guidelines for shipping labels published in Postal Bulletin 22047 (4-5-01, pages 7-9). For more information on this new Online Express Mail API, mailers may send an e-mail request to webtools@email.usps.com.

The Online Express Mail label will be available via the USPS Express Mail API only and will be limited by the following requirements.

Postage Payment

Postage for Online Express Mail labels must be paid with adhesive stamps, meter stamps, or PC postage. The use of Express Mail Corporate Accounts (EMCA) will be added to this program as a future enhancement.

Service Criteria

The basic service criteria remains unchanged as they relate to service guarantees and delivery of the mail. Use of Online Express Mail labels will be restricted to Post Office- to-Addressee domestic shipments to U.S. destinations, including Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands. They cannot be used for international shipments, shipments to APO/FPOs, or shipments to the remaining U.S. territories, possessions, and freely associated states. This exclusion is necessary due to the inability of these sites to support electronic record keeping for signature capture.

Special Services

Express Mail shipments using the Online Express Mail label may be combined with return receipt, COD, or additional insurance. Items requiring any of these special services must be presented for acceptance at a designated postal facility.

Acceptance Criteria

The acceptance criteria for shipments with Online Express Mail labels are the same as the current multi-ply Express Mail labels (PS Label 11-B, Express Mail Post Office to Addressee). Items can be deposited in an Express Mail collection box, picked up by a carrier or Postal Service employee, or presented at a designated postal facility. The requirements for acceptance are listed in Domestic Mail Manual (DMM) E500.

Offices with POS ONE/IRT terminals should process the Express Mail items with the online label in the same way as the current multi-ply Express Mail label. Exception: There is neither a finance copy to file nor a customer copy attached to the label.

Manual offices (without POS ONE/IRT terminals) will use a daily log form to record the Express Mail information and send it to the Expedited Services Office for data entry. We have provided a draft version of this form to the Expedited Service Specialists in each district. The final version of the form will be published in a future Postal Bulletin.

To support the implementation of this program, we have modified certain standard operating procedures:

· For modifications to the procedures for retail acceptance, see page 30.

· For modifications to the procedures for handling of short paid items, see page 32.

The procedures for processing service failure refunds and indemnity claims remain the same with the exception of substituting the customer copy of PS Label 11-B with PS Label 11-D, Customer Online Record (refer to Exhibit 2).

Standard Operating Procedure

Online Express Mail Label Retail Acceptance (Domestic Mail Only)

1. Greet customer.

2. Inquire for service requested. Customer presents Express MailŪ package. Identify that customer is using an Online Express Mail label.

3. Place item on scale.

4. Ensure customer has affixed a properly completed label to the package.

5. Determine postage, weight, and service commitment.

6. If postage is affixed, determine if correct. If additional postage is required, ensure mailer is charged proper amount.

7. Follow existing acceptance procedures for domestic Express Mail service.

8. Complete POSTAL USE ONLY portion of the label.

· Customer receipt is generated electronically by customer along with electronic label.

· Finance copy is eliminated.

· Manual offices should complete the daily log form for each piece of online Express Mail and send the log with the traditional Express Mail finance labels to the designated location for data entry every day.

9. Affix postage, if appropriate.

10. Round date the Online Express Mail label in a clear area. Complete Label 11-D, Customer Online Record, if presented. Round date and make corrections (to weight, special services, etc.), if necessary.

11. Complete the retail transaction and accept payment, if appropriate.

12. Place Express Mail article in sack designated for Express Mail service.

13. Close sack and properly tag using a slide label for the designated AMC/AMF or processing facility.

14. Dispatch articles daily as required, at specified dispatch times.

 

Standard Operating Procedure

Handling Short Paid Items for the Online Express Mail Label

If the office of mailing receives an item without sufficient adhesive or meter stamps, the mailer is contacted to correct the deficiency before dispatch (Domestic Mail Manual P011.1.6). If the mailer does not immediately correct the deficiency, the acceptance employee will:

1. Determine the amount to collect from sender.

2. In place of a Customer Copy of Label 11-B, Express Mail Post Office to Addressee, complete PS Form 1096, Receipts, in the amount of postage due. Make sure to record the Express MailŪ item number in the "purpose" area. Round date and sign.

3. Place PS Form 1096 into a G-10 envelope (instead of the traditional EP-13 envelope) and seal. Place the return address of the postmaster of acceptance in the upper left-hand corner (return address), and address the envelope to the sender of the short paid item.

4. Endorse the envelope with "Postage Due" and write in the amount due.

5. Dispatch with outgoing mail.
