IMM REVISION

International Mail - Mailing to Kazakhstan, Latvia, Lithuania, Pakistan, and Serbia-Montenegro (Yugoslavia)

Effective September 6, 2001, the Individual Country Listings in the International Mail Manual (IMM) are revised to:

· Reflect a change in the import regulations that govern the dutiability of postal items mailed to Kazakhstan.

· Reflect new restrictions on mailing pharmaceutical products to Latvia.

· Reflect a change in the regulations that govern the mailing of valuable articles to Lithuania.

· Reflect a change in the regulations that govern the mailing of certain types of valuable articles to Pakistan.

Effective October 1, 2001, the Individual Country Listings in the IMM are revised to reflect mailing conditions that apply only to postal items sent to the province of Kosovo. This action was taken because international mail service to Kosovo is currently under the administrative supervision of an interim United Nations (U.N.) mission.

We will incorporate all of these revisions into both the printed version of IMM Issue 26 and the online IMM, which can be accessed via Postal Explorer at http://pe.usps.gov.

Country Conditions for Mailing - Kazakhstan

Observations

Postal items mailed to Kazakhstan by private individuals are exempt from the payment of customs duty provided that (a) they do not contain goods that are intended for commercial or manufacturing purposes; (b) their weight does not exceed 70 pounds; and (c) their value does not exceed U.S. $1,000.

Restrictions

[Add the following entry to the list:]

Pharmaceutical products may not be sent to private individuals who are resident in Latvia. Such products can only be mailed to pharmaceutical manufacturers, pharmaceutical wholesalers, or accredited representatives of foreign producers of medicines who have a business presence in Latvia. A quality certificate and a shipper's invoice prepared by the product's producer must accompany all mailpieces that contain pharmaceutical products.

Prohibitions (130)

[Delete the next to the last entry in the list of Prohibitions, which begins with "Traveler's checks," and replace it with the following entry:]

Coins; bank notes; currency notes (paper money); securities of any kind payable to bearer; traveler's checks; platinum, gold, and silver (manufactured or not); precious stones; jewelry; and other valuable articles are prohibited in all classes of mail, including Express Mail International Service (EMS) shipments, that are sent to Lithuania.

International Customized Mail

On June 18, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated October 5, 1999. The Agreement was published in Postal Bulletin 22057 (8-23-01, page 62). The Amendment is to modify the rates structure for Global Express mail (EMS). The rates for EMS will no longer be expressed in terms of a per-piece and per-pound price. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 2, 2001, through May 31, 2002.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: Canada and Japan.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: The Mailer has agreed to pay postage for EMS at twenty-five percent (25.0%) off the nondiscounted published rates.

International Customized Mail

On June 19, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated December 19, 2000. The Agreement was published in Postal Bulletin 22044 (2-22-01, page 55). The Amendment modifies the Agreement to change the rate structure for Global Express Mail (EMS). The rates for EMS will no longer be expressed in terms of a per-piece and per-pound price. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 2, 2001, through December 31, 2004.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: The Mailer has agreed to pay postage for EMS mail in accordance with the following rate chart.

On June 25, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated November 8, 1999. The Agreement was published in Postal Bulletin 22022 (4-20-00, page 62). The Amendment modifies the Agreement to change the rate structure for Global Express Mail (EMS). The rates for EMS will no longer be expressed in terms of a per-piece and per-pound price. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 2, 2001, through December 31, 2002.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: Barbados and Japan.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: The Mailer has agreed to pay postage for EMS at twenty-eight percent (28.0%) off the nondiscounted published rates.

International Customized Mail

On June 26, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated October 5, 1999. The Agreement was published in Postal Bulletin 22021 (4-6-00, page 38). The Amendment is to modify the rates structure for Global Express mail (EMS). The rates for EMS will no longer be expressed in terms of a per-piece and per-pound price. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 2, 2001, through October 19, 2001.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination country: Japan.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: The Mailer has agreed to pay postage for EMS at twenty-seven percent (27.0%) off the nondiscounted published rates.

ICM UPDATE

International Customized Mail

On July 3, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated December 19, 2000. The Agreement was published in Postal Bulletin 22044 (2-22-01, page 52). The Amendment modifies the Agreement to change the termination date of the existing Agreement. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: January 1, 2001, through June 30, 2001.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: All other provisions of the Agreement shall remain in force.

International Customized Mail

On July 11, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated April 30, 2001. The Agreement was published in Postal Bulletin 22057 (8-23-01, page 42). The Amendment modifies the Agreement to add discounted postage rates for worldwide Airmail Parcel Post (APP) without Postal Service labeling service. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 11, 2001, through April 30, 2003.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: The Mailer has agreed to pay postage for APP in accordance with the following rate chart.
