Stamped Envelopes That Will Remain on General Sale

The following stamped envelopes are withdrawn from sale at Stamp Fulfillment Services (SFS) and authorized philatelic counters on September 30, 2001. However, they will remain on sale at regular retail counters until supplies are exhausted or an off-sale notice is issued.

PICTORIAL CANCELLATION

"That's all Folks!"

The That's all Folks! commemorative stamp will be issued on October 1, 2001, in Beverly Hills, California. The stamp will go on sale nationwide on October 2, 2001.

Porky Pig and other Looney Tunes characters, names, and related indicia are the property of Warner Bros. To ensure the correct use of Porky Pig in cancellations, the Postal Service and Warner Bros. have authorized one pictorial cancellation design for field use.

The That's all Folks! pictorial cancellation art was developed exclusively for commemorating That's all Folks! stamp events and may not be altered in any way, except as instructed in the guidelines.

As a reminder, the Postal Service must endeavor to make all unusual postmarking widely known to collectors through advance national publicity to avoid such postmarks being available only to small groups of people. Therefore, all pictorial cancellations for local events must be reported to Stamp Development on the Pictorial Cancellation Announcement form (see page 6) so that national publicity may be arranged.

Mail-back service will be honored by participating Post Offices for 30 days following the event.

Guidelines for Finalizing That's all Folks! Pictorial Cancellation Art

To finalize the That's all Folks! pictorial cancellation art, insert within the circle the city, state, and ZIP Code of the physical location where your event is being held along with the month, day, and year that the cancellation is to be offered. Overall dimensions of the pictorial cancellation must not exceed 4 inches horizontally and 2 inches vertically. Examples of the original/unfinished art and the final art are shown below.

Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic Centers

Effective close-of-business September 30, 2001, all Post Offices, stations, branches, postal stores, vending outlets, and authorized philatelic centers must (1) withdraw the stamp stock items listed below and their related vending and store-prepared stamp items from sale and (2) prepare them for destruction. The stamp stock items should be submitted to destruction sites according to local established procedures, under the guidelines in Handbook F-1, Post Office Accounting Procedures, Part 45, Destroying Stamp Stock.

Absolutely no sales of the stamp stock items and their related vending and store-prepared stamp items listed below are permitted at retail counters and outlets after September 30, 2001. These stamp stock items are also withdrawn from sale at Stamp Fulfillment Services (SFS).

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

The following pictorial cancellations have been extended for 60 days.

Proper Identification of Damaged Mail Transport Equipment Rolling Stock

Please disregard the article titled "Notice: Proper Identification of Damaged Mail Transport Equipment Rolling Stock" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

All users of mail transport equipment (MTE) are requested to promptly identify, "red tag," and isolate damaged or defective wheeled containers used to transport mail. Damaged rolling stock must be removed from service and placed in a holding area for return to the servicing mail transport equipment service center (MTESC).

Although all MTE items passing through the MTESCs are scanned for obvious defects, use of the orange PS Form 4707, "Out of Order" tag, will ensure that broken rolling stock is identified and scheduled for repair. Please help the MTESC network keep your rolling stock serviceable by tagging all defective containers.

NOTICE AND CORRECTION

Removal of Trash From Mail Transport Equipment

Please disregard the article titled "Notice: Removal of Trash from Mail Transport Equipment" in Postal Bulletin 22051 (5-31-01, page 59). The article that appears here has the correct information.

Mail processing centers and facilities must immediately stop shipping excess or broken office and workroom furniture, equipment, garbage, and trash to the mail transport equipment service centers (MTESCs) in excess containers or cardboard boxes. Incidents of this type have increased sharply during 2001. This practice creates environmental health and safety problems at the receiving MTESCs, which must spend unbudgeted funds to dispose of the refuse through waste management contractors.

Future shipments of this type will be returned to the originating offices, which will be billed for the additional shipping and handling expenses.

Refer to Handbook AS-701, Material Management, for instructions on disposing of unneeded or broken equipment.

REQUIREMENTS RELATED TO CONDUCT ON POSTAL SERVICE PROPERTY

Prohibition Against Soliciting Signatures

Effective June 25, 1998, Postal Service regulations were revised to prohibit the solicitation of signatures for petitions, polls, or surveys on Postal Service property. The regulations can be found in the Postal Operation Manual (POM) at section 124.54, as well as in Poster 7, Rules and Regulations Governing Conduct on Postal Property. On June 5, 2000, as a result of a lawsuit filed in the District of Columbia, enforcement of the prohibition was temporarily suspended until July 31, 2000. This temporary enforcement suspension was then extended until Sept. 15, 2000, at which time enforcement of the prohibition was reinstated. Since the prohibition is relatively new and has been in and out of effect over the past few years, there may be some confusion about its status.

The prohibition against soliciting signatures on Postal Service property is in full force and effect.

Members of the public who engage in the solicitation of signatures on Postal Service property should be advised of the prohibition and directed to leave Postal Service premises if they do not cease the prohibited activities. Note that there is no authority at the area or local level either to modify the regulation or deviate from enforcing it.

The prohibition applies to Postal Service property, whether leased or owned. As with all Postal Service conduct regulations, this new regulation does not apply to areas in the public right-of-way, such as non-Postal Service perimeter sidewalks or streets. (This is despite the fact that in some jurisdictions the local manager may have some duty to maintain the public sidewalk, such as snow removal.) Local managers should consult the POM and/or Poster 7 to review the applicable conduct regulations. If local managers have questions regarding the prohibition against soliciting signatures or any other aspect of the Postal Service conduct regulations, they should consult their district or plant manager or designee. In turn, the district or plant manager or designee should contact an attorney in the appropriate area legal office if assistance is needed in responding to the question. Postal Service attorneys can also help determine whether specific locations are Postal Service premises for purposes of enforcing the conduct regulations.

If your office receives direct shipments of this publication (generally CAG A-F offices), they should have arrived during the month of August. The Mover's Guide should be displayed for consumer use beginning September 1, 2001. If you have not received your shipment, please contact Barbara Lake with our strategic partners at Imagitas at

The direct shipment your office received is intended to last for four months. In December you will automatically receive an updated version for the next distribution period beginning in January 2002. Please remember that there are time-sensitive materials enclosed in the Mover's Guide, like coupons with expiration dates, so it is important to always have the latest versions on display.

If you typically order the Mover's Guide through the Material Distribution Center (MDC) (generally CAG G-L offices), please order only enough to last until the end of December. At that point, an updated supply will be delivered to the MDC so that you can order the most current version.

ANNOUNCEMENT

Custodial Products National Contracts Awarded

On August 13, 2001, the Dallas Purchasing and Materials Service Center (PMSC) awarded national contracts to Cleanwise, Inc., and W. W. Grainger, Inc., to supply all custodial products to the Postal Service.

The Dallas PMSC is the Center of Excellence deploying and managing this mandatory national sourcing strategy. By applying supply chain management, process management, and life cycle support principles, the Dallas PMSC expects this strategy to improve buying practices and reduce costs for the Postal Service.

After these contracts are implemented, Postal Service customers will place their orders for custodial products by using any of the methods currently available to them including U.S. mail, telephone, fax, or eBuy.

To access eBuy, the new automated web purchasing system, visit http://ebuy.usps.gov. eBuy orders are billed through the Federal Standard Requisitioning Issue Procedures (FEDSTRIP) process.

Ordering instructions, supplier contact names and telephone numbers, and Postal Service points of contact will be provided in future Postal Bulletins and Material Logistics Bulletins.

Online Shipping's a breeze The Postal Service's Shipping Web site at www.usps.com/shipping offers customers a user-friendly environment in which their shipping questions can be answered. Customers can access information on all our expedited and package services - from Global Express GuaranteedTM to Parcel PostŪ to Signature Confirmation.TM

On the horizon for the Shipping Web site, according to the Expedited/Package Services group, is the capability of printing labels and paying postage, managing an online address book, tracking and confirming up to 10 deliveries at a time, and requesting pickup service - just to mention a few coming attractions.

Training reminder Training for two expanded Retail programs - Dinero Seguro and passports - is nearing completion at the end of the fiscal year.

A new look The NetPost Mailing Online welcome page has been redesigned, making it easier to navigate. New users can click on a step-by-step guide for detailed instructions on how to upload documents and mailing lists, and it will lead them through the preparation of a mailing. Lead Sales and Services Associate

We received several inquires regarding the training course for the lead sales and services associate retail position mentioned in Postal Bulletin 22054 (7-12-01).

On July 1, 2001, the Lead Sales and Services Associate Training Program was implemented. The course is designed for employees who bid for or are assigned to Lead Sales and Services Associate duties after June 30, 2001.

The training may also be given as a refresher for current level 6 associates occupying window services technician (T-6) or clerk, finance station duty assignments.

The training materials are available on the USPS blue page. The course number is 23501-05. The Administrator's Guide is also available under the same course number. This guide explains the requirement regarding the training.

Standard Acceptance Procedures for Packages

In the "Retail Coaches Corner" in Postal Bulletin 22056 (8-6-01), the standard acceptance procedures for a customer presenting a package at the retail counter were reviewed. The reference was the Domestic Mail Manual (DMM) section A010, "General Addressing Standards." The information covers basic addressing requirements.

But for customers mailing items internationally, you must use the International Mail Manual (IMM). Chapter 1, section 120, "Preparation for Mailing," should be available at the counter for employees to review the requirements.

The mailer is responsible for compliance with applicable postal laws and regulations governing mailability and preparation of any item being mailed.

A visual inspection of the item is to be performed. This is covered in DMM C021.2.2. Notice 107, Some Things Were Never Meant To Be Mailed, is an excell-ent brochure that will assist you in explaining the requirements.

Do we ask customers questions to determine contents? Yes, how can we determine what the contents are without asking the customer questions? Ask the customer, "Does the item contain anything liquid, fragile, perishable, or potentially hazardous?"

If the customer answers "no," proceed with the transaction.

So, if the customer answers, "I don't know" or refuses to answer, what do I do? Without this information, the item cannot be accepted. Use Notice 107 or DMM C021-C023 as a guide when explaining why the item must be refused.

So, if the customer tells me what the contents are but I do not know if it's mailable, what's the next step? Consult DMM C020-C024, Publication 52, Hazardous, Restricted, and Perishable Mail, or the IMM to determine mailability.

HAZMAT: Retail Acceptance, the First Line of Defense

Beginning in accounting period one, fiscal year 2002, a training course regarding standard acceptance procedures will be implemented for all acceptance employees at the retail counter. The training focuses on reinforcing standard practices.

The GPO distributes the Postal Bulletin for the Postal Service to all postal facilities except classified stations and branches, contract postal units, and detached mail units, which receive copies from their administrative post office. The Postal Bulletin is also available online at http://www.usps.com (click on Info, then Postal Periodicals and Publications).

If your postal facility has access to cc:Mail, you may send a request for a new subscription order, an address and/or quantity change, or a subscription query to the cc:Mail address POSTAL BULLETIN. If you are using another email product, you can use the Internet emailaddress pbulleti@email.usps.gov.

If you do not have access to email, you may complete the order form and mail it to:
