ICM UPDATE

International Customized Mail

On April 30, 2001, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service hereby makes public the following information concerning the Agreement:

a. Term: May 1, 2001, through April 30, 2003.

b. Type of mail: Global Express Mail Service (EMS). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer with the equipment and supplies necessary for the use of Qualifying Mail.

2. Provide Mailer with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Provide Mailer with technical assistance necessary to prepare the necessary information linkages, electronic data files, and data exchanges.

4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

5. Return EMS items refused by an addressee and undeliverable items to the Mailer via Express Mail service at no charge provided that the return rate is no more than four (4) percent of total volume.

6. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

e. Minimum volume commitment: The Mailer has agreed to meet an annualized minimum volume of 3,000 packages or an annualized minimum of $60,000 in international postage for Qualifying Mail.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary linkages with the Postal Service.

2. Exchange electronic information with the Postal Service according to the specification and instructions the Postal Service provides.

3. Provide the Postal Service with notification of new permit numbers used for Qualifying Mail, 1 week in advance of using the new permit numbers.

4. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the intended date, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail rates contained in Exhibit 1.

1. Furnish Mailer with the sags, tags, and supplies for the use of Qualifying Mail.

7. Provide Mailer with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

8. Pickup service in accordance with IMM.

9. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

g. Minimum volume commitment: The Mailer has agreed to meet an annual minimum volume of 150,000 pieces of Qualifying Mail.

h. Worksharing: The Mailer has agreed to:

5. Provide the Postal Service with notification of intent to drop ship mail at a specific International Service Center (ISC) 2 weeks before the initial shipment to that ISC.

6. Provide the Postal Service with notification of new dedicated permit numbers 2 weeks in advance of using the new dedicated permit numbers.

7. Provide the appropriate Postal Service with a schedule of mailing to include the date of tender, weight, volume, and location where mail will originate in accordance with instructions the Postal Service provides.

h. Rates: To pay postage:

1. Canada at $12.80 per piece plus 1.63 cents per ounce.

2. Japan at $14.22 per piece plus 1.61 cents per ounce.

Enrico Fermi Commemorative Stamp

Stamp Announcement 01-40, Enrico Fermi Commemorative Stamp. Copyright US Postal Service 2000.

The Postal Service will issue a 34-cent Enrico Fermi commemorative stamp (Item Number 451500) in Chicago, Illinois, on September 29, 2001. The stamp, designed and illustrated by Richard Sheaff of Scottsdale, Arizona, goes on sale nationwide September 30, 2001. The stamp will be produced in panes of 20; the panes may be split and the stamps may be sold individually

Enrico Fermi, a naturalized U.S. citizen and one of the preeminent physicists of the atomic age, was awarded the Nobel Prize in Physics in 1938 for his discovery of nuclear reactions brought about by slow neutrons. In 1944, he moved to Los Alamos, New Mexico, to assist in the direction of the Manhattan Project's scientific team. On November 16, 1954, President Dwight D. Eisenhower and the Atomic Energy Commission gave Dr. Fermi a "special award for his lifetime of accomplishments in physics and for the development of atomic energy." This stamp commemorates the centenary of his birth on September 29, 1901, in Rome, Italy.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 1 800 STAMP-24, and at the Postal Store Web site at www.usps.com. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a

larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by October 29, 2001.

Stamp Fulfillment Services (SFS) also offers first day covers for new stamp issues and postal stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by telephoning 1 800 STAMP-24 or writing to:

Philatelic Products

There are no philatelic products for this stamp issue.

Distribution

Stamp distribution offices (SDOs) will receive one-quarter of their standard automatic distribution quantities for a GUM sheet stamp. Distributions are rounded up to the nearest master carton size (70,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-quarter of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before September 21, 2001.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, Washington, DC, and New York APDs will each receive 350,000 additional stamps, and the Denver APD will receive 210,000 additional stamps.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in 9 positions for subsequent distribution to each philatelic window.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

"That's All Folks!" Commemorative Stamp

Stamp Announcement 01-41,

The Postal Service will issue a 34-cent "That's All Folks!" commemorative stamp (Item Number 560200) in Beverly Hills, California, on October 1, 2001. The stamp, designed and illustrated by Ed Wleczyk of Los Angeles, California, goes on sale nationwide October 2, 2001. The stamp will be produced in souvenir sheets of 10; the souvenir sheet may not be split and the stamps may not be sold individually.

The first true star of the Looney Tunes case, Porky Pig is popular with audiences of all ages and has appeared in more than 160 cartoons. Porky Pig experienced several changes in his early years appearing as child, father, and young suitor in succeeding cartoons. Later, he became a more consistent personality with a gentle stammer, wide- eyed appearance, and boyish nature. Eventually, Porky Pig was redesigned as a more adult-looking character and cast as a wry foil for the silly Daffy Duck. Porky Pig, already a famous star, was guaranteed immortality when he was chosen to deliver his famous phrase "That's all Folks!" at the end of the LooneyTunes cartoons. Porky Pig completes the Postal Service's Looney Tunes series.

Stamp distribution offices (SDOs) will receive approximately two and one-half times their standard automatic distribution quantities for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size of 2,000 panes (20,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for their full standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before September 24, 2001.

Philatelic Requirement

SDOs will not receive a separate quantity of this souvenir sheet for their authorized philatelic centers. Philatelic centers must be supplied their quantities from the initial automatic distribution made to SDOs.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, San Francisco, Chicago, Memphis, Washington, and New York APDs will each receive 500,000 additional panes, and the Denver APD will receive 180,000 additional panes. Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. The Postal Service will issue a 57-cent Art Deco Eagle definitive stamp (Item Number 105800) on September 20, 2001, in Washington, DC. The stamp, designed by Carl Herman of Carlsbad, California, and illustrated by Nancy Stahl of New York, New York, and goes on sale nationwide September 21, 2001. The stamp will be produced in panes of 20; the panes may be split and the stamps may be sold individually.

The stamp has the same design and format as the Art Deco Eagle issued on February 22, 2001, but has a change in background color and denomination.

For fulfilling supplemental orders from SDOs, the Chicago, Washington, Memphis, San Francisco, and New York APDs will each receive 600,000 additional booklets; and the Denver APD will receive 200,000 additional booklets.

Additional Supply

White Barn Stamped Card

Stamp Announcement 01-39, Holiday Celebrations - EID. Copyright US Postal Service 2000.

The Postal Service will issue a 21-cent White Barn single cut stamped card (Item Number 220300) in Washington, DC, on September 20, 2001. The card, designed by Derry Noyes of Washington, DC, and illustrated by Wendell Minor of Washington Green, Connecticut, goes on sale nationwide 21, 2001. The stamped card will also be produced in 21-cent double reply cards (Item 220400); sheets of 40 cards (Item 220500); and 5-card vending packs (Item 221000).

The art is a painting by Wendell Minor, who used his own photograph of a white barn located near his studio in rural Connecticut. This stamped card is the latest offering of the Scenic America series.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 1 800 STAMP-24, and at the Postal Store Web site at www.usps.com. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the cards through the mail. There is no charge for the postmark. All orders must be postmarked by October 20, 2001.

2001 Stamps and Postal Stationery

"2001 Stamps and Postal Stationery" (Announcement 01-E, August 2001), which appears on page 22, is intended to replace the quarterly announcement of the same name, previously printed and sent to customers on request through Stamp Fulfillment Services in Kansas City. The announcement is a listing of stamps and postal stationery items scheduled for issuance during calendar year 2001. Post Offices may wish to post this schedule on their bulletin boards.

Customers may also be directed to access the Postal Bulletin through the Postal Service Web site at www.usps.com, then by clicking on Info, and then Postal Periodicals and Publications.

This announcement will be updated every 2 to 3 months, as changes warrant.

How to Order First Day of Issue Cancellations and Covers

Customers may purchase new stamps or postal stationery items at their Post Office, from the USA Philatelic catalog, by calling 1 800 STAMP-24, or online at www.usps.com by clicking on Buy Stamps & More. Then they should prepare their own covers by affixing new stamps to the upper right corner of envelopes or postcards of their choice, and address those envelopes, postcards, or postal stationery items to themselves or others. (Postage must equal the current First-Class Mail rate.) For sturdiness, include a card of postcard thickness in each cover (envelopes only) submitted, and tuck in the flap. Place the cover in a larger envelope addressed to: NAME OF ISSUE, POSTMASTER, CITY, STATE, and ZIP CODE (followed by -9991). Covers submitted for first day of issue cancellations may include additional uncancelled stamps only if the uncancelled stamps were issued before the first day of issue of the new stamps or postal stationery items. All orders must be postmarked on or before the deadline indicated below.

The U.S. Postal Service offers uncacheted first day covers for new stamp issues and postal stationery items post- marked with the official first day of issue cancellation. Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Proper Identification of Damaged Mail Transport Equipment Rolling Stock

Please disregard the article titled "Notice: Proper Identification of Damaged Mail Transport Equipment Rolling Stock" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

All users of mail transport equipment (MTE) are requested to promptly identify, "red tag," and isolate damaged or defective wheeled containers used to transport mail. Damaged rolling stock must be removed from service and placed in a holding area for return to the servicing mail transport equipment service center (MTESC).

Although all MTE items passing through the MTESCs are scanned for obvious defects, use of the orange PS Form 4707, "Out of Order" tag, will ensure that broken rolling stock is identified and scheduled for repair. Please help the MTESC network keep your rolling stock serviceable by tagging all defective containers.

NOTICE AND CORRECTION

Removal of Trash From Mail Transport Equipment

Please disregard the article titled "Notice: Removal of Trash from Mail Transport Equipment" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

Mail processing centers and facilities must immediately stop shipping excess or broken office and workroom furniture, equipment, garbage, and trash to the mail transport equipment service centers (MTESCs) in excess containers or cardboard boxes. Incidents of this type have increased sharply during 2001. This practice creates environmental health and safety problems at the receiving MTESCs, which must spend unbudgeted funds to dispose of the refuse through waste management contractors.

Future shipments of this type will be returned to the originating offices, which will be billed for the additional shipping and handling expenses.

Publication 106, Guide to Professional Parting

THREE NEW TOOLS FROM EMPLOYEE RESOURCE MANAGEMENT

Test Orientation Guide for Major Entry-Level Jobs and Latest in Recruitment Series

Three new recruitment tools are available at the material distribution center (MDC), as well as online at two locations: Postal Service Intranet (click on Information, then Policies and Procedures) and www.usps.com (search for periodicals).

The three new tools are:

· Publication 60-A, Test Orientation Guide for Major Entry-Level Jobs (June 2001).

· Publication 60-C, Automotive Maintenance Workers (brochure) (June 2001).

· Publication 60-D, Skilled Maintenance Workers (brochure) (June 2001).

Publication 60-A (the Test Orientation Guide)

The Test Orientation Guide for Major Entry-Level Jobs is designed for individuals interested in employment in the Postal Service's major entry-level positions, details about examination requirements, and key features of the testing process. The guide provides an overview of the Postal Service - its mission, functional operation, work force, and hiring process. The guide is also an excellent tool for Human Resources (HR) personnel to use at various recruitment activities. Diversity Development personnel will also find it useful in supporting community outreach activities in recruitment. A few words of caution for examination personnel - examiners cannot arrange, conduct, or participate in workshops designed to help examinees do well on Postal Service examinations, as this is considered a conflict of interest.

The Postal Service controls all copyright in the Test Orientation Guide for Major Entry-Level Jobs. Individuals are permitted to read and/or copy the paper and online version of the guide, and print or download the online version for personal, noncommercial, or nonprofit use. All other uses are not permitted. Copies may not be sold or distributed as part of any service or product for which a fee is charged, or in connection with such products or services. Except for authorized Postal Service personnel, any person or organization claiming to help people (1) prepare for or score well on tests, (2) get hired by the Postal Service, and/or (3) find Postal Service job openings, may not distribute the guide.

Publications 60-C and 60-D (the Recruitment Series)

Publications 60-C and 60-D (quad-fold brochures) showcase the responsibilities and requirements of two main Postal Service technical jobs - automotive maintenance and skilled maintenance. These brochures were recently introduced at the SkillsUSA - Vocational Industrial Clubs of America (VICA) conference held in Kansas City, Missouri. That conference presented a unique recruitment opportunity for the Postal Service to familiarize VICA participants with our technical Postal Service careers, employment requirements, benefits, and compensation.

These two new publications are the latest in the recruitment series from Selection, Evaluation, and Recognition. The lineup also includes the following recruitment tools that were deployed earlier and are also available at the MDC:

· Publication 60, A Great Place to Work (February 1999) - a quad-fold brochure containing basic information about the Postal Service and job opportunities.

· Kit 15, A Great Place to Work (March 1999) - a generic kit without inserts for use with any recruitment activity.

· Kit 15-A, A Great Place to Work for Skilled Maintenance Workers (March 1999) - a kit with four inserts highlighting Postal Service compensation, benefits, and training, and showcasing advanced Postal Service processing equipment.

Facility Safety Coordinator Training Course - Self Study Guide
(Course No. 19201-45)

Collateral duty facility safety coordinators (FSCs) can now access a new training course in hard copy or online. The training course underscores the critical role that FSCs play to promote 39 critical areas of safety in Postal Service operations. At a self-directed pace, FSCs can learn more about required functions that are essential to collateral duty safety.

Note: This new Facility Safety Coordinator Training Course (Course No. 19201-45) replaces the Collateral Duty Safety and Health Training (Course No. 21591-00), which is now obsolete.

The new training course:

· Takes about 24 hours to complete.

· Can be spread out over several months.

· Contains a 2-page overview (InfoPak) on each topic that serves as the core information and provides valuable references and links to detailed information.

· Contains checklists, information sheets, and mini- posters when appropriate.

Report all inactive retail vending equipment items to district materials management specialist. Retail vending equipment items that are obsolete, are surplus, or have been listed as excess for a period of up to 6 months should be considered for disposal action. Supervised destruction is no longer the mandatory disposal method for retail vending equipment items. Disposition actions may consist of any of the eight methods listed in 647.1, Methods and Priority, or any other specific method directed by Self Service, Retail, Consumers and Small Business.

646.62 Disposition

Self Service, Retail, Consumers and Small Business, retains authority over disposition of all retail vending equipment items. Therefore, offices with inactive, obsolete, or surplus customer vending items that are being considered for disposal action must follow the directions provided in Material Logistics Bulletin (MLB) MLB-PP-00-004, Attachment B, May 18, 2000. eBuy Automates Buying Supplies and Services

On July 16, 2001, Purchasing and Materials introduced eBuy, and with it, a new way to buy supplies and services using the Postal Service Intranet. eBuy automates the buying process end-to-end from ordering to payment. It includes requisitions submitted online, approvals online or via cc:Mail, invoice certification, capturing purchasing data, eCommerce capability with suppliers, and self-service capability for users.

Employees responsible for purchases should find eBuy easy to learn and use. eBuy helps organizations be more successful by saving time and money. The operational benefits and financial gains are substantial and directly support the postmaster general and chief executive officer's "Keeping Our Focus" strategy of managing costs.

The first catalogs implemented for eBuy are office supplies (7-16-01), computer hardware (7-30-01), and cluster box units (7-30-01). Organizations will be notified in advance via the Postal Bulletin and through eBuy as other national catalogs are implemented.

Training for eBuy is web-based, modular, and self- paced. After completing the training, attendees are eligible for Voice of the Employee (VOE) credit. Training was available as of July 9 and can be accessed from the eBuy login page.

To reach the eBuy login page, go to http://blue.usps.gov; then type "eBuy" into the web browser address field and press Enter. From the eBuy login page, click Training to access the training.
