- Logistics, Network Operations Management, 7-12-01 DMM REVISION Optional 5-Digit Scheme for ParcelsEffective July 12, 2001, Domestic Mail Manual (DMM) modules E, L, and M are revised and labeling list L606 is added (see page 5) to include a new optional 5-digit scheme preparation for Standard Mail machinable and irregular parcels and for Package Services machinable and nonmachinable parcels. The new 5-digit scheme allows mailers the option to sort parcels to delivery units in a manner compatible with the way the Postal Service distributes parcels to letter carriers. Mailers who opt to make 5-digit scheme sorts for parcels need not prepare them for all possible 5-digit schemes. The new 5-digit scheme for parcels is similar to the 5-digit scheme for automation letters (per the City State File Product maintained by the National Customer Support Center) and the 5-digit scheme for flats (see DMM L001). We will include these changes in the printed version of DMM Issue 57 and in the monthly update of the online DMM available via Postal Explorer at http://pe.usps.gov. Domestic Mail Manual (DMM) E Eligibility E600 Standard Mail E610 Basic Standards 8.0 PREPARATION [Revise item a to read as follows:] a. All pieces in a mailing must be of the same processing category, except that irregular and machinable parcels may be combined in 5-digit scheme (optional) and 5-digit sacks or on 5-digit scheme (optional) and 5-digit pallets. E620 Presorted Rates 2.0 RATES [Revise items f, g, and h to read as follows:] f. In a 5-digit scheme (optional), 5-digit, ASF (if permitted), or BMC sack containing at least 10 pounds of machinable parcels. (The 3/5 rates are available only if any 5-digit scheme (optional) sacks and all possible 5-digit sacks are prepared.) g. The 5-digit rate applies to a mailing of at least 500 pieces of Media Mail that meets the other requirements of 3.0, and is prepared and presorted to 5-digit scheme (optional) and 5-digit (required) destinations as specified in M730 or M041 and M045. 3.0 PRESORTED MEDIA MAIL 3.5 5-Digit Rate [Revise the first sentence of 3.5 to read as follows (the remainder of 3.5 is unchanged):] To qualify for the Media Mail 5-digit rate, a piece must be in a mailing of at least 500 pieces prepared and sorted either to full 5-digit scheme (optional) and 5-digit (required) sacks under M730 or to 5-digit scheme (optional) and 5-digit (required) pallets under M045.*** E714 Library Mail 1.0 RATE ELIGIBILITY [Revise item b to read as follows:] b. 5-Digit Rate. The 5-digit rate applies to a mailing of at least 500 pieces of Library Mail that meets the other requirements of 3.0 and is prepared and presorted to 5-digit scheme (optional) and 5-digit (required) destinations as specified in M740 or M041 and M045. 3.5 5-Digit Rate [Revise the first sentence of 3.5 to read as follows (the remainder of 3.5 is unchanged):] To qualify for the Library Mail 5-digit rate, a piece must be in a mailing of at least 500 pieces prepared and sorted either to full 5-digit scheme (optional) and 5-digit (required) sacks under M740 or to 5-digit scheme (optional) and 5-digit (required) pallets under M045.*** E750 Destination Entry E751 Parcel Select 1.0 BASIC STANDARDS 1.1 Definitions [Add the following sentence to the end of the text in item c:] c. ***L606 is used only for mailings prepared using the 5-digit scheme (optional) sort as permitted by standard. 1.4 DSCF and DDU Rates [Delete the first three sentences of item b and replace with the following text (the remainder of item b is unchanged):] b. For DDU rates, be part of a Parcel Post mailing prepared in accordance with M041, M045, or M710 and deposited at a designated DDU facility that delivers the parcels to the addresses appearing on the pieces. There is no required minimum number of pieces that must be deposited for the DDU rate and no specific preparation requirements; however, the pieces must be part of a mailing of at least 50 Parcel Post rate pieces and must be prepared by 5-digit scheme (optional) and 5-digit sorts. To determine the location for entry of 5-digit scheme sorted pieces, use Column B of L606. To determine the location for entry of 5-digit sorted pieces or whether a 5-digit delivery facility can handle pallets (including pallet boxes) refer to the Drop Shipment Product maintained by the National Customer Support Center (NCSC) (see G043).*** 2.0 PREPARATION 2.2 Containers [Revise items c, d, e, and f to read as follows:] c. DSCF rate mail, if sacked under M710, must contain at least seven pieces per sack or, if the sack is overflow from a 5-digit scheme (optional) or 5-digit sack that contains at least seven pieces, it may contain less. DSCF rate mail, if sacked under M045 as overflow from a 5-digit scheme (optional) or 5-digit pallet that meets the applicable pallet minimum, may contain any number of pieces. Machinable and nonmachinable pieces may be included in the same sack. d. For DSCF rate, 5-digit scheme (optional) and 5-digit sacks may be bedloaded or be placed on SCF pallets that are labeled and otherwise prepared under M045. e. For DSCF rate and DDU rate mail, nonmachinable parcels may be palletized (including pallet boxes on pallets). Nonmachinable parcels may be combined with machinable parcels on 5-digit scheme (optional) and 5-digit pallets (including pallet boxes on pallets) claimed at DSCF or DDU rates under M041 and M045. f. For DDU rate, there are no minimums for sacks, pallets, or pallet boxes on pallets. DDU rate mail must be separated by 5-digit scheme (optional) and 5-digit (even if bedloaded) and, if placed in sacks or on pallets (including boxes on pallets), it must be properly labeled to the 5-digit scheme (optional) or 5-digit destination. Machinable and nonmachinable pieces may be combined in 5-digit scheme (optional) and 5-digit sacks or on 5-digit scheme (optional) and 5-digit pallets (including pallet boxes). 5.0 ACCEPTANCE AT DESIGNATED SCF [Revise item a to read as follows:] a. The mailing contains only machinable parcels prepared in 5-digit scheme (optional) and 5-digit sacks, pallets, or containers, and nonmachinable parcels prepared under 2.2. Each sack of combined Package Services must contain at least 10 pieces. The 5-digit ZIP Codes in each scheme are treated as a single presort destination subject to a single minimum volume (if required), with no further separation by 5-digit ZIP Code required. Sacks or pallets prepared for a 5-digit scheme destination that contain pieces for only one of the schemed 5-digit ZIP Codes are still considered 5-digit scheme sorted and are labeled accordingly. The 5-digit scheme sort is always optional, including when 5-digit sortation is required for rate eligibility. The 5-digit scheme sort need not be used for all possible 5-digit scheme sorts and is available only for Standard Mail machinable and irregular parcels and Package Services machinable and nonmachinable parcels. ab. The corrected information appears below.
