International Money Order Service - Austria

Effective June 1, 2001, International Mail Manual (IMM) 371.3b and the Individual Country Listing for Austria are revised to eliminate international money order service to Austria.

294.3 Conditions for Mailing

Publishers' periodicals are subject to the following conditions for mailing:

c. Markings and Endorsements:

[Revise 294.3c to read as follows:]

(1) Since publishers' periodical rate postage must be paid through an advance deposit account (see 294.261), qualifying mailpieces must be endorsed "PERIODICALS Postage paid at...." At the mailer's option, however, the simplified endorsement "PERIODICALS" may be substituted. See DMM C200.4.2.

(2) In situations where a publisher or registered news agent enters a periodical publication at more than one postal location, the prescribed endorsement is "PERIODICALS Postage paid at...and Additional Mailing Offices."

(3) When a mailer's application to enter at the publishers' periodical rates is currently pending, the prescribed endorsement is "Application to Mail at PERIODICALS Postage Rates Pending at...." See DMM E211.10.5g.

IMM AND PUBLICATION 51 REVISIONS

International Mail - Mailing to the Czech Republic

Effective July 12, 2001, the International Mail Manual (IMM) and Publication 51, International Postal Rates and Fees, are revised to reflect a newly adopted 66-pound maximum weight limit for airmail Parcel Post® packages, economy (surface) Parcel Post packages, and Global Express MailTM (EMS) items that are mailed to the Czech Republic.

We will incorporate these changes into the printed version of IMM Issue 26 and into the next printed version of Publication 51, International Postal Rates and Fees. We will also incorporate the changes into the online versions of the IMM and Publication 51, both of which can be accessed via Postal Explorer at http://pe.usps.gov.

ICM UPDATE

International Customized Mail

On March 22, 2001, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service hereby makes public the following information concerning the Agreement:

a. Term: May 1, 2001, through June 21, 2002.

b. Type of mail: Global Express Mail Service (EMS) or Airmail Parcel Post (APP). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer with the equipment and supplies necessary for the use of Qualifying Mail.

2. Provide Mailer with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Provide Mailer with technical assistance necessary to prepare the necessary information linkages, electronic data files, and data exchanges.

4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

5. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

e. Minimum volume commitment: The Mailer has agreed to tender a minimum of $3 million in international postage in each calendar year of the Agreement.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary linkages with the Postal Service.

2. Provide the Postal Service with notification of new dedicated permit numbers used for Qualifying Mail, 1 week in advance of using the new permit numbers.

3. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the intended date of tender, weight, volume and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail rates contained in Exhibit 1.

ICM UPDATE

International Customized Mail

On April 19, 2001, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service hereby makes public the following information concerning the Agreement:

a. Term: May 1, 2001, through April 30, 2003.

b. Type of mail: Global Express Mail Service (EMS) and Airmail Parcel Post (APP). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Australia, Canada, Great Britain, Hong Kong, Japan, and Singapore.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer with the equipment and supplies necessary for the use of Qualifying Mail.

2. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

3. Provide Mailer with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

4. Provide Mailer with technical assistance necessary to prepare the information system linkages, electronic data files, and data exchanges.

5. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

e. Minimum volume commitment: The Mailer has agreed to meet an annualized minimum volume commitment of 150,000 packages for Qualifying Mail.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary information linkages with the Postal Service.

2. Exchange electronic information with the Postal Service according to the specification and instructions the Postal Service provides.

3. Provide the Postal Service with notification of new permit numbers used for Qualifying Mail, 1 week in advance of using the new permit numbers.

4. Provide the appropriate Postal Service acceptance sites a schedule of mailing at least 1 week in advance, with projections of mailing to include the intended date, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail according to the rate chart in Exhibit 1.

ICM UPDATE

International Customized Mail

On May 18, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated December 20, 2000. The Agreement was published in Postal Bulletin 22042 (1-25-01, page 44). The Amendment modifies the Agreement to add Global Express Mail Service, Global Priority Mail, Air and Economy M-bags, and Global Bulk Economy service to the existing Agreement.In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: June 1, 2001, through December 31, 2004.

b. Type of mail: Global Express Mail Service (EMS), Global Priority Mail (GPM), Air and EconomyM-bags, and Global Bulk Economy Service (GBE). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Provide at the end of each Postal Accounting Period an Express Mail Corporate Account Mailing Statement showing a beginning balance, deposits, a listing of each shipment mailed and date,label numbers, office of mailing, number of shipments, postage and fees, and the ending balance in the account.

e. Minimum volume commitment: All other provisions of the Agreement shall remain in force.

f. Worksharing: The Mailer has agreed to:

1. Tender GBE must be drop-shipped at the Postal Service at International and Bulk Mail Center.

2. Pay postage to the Postal Service for GBE using an exclusive permit number.

g. Rates: The Mailer has agreed to pay postage for:

1. EMS, GPM, Air and Economy M-bags rates at of sixteen (16.0) percent discount off of nondiscounted published rates.

2. GBE rates at of sixteen (16.0) percent discount off the base rates contained in Exhibit 1.

Note: Based on a commitment of at least $25 million in actual postage on an annualized basis, the Mailer will pay the rates for Qualifying Mail as detailed in Exhibit 2.

The Amendment modifies the Agreement to extend the existing Agreement and to insert Global Express Mail (EMS) and Airmail Parcel Post (APP) service. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: May 15, 1998, through June 30, 2001.

b. Type of mail: Global Express Mail (EMS) and Airmail Parcel Post (APP). Every item must conform to the mailing requirement set forth in the IMM for Qualifying Mail.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Provide Mailer with technical assistance necessary to prepare the information linkages, electronic data files, and data exchanges.

2. Return EMS items refused by an addressee and undeliverable items to the Mailer via Express Mail at no charge provided that the return rate is no more than four (4) percent of total volume.

3. Return APP items refused by an addressee and undeliverable items to the Mailer in accordance with IMM.

4. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

e. Minimum volume commitment: The Mailer has agreed to tender an annualized minimum of 25,000 pieces or $500,000 in postage for Qualifying Mail.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary linkages with the Postal Service.

2. Exchange electronic information with the Postal Service according to the specifications and instructions the Postal Service provides.

3. Provide the Postal Service with notifications of new permit numbers used for Qualifying Mail,1 week in advance of using the new permit numbers.

4. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the intended date of tender, weight, volume, and location where mail will originate, in accordance with instruction the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail rates contained to Exhibit 1.

2. Provide Mailer with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Provide Mailer with technical assistance necessary to prepare the information system linkages, electronic data files, and data exchanges.

4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

5. Return EMS items refused by an addressee and undeliverable items to Mailer via Express Mail at no charge provided that the return is no more than four (4) percent of total volume.

6. Return APP items refused by an addressee and undeliverable items to Mailer in accordance with IMM.

7. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

e. Minimum volume commitment: The Mailer has agreed to tender an annualized minimum volume of 50,000 packages in Qualifying Mail.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary information system linkages with the Postal Service.

3. Provide the Postal Service with notification of new permit numbers, 1 week in advance of using the new permit numbers.

4. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the intended date, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage and return service fees for Qualifying Mail rates contained in Exhibit 1.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Proper Identification of Damaged Mail Transport Equipment Rolling Stock

Please disregard the article titled "Notice: Proper Identification of Damaged Mail Transport Equipment Rolling Stock" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

All users of mail transport equipment (MTE) are requested to promptly identify, "red tag," and isolate damaged or defective wheeled containers used to transport mail. Damaged rolling stock must be removed from service and placed in a holding area for return to the servicing mail transport equipment service center (MTESC).

Although all MTE items passing through the MTESCs are scanned for obvious defects, use of the orange PS Form 4707, "Out of Order" tag, will ensure that broken rolling stock is identified and scheduled for repair. Please help the MTESC network keep your rolling stock serviceable by tagging all defective containers.

Removal of Trash From Mail Transport Equipment

Please disregard the article titled "Notice: Removal of Trash from Mail Transport Equipment" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

Mail processing centers and facilities must immediately stop shipping excess or broken office and workroom furniture, equipment, garbage, and trash to the mail transport equipment service centers (MTESCs) in excess containers or cardboard boxes. Incidents of this type have increased sharply during 2001. This practice creates environmental health and safety problems at the receiving MTESCs, which must spend unbudgeted funds to dispose of the refuse through waste management contractors.

Future shipments of this type will be returned to the originating offices, which will be billed for the additional shipping and handling expenses.

Refer to Handbook AS-701, Material Management, for instructions on disposing of unneeded or broken equipment.

2001 U.S. Postal Service National Awards Program for Diversity Achievement

The U.S. Postal Service seeks nominations, for its 2001 National Awards Program for Diversity Achievement, of all employees who made significant contributions to encourage, promote, and celebrate diversity within the organization. See flyer on page 32.

All employees* are eligible for nomination and participation! Soon Postal Service facilities nationwide will receive nomination kits, which can be displayed in either a freestanding or a hanging position. Please display the nomination kit in a highly visible area.

*Excluding Diversity Development and Hispanic Program specialists and managers, except where noted as an essential member of a team or committee.

Nomination deadline is extended through July 27, 2001.

Interest Rate on Contract Claims

The Postal Service periodically publishes in the Postal Bulletin the interest rate payable on a claim decided in a contractor's favor, under the Contract Disputes Act of 1978. This rate also applies to late payments to contractors under the Prompt Payment Act, as amended.

The interest rate effective for the 6-month period beginning July 1, 2001, and ending December 31, 2001, is 5.875 percent.

New Boise Cascade Account Number for Orders

Effective July 16, 2001, Postal Service personnel placing orders through the Boise Cascade Office Products, Inc. national strategic partnership will use a new account number - 289538. The current account number (379191) will be deactivated at the close of business Friday, July 13, 2001.

In order to set up all users with the new account number, Boise Cascade will be performing system maintenance through July 13. This will result in temporary system downtime for buyers using either the I-97 or bcop.com (formerly Order Point) system while Boise Cascade makes this account number conversion. Buyers may continue to use these two systems as long as they have access to them.

During this conversion, access will be temporarily interrupted (buyers might find that access is available some but not all of the time).

Orders may still be placed during this downtime by using:

Valid IBI Indicia for Meters and PC PostageTM Systems - Centerfold Reference Sheet

This issue of the Postal Bulletin (22054) includes a centerfold color reference sheet for information based indicia (IBI) for meters and PC Postage systems. IBI are digital indicia that include human-readable information; a Postal Service-approved, 2-dimensional barcode with a digital signature (makes each indicium unique); and other required data fields.

The purpose of the sheet is to assist employees in identifying valid indicia. The sheet also provides a quick reference as to which indicia may be refunded at a postal retail window and which indicia must be returned to the provider for refund.

The sheet is perforated for easy removal. Please display it on a bulletin board or some other central location where employees will have easy access to it.

Discontinuance of PS Form 3602-A

Effective July 12, 2001, PS Form 3602-A, Record of Meter Register Readings, is discontinued. Manufacturers will no longer provide PS Form 3602-A to customers when meters are shipped or when customers request additional copies.

Customers are still encouraged to maintain their own records of daily transactions if their meters do not perform this function. Customers may develop their own format for this documentation.

Existing supplies of the forms at Post Offices may be distributed to customers until depleted. This form will no longer be available for ordering from the material distribution center.

Postal stores take note Postal stores will see reductions in the number of packaged commemorative stamps they receive in their automatic distribution. Point-of-sales data are now being used to determine 90-day sales quantity for a particular store and a particular stamp image. Quantities will vary depending on the expected popularity of the stamp image and whether it is gummed or self-adhesive.

Local stamp distribution offices will get a limited amount of packaged stamps to supply new store openings and meet unexpected demand. But once this supply is exhausted, no more will be available.

This new program does not apply to "special" commemoratives such as Love stamps, which will be packaged as demand requires. Each store's point-of-sales data will be reviewed on a quarterly basis, and adjustments will be made accordingly. This is an effort to reduce the costs associated with printing and packaging stamps and destroying those that are not sold.

New retail position Effective June 30, there's a new level 6 retail position - lead sales and services associate (LSSA). It replaces two former level 6 position descriptions - window services technician (T-6) and clerk, finance station - and it replaces obsolete requirements with increased customer focus and leadership qualities. For the first time, the level 6 retail position has a training course and qualifying exam.

This month's edition has information on return addressing on Priority Mail® service items, information-based indicia (IBI), and phone cards.

Priority Mail Service Return Address

Domestic Mail Manual (DMM) A010.4.4.3 states that the sender's return address must appear legibly on Priority Mail service items. Remind retail associates that when visually inspecting an item to be mailed, they should verify that the return address is legible.

IBI - A Postage Alternative

Did you know that promoting alternative access to postage is an important retail strategy? That's right, and retail associates play an important role in helping our retail customers understand the convenience and benefits of these alternatives.

By informing customers about alternatives for postage purchase and printing, like PC PostageTM and postage meters, we can be proactive in managing our bottom line and customer lines. It is win-win for retail and our customers to encourage some transactions away from the counter so that we can focus on those transactions that require assistance. That brings value to us and our customers.

In this case, we're talking about the simple purchase of postage, and the options to retail customers such as PC Postage software and postage meters. PC Postage products were first introduced in August 1999 as the latest in postage metering technology. Since then, additional PC Postage products have been approved and new postage meters have taken on similar digital functionality offering higher security and more convenience. New digital postage meters, similar to PC Postage products, print digital postage (IBI), offer extended functions, integrate with more postal services (like Delivery ConfirmationTM service), are more secure, and are targeting small business customer needs.

PC Postage products make access to the Postal Service more convenient for customers because they provide postage purchase and printing over the Internet using computers and desktop printers. Customers can purchase and print postage for First-Class Mail® service, for premium products like Priority Mail service, Express Mail service, and Parcel Post®. Digital postage meters also provide an electronic alternative for round-the-clock access to postage because customers can dial up and download postage anytime, anywhere.

FIRSTCLASS PHONECARD®

Fact or myth?

The Postal Service's FIRSTCLASS PHONECARD is priced higher than other cards.

It may appear that the flat-rate FIRSTCLASS PHONECARD is more expensive when compared with surcharged phone cards sold in convenience stores. The key is that it is a flat-rate card. Retail associates should explain to customers that this type of phone card offers:

· No hidden fees (surcharges).

· One flat, per-minute rate.

· A 1-minute pay phone fee (FCC regulation) as opposed to 2 or 3 minutes.

· Minutes that are used are closer to the actual calling time than surcharged cards.

Customers who compare the FIRSTCLASS PHONECARD with other flat-rate cards sold in grocery stores and drug stores will find that it is competitively priced. Offer one to your customers as a daily special item.
