Effective June 28, 2001, sections 371.6, 371.721, and 371.8 are revised to change the Post Office box numbers in the addresses for the Money Order Section. Section 371.723 is added to state the procedures concerning making inquiries on reissued international money orders.

The Postal Service will issue a nondenominated, presorted First-Class Mail® postcard rate (15-cent value) Woody Wagon stamp (Item Number 778700) in Denver, Colorado, on August 3, 2001. The stamp, designed by Kevin Newman of Santa Monica, California, goes on sale nationwide August 4, 2001. The stamp will be produced in self-adhesive coils of 10,000.

The Woody Wagon stamp features a woody station wagon. Wood-paneled vehicles, or woodies, captured the imagination of the American public from the 1930s through the 1950s. Woodies came in several models including sedans, convertibles, station wagons, and trucks. Originally designed as stylish cars for wealthy buyers, woodies were later marketed as practical transportation for families, who found woody wagons ideal for shopping trips and vacations. Today, woodies are favorite attractions at automobile shows.

Customers have 30 days to obtain the first day of issue postmark by mail. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Stamp distribution offices (SDOs) will not receive an automatic distribution of Item 778700, nondenominated, Woody Wagon, presorted postcard rate (15-cent value), pressure sensitive adhesive (PSA) coil of 10,000. Automatic distributions will be provided to accountable paper depositories (APDs) and stamp service centers (SSCs).

SDOs requiring quantities of Item 778700 must order them from the appropriate APD using a separate PS Form 17.

Initial Supply to Post Offices

Post Offices requiring quantities of Item 778700 must order them from their designated SDO using a separate PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before July 27, 2001.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate APD using PS Form 17.

For fulfilling supplemental orders from SDOs, the Chicago APD will receive 2,400 coils; the Washington and Memphis APDs, 800 coils; the San Francisco and New York APDs, 400 coils; and the Denver APD, 200 coils.

The Kansas City SSC will receive 8,800 coils for fulfilling supplemental orders from the APDs.

CORRECTION

Stamp Announcement 01-31, Frida Kahlo Commemorative Stamp

The Frida Kahlo stamp announcement in Postal Bulletin 22050 (5-17-01, pages 37-38) stated that this stamp would be issued in partnership with the Mexican Postal Service.

Recently, the U.S. Postal Service was informed that the Mexican Postal Service plans to issue a Kahlo stamp but not as a joint issue. Mexico will not participate in our ceremony. Remove all references to a joint issue from all products in design and from all items for the first day of issue ceremony.

Lucille Ball - Legends of Hollywood Commemorative Stamp

The Postal Service will issue a 34-cent Lucille Ball - Legends of Hollywood commemorative stamp (Item Number 451300) in Los Angeles, California, on August 6, 2001. The stamp, designed by Derry Noyes of Washington, DC, and illustrated by Drew Struzan of Pasadena, California, goes on sale nationwide August 7, 2001. The stamp will be produced in a pane of 20. The pane may be split and the stamps may be sold individually.

Lucille Desiree Ball (1911-1989) was a prominent star of stage, screen, radio, and especially television. She won four Emmy Awards, was one of the first inductees into the Academy of Television Arts & Sciences Hall of Fame in 1984, and received the Kennedy Center Honors in 1986. She was posthumously awarded the Presidential Medal of Freedom in 1989. For nearly three decades, Lucille Ball endeared herself to viewers in her television role as Lucy Ricardo on I Love Lucy, which debuted in 1951, ran until 1957, and is currently in reruns today.

The Postal Service will issue four 34-cent Amish Quilts commemorative stamps (Item Number 451400) in Nappanee, Indiana, on August 9, 2001. The stamp, designed by Derry Noyes of Washington, DC, goes on sale nationwide August 10, 2001. This pane may be split and the stamps may be sold individually.

The Amish quilt, distinctive in its simplicity, symmetry, deft needlework, and broad fields of deep color, is one of the most expressive traditions in American design. Amish quilting traditions are influenced by the values of Amish daily life: humility, simplicity, modesty, and serviceability. The four quilts featured on this pane of 20 stamps display the saturated colors, bold geometric patterns, and central design motifs characteristic of quilts made in Lancaster County, Pennsylvania, during the first half of the 20th century. The quilts belong to the Foundation for Deep Ecology in Albion, California.

Carnivorous Plants Commemorative Stamp

The Postal Service will issue four 34-cent Carnivorous Plants commemorative stamps (Item Number 451000) in Des Plaines, Illinois, on August 23, 2001. The stamp, designed and illustrated by Steve Buchanan of Winsted, Connecticut, goes on sale nationwide August 24, 2001. This pane may be split and the stamps may be sold individually.

The four Carnivorous plants represented on these stamps are native, but not necessarily restricted, to North America. The Venus Flytrap (Dionaea muscipula) is found in moist, sandy areas near the coast from Myrtle Beach, South Carolina, to central North Carolina. Found in the southeastern United States, the Sarracenia flava, also known as the trumpet or yellow pitcher plant, grows up to 4 inches tall. The Darlingtonia California, also known as the cobra lily, is native to the West Coast. The English sundew (Drosero) is a small plant that uses its sticky leaves to trap insects and is found in mossy bogs across northern latitudes of the United States and along the West Coast as far south as California.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 1 800 STAMP-24, and at the Postal Store Web site at www.usps.com. They should affix the stamps to envelopes of their choice, address the

envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by September 22, 2001.

Stamp Fulfillment Services (SFS) also offers first day covers for new stamp issues and postal stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by telephoning 1 800 STAMP-24 or writing to:

Philatelic Products

There are no philatelic products for this stamp issue.

Distribution

Stamp distribution offices (SDOs) will receive three- quarters of their standard automatic distribution quantities for a pressure-sensitive adhesive sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before August 16, 2001.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, San Francisco, Chicago, Memphis, Washington, and New York APDs will each receive 840,000 additional stamps, and the Denver APD will receive 280,000 additional stamps.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in eight positions for subsequent distribution to each philatelic window.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Proper Identification of Damaged Mail Transport Equipment Rolling Stock

Please disregard the article titled "Notice: Proper Identification of Damaged Mail Transport Equipment Rolling Stock" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

All users of mail transport equipment (MTE) are requested to promptly identify, "red tag," and isolate damaged or defective wheeled containers used to transport mail. Damaged rolling stock must be removed from service and placed in a holding area for return to the servicing mail transport equipment service center (MTESC).

Although all MTE items passing through the MTESCs are scanned for obvious defects, use of the orange PS Form 4707, "Out of Order" tag, will ensure that broken rolling stock is identified and scheduled for repair. Please help the MTESC network keep your rolling stock serviceable by tagging all defective containers.

Removal of Trash From Mail Transport Equipment

Please disregard the article titled "Notice: Removal of Trash from Mail Transport Equipment" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

Mail processing centers and facilities must immediately stop shipping excess or broken office and workroom furniture, equipment, garbage, and trash to the mail transport equipment service centers (MTESCs) in excess containers or cardboard boxes. Incidents of this type have increased sharply during 2001. This practice creates environmental health and safety problems at the receiving MTESCs, which must spend unbudgeted funds to dispose of the refuse through waste management contractors.

Future shipments of this type will be returned to the originating offices, which will be billed for the additional shipping and handling expenses.

Refer to Handbook AS-701, Material Management, for instructions on disposing of unneeded or broken equipment.

RURAL CARRIERS

Equipment Maintenance Allowance Schedule for Rural Routes

In accordance with provisions of Article 9, Section 2.J.3 of the Rural Carrier National Agreement, effective June 15, 2001 (pay period 15-01), the equipment maintenance allowance (EMA) will increase from 39.5 cents per mile to 40.5 cents per mile.

The EMA is 40.5 cents per mile, or a minimum of $16.20 per day, whichever is greater.

Auxiliary Rural Carriers, Rural Carrier Reliefs, Rural Carrier Associates, Rural Carrier Part-Time Flexibles, and Auxiliary Assistance

Employees providing auxiliary assistance or serving auxiliary routes under provisions of Article 9, Section 2.J.5, receive an EMA of 40.5 cents per mile or $4.65 per hour, whichever is greater. This EMA should not exceed the amount provided in the special EMA for the route stops and miles.

EMA Rate Schedule

The EMA rate schedule on pages 36-37 supersedes all previously published EMA schedules for employees receiving EMA.

Optional EMA Rate

The optional EMA rate, effective November 4, 2000, remains at 65 cents per mile.

Wanted: Louis Holley - Seeking Information on His Location

Louis Malcolm Holley is a full-time, regular distribution clerk, employed by the Postal Service for 24 1/2 years. On the morning of June 2, 2001, Holley and more than $3.2 million in postal-registered remittances disappeared from the Phoenix Processing and Distribution Center. See "Wanted" poster on page 40.

Holley's female friend has cooperated with the In-spection Service. She indicated that on Saturday, June 2, she found an envelope containing the registration to Holley's vehicle. Holley signed over his most recent paycheck to her. The friend says that she has no idea where Holley is or might be and has not heard from or seen him since 8:30 p.m. on Friday, June 1, 2001.

Most Recent Sighting

What is known is that Holley abandoned a rented Nissan Sentra in Boise, Idaho. The Arizona tag, 255DPX, wasremoved from the Sentra and has not been recovered. On June 4, 2001, he purchased a 1995 Black Jeep Cherokee Limited with gold trim and gold wheels, roof rack, sunroof, tinted windows, tan leather interior, Idaho temporary tags (white with blue trim) # 0194853. The Jeep Cherokee's VIN # is 1J4GZ78YXSC653454. The Jeep was last seen in Spokane, Washington, on June 8, 2001.

On Thursday, June 14, 2001, an arrest warrant was issued for Holley.

FUEL PRICE DISCOUNTS

Use Voyager Fleet Card at Speedway SuperAmerica

On May 24, 2001, the Postal Service and Speedway SuperAmerica entered into an agreement that provides a special fuel pricing discount by using the U.S. Bank Voyager fleet card. This discount is based on a sliding scale of consumption. At its current consumption level, the Postal Service will receive the maximum discount of 2 cents a gallon.

Of equal importance to this discount, Speedway SuperAmerica is working with Voyager Fleet Management to remove all appropriate state taxes (both excise and sales) from the billing process. The net amounts billed to each Postal Service site using the Voyager fleet card will exclude these taxes.

Speedway SuperAmerica operates over 2,600 locations in AR, FL, GA, IA, IL, IN, KY, LA, MI, MN, MO, MS, NC, OH, PA, SC, SD, TN, TX, WI, and WV.
