ICM UPDATE

International Customized Mail

On April 30, 2001, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service hereby makes public the following information concerning the Agreement:

a. Term: May 1, 2001, through April 30, 2003.

b. Type of mail: Global Express Mail (EMS) and Airmail Parcel Post (APP). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer with the equipment and supplies for the use of Qualifying Mail.

2. Provide Mailer with any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Provide Mailer with technical assistance necessary to prepare the information linkages, electronic data files, and data exchanges.

4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

5. Return EMS items refused by an addressee and undeliverable items to the Mailer via Express Mail at no charge provided that the return rate is no more than four (4) percent of total volume. Return APP items refused by an addressee and undeliverable items to the Mailer according to IMM.

6. Furnish Mailer with tracking report and delivery performance reports on a regular basis.

e. Minimum volume commitments: The Mailer has agreed to meet an annualized minimum volume commitment of 3,000 packages of Qualifying Mail.

f. Worksharing: The Mailer has agreed to:

1. Establish the linkages with the Postal Service.

2. Exchange electronic information with the Postal Service in accordance with instructions the Postal Service provides.

3. Provide the Postal Service with notification of new permit numbers used for Qualifying Mail, 1 week in advance of using the new permit numbers.

4. Provide the appropriate Postal Service acceptance sites with a schedule of mailings, including the intended date of tender, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail according to the rate chart in Exhibit 1.

On June 14, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated January 1, 2001. The Agreement was published in Postal Bulletin 22044 (2-22-01, page 56). The Amendment modifies the Agreement to change the rate structure for Global Express Mail (EMS). The rates for EMS will no longer be expressed in terms of a per-piece and per-pound price. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 2, 2001, through December 31, 2001.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

On July 13, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated May 15, 1998. The Agreement was published in Postal Bulletin 21974 (6-18-98, page 54). The Amendment modifies the Agreement to replace all references to Global Package Link (GPL) with change to Global Express Mail (EMS) and Air Parcel Post (APP), and extend the existing Agreement. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: May 15, 1998, through June 30, 2002.

b. Type of mail: Global Express Mail (EMS) and Air Parcel Post (APP). Every item must conform to the mailing requirement set forth in the IMM for Qualifying Mail.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Provide Mailer with technical assistance to prepare the necessary information linkages, electronic data files, and data exchanges.

2. Return EMS items refused by an addressee and undeliverable items to the Mailer via Express Mail at no charge provided that the return rate is no more than four (4) percent of total volume. Return APP items refused by an addressee and undeliverable items to the Mailer in accordance with IMM.

3. Furnish Mailer with tracking reports and delivery performance reports on a regular basis.

e. Minimum volume commitments: The Mailer has agreed to tender an annualized minimum of 25,000 pieces or 500,000 in postage for EMS and/or APP.

f. Worksharing: The Mailer has agreed to:

1. Establish the linkages with the Postal Service.

2. Exchange electronic information with the Postal Service in accordance with instructions the Postal Service provides.

3. Provide the Postal Service with notification of new permit numbers used for Qualifying Mail, 1 week in advance of using the new permit numbers.

4. Provide the Postal Service acceptance sites a schedule of mailings, including the intended date, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.

g. Rates: The Mailer has agreed to pay postage for Qualifying Mail according to the rate chart in Exhibit 1.

IMM AND PUBLICATION 51 REVISIONS

International Mail - Mailing Insured Parcels to Finland

Effective October 1, 2001, the International Mail Manual (IMM) and Publication 51, International Postal Rates and Fees, are revised to show the increase in the insurance indemnity limit for airmail Parcel Post packages that are mailed to Finland.

We will incorporate this revision into both the printed version of IMM Issue 26 and the next printed version of Publication 51. We will also incorporate the revision into the online versions of the IMM and Publication 51, both of which can be accessed via Postal Explorer at http://pe.usps.gov.

The Postal Service will issue a 34-cent Christmas:Virgin and Child stamp (Item Number 665200) in a self- adhesive, double-sided convertible booklet of 20, in Philadelphia, Pennsylvania, on October 10, 2001. The stamp, designed by Richard Sheaff of Scottsdale, Arizona, and based on a painting by artist Lorenzo Costa, goes on sale nationwide October 11, 2001.

Coinciding with the 125th anniversary of the Philadelphia Museum of Art in 2001, this latest offering in the Holiday Celebrations series features a detail of Italian Renaissance painter Lorenzo Costa's oil-on-panel Virgin and Child, circa 1490. Lorenzo Costa is well represented in major European galleries; this painting is a rare example of Costa's work in an American museum.

The Postal Service will issue a 34-cent Thanksgiving stamp (Item Number 551000) in a self-adhesive pane of 20, in Dallas, Texas, on October 19, 2001. The stamp, designed by Richard Sheaff of Scottsdale, Arizona, and illustrated by Margaret Cusack of Brooklyn, New York, goes on sale nationwide October 20, 2001.

The U.S. Thanksgiving holiday, observed the fourth Thursday of November, stems from a rich history of celebrations. The best known of these celebrations is the first harvest festival at Plymouth, where in autumn 1621, Colonists and Native Americans gathered for a three-day feast to offer thanks for a bountiful harvest. In 1863, President Abraham Lincoln issued a Proclamation of Thanksgiving, marking the beginning of national recognition of an annual Thanksgiving holiday in the United States. The Thanksgiving stamp is part of the Holiday Celebrations series.

The Postal Service will issue four 34-cent Holiday: Santas self-adhesive stamp in Santa Claus, Indiana, on October 10, 2001. The stamp, designed by Richard Sheaff of Scottsdale, Arizona, goes on sale nationwide October 11, 2001. The stamps will be produced in a self-adhesive pane of 20 (Item Number 551500); a self-adhesive convertible booklet of 20 (Item Number 665100); self-adhesive vending booklet of 20 (Item Number 665000); and a 21-cent postal stamped card (Item Number 883100).

The 2001 Holiday: Santas stamps feature four images (circa 1915-1920) that represent part of the rich folklore of Santa Claus. Over the centuries, numerous cultures have contributed to the legend, and these images are part of that tradition. The story of Santa Claus begins with St. Nicholas, a fourth-century bishop in Asia Minor. St. Nicholas was considered a generous gift giver and protector of children and his reputation flourished throughout Europe. When the Dutch landed in the New World, they named St. Nicholas - Sinterklaas in Dutch - as their patron. In America, the Dutch legend of Sinterklaas merged with the English tradition of Father Christmas, creating the character that we know today as Santa Claus.

The Postal Service marks the 250th anniversary of James Madison's birth with the issuance of a 34-cent James Madison commemorative stamp (Item Number 451700) in New York, New York, on October 18, 2001. The stamp, designed and illustrated by John Thompson of Waterloo, Iowa, goes on sale nationwide October 19, 2001. The stamp will be produced in a gummed pane of 20; the pane may be split and the stamps may be sold individually.

James Madison was elected to the Virginia Constitutional Convention in 1776 and to the Continental Congress in December 1779. Madison was instrumental in organizing the body of delegates who wrote the U.S. Constitution in 1787 and is remembered as the "father of the Constitution." Later, while a member of the U.S. House of Representatives, Madison played a leading role in the creation of the Bill of Rights, which was proposed in 1789 and adopted in 1791. After serving as Thomas Jefferson's secretary of state for eight years, he was elected president and served two terms, leading the nation during the War of 1812. After his presidency, Madison retired to Montpelier, his Virginia estate, where he died on June 28, 1836.

SDOs will make a subsequent automatic distribution to Post Offices for one-third of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before October 12, 2001.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, San Francisco, Chicago, Memphis, and Denver APDs will each receive 70,000 additional stamps; the Washington, DC, and New York APDs will receive 140,000 additional stamps; and the Dulles, Virginia, SSC will receive 280,000 additional stamps.

Philatelic Requirement

The stamp, designed and illustrated by Synthia Saint James of Los Angeles, California, will be produced in a self- adhesive pane of 20; the pane may be split and the stamps may be sold individually.

The stamp, which is being reissued with a new denomination, was first issued in 1997 as part of the Holiday Celebrations series. This special stamp features the seven symbols that are used to celebrate the seven principles that are the foundation of Kwanzaa.

The stamp, designed by Hannah Smotrich of Washington, DC, will be produced in a self-adhesive pane of 20; the pane may be split and the stamps may be sold individually.

The stamp, which is being reissued with a new denomination, was first issued in 1996 as part of the Holiday Celebrations series. This special stamp was designed in honor of Hanukkah, a Jewish celebration commemorating the rededication of the Second Temple of Jerusalem in 165 B.C.E, after its desecration three years earlier. Because Hanukkah centers around the miracle of light, candles are the primary symbol of the celebration.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Handbook EL-800, Managing Contract Safety and Health Compliance, May 2001, is a new guide for managers, contracting officers, contracting officer's representatives, and other enabling function representatives to use to carry out Postal Service contractor-related safety and health requirements.

Look for the online version of Handbook EL-800 on the Policies and Procedures web page of the Postal Service Intranet at http://blue.usps.gov/cpim.

The online version contains changes to Appendix A, a replica of Occupational Safety and Health Administration Directive Number CPL 2-00.124, effective December 1999. These changes were made by OSHA to correct minor internal reference errors.

POSTAL INSTALLATION HEADS

Central Sprinkler Recalls Sprinklers With O-Ring Seals

Central Sprinkler Company, an affiliate of Tyco Fire Products LP, of Lansdale, Pennsylvania (Central), and the U.S. Consumer Product Safety Commission (CPSC) announce a voluntary replacement program to provide parts and labor to replace 35 million fire sprinklers that have O-Ring seals.

Postal installation heads must ensure that all sprinkler systems are inspected to locate all potentially faulty sprinklers. Faulty sprinklers can be difficult to identify. For a helpful information packet, call 1-866-505-8553, or download it from www.sprinklerreplacement.com. If you have problems, check with your sprinkler contractor.

Review the information packet and inspect all sprinklers. If action is required, follow the instructions in the packet. Purchasing and Materials

Corrugated Boxes

The Memphis Purchasing and Materials Service Center (PMSC) has awarded a 5-year contract to Smurfit-Stone Container Corporation to supply mail transport equipment (MTE) corrugated boxes to the Capital Metro, Great Lakes, Pacific, Southeast, Southwest, and Western Areas. Rand- Whitney continues to supply those corrugated boxes to the Eastern, Northeast, and New York Metro Areas under its existing contract. The Postal Service expects significant price reductions as a result of those two contracts.

Ordering offices should continue to place their orders via the Touch Tone Order Entry (TTOE) system. Send orders via the Material Distribution Center (MDC) electronically to the appropriate supplier.

These two national contracts provide for uniform f.o.b. origin pricing across the country. All shipments will be made by Government Bill of Lading (GBL) with freight costs being charged to the requiring office. Shipments will be tendered to carriers specified by the Postal Service to ensure the lowest cost.

Part of this supply chain management (SCM) initiative is product standardization - six different styles of corrugated boxes are identified for use in Operations.

The six styles of corrugated boxes are as follows:

1. 47" x 39" x 30" corrugated fiberboard box
CF class D variety DW grade 275

UPDATE

Voyager Fleet Card State Fuel Tax Processes

The two existing processes for removing state taxes from Postal Service fuel purchases are:

· Exemption.

· Recoupment.

Exemption

Exemption occurs when the Voyager fleet card management system interfaces with the oil company that owns a particular service station and bills the Postal Service's fuel transactions back, without taxes included in the purchase price. The details of such a transaction are reported to, and are visible in, a data flow to the Postal Service's fleet card system. Voyager Fleet Management then pays the oil company, net of taxes, and provides the oil company with the information it needs to offset its own tax liability with the state where the transaction occurred. This is the only way that the tax exemption process can work, and there are many variables affecting this process.

An oil company's presence is state specific. An oil company may not allow taxes in a certain state as a result of its corporate tax liability while it allows exemptions in other states. Further, because one oil company exempts taxes in a state does not mean that other oil companies also do so in the same state. There are also independent and small chain retail service stations that are not affiliated under any major oil company's umbrella, and those stations have no system to allow tax exemptions. The kinds of excise taxes exempted vary by state; normally, they encompass state excise taxes only, and not county or local excise taxes.

Through working with the General Services Administration (GSA), U.S. Bank, and Voyager Fleet Management, the Postal Service is now exempting nationwide at the pump approximately 70 percent of all applicable state excise taxes. That equals about $7 million for 2001 to date.

Recoupment

Voyager Fleet Management currently has an arrangement with specific oil companies to process exemptions for gasoline and diesel in 23 states. For the other states, separate Postal Service procedures have been developed for registering and applying for tax recoupment for relevant state taxes already paid. The Postal Service/Voyager implementation team has developed these procedures and has retroactively begun centrally filing for all recoupment nationally where exemptions cannot occur back to January 1, 2001.

Do not file locally for recoupment. The individual states have informed the Postal Service that they prefer only one central filing per federal agency.

Questions and Answers

Q. Does Headquarters plan to list the 23 states? (How do I know if this pertains to me?)

A. You can tell if your fuel taxes are being deducted by reviewing your accounting period (AP) charges in the eFCS system, which is available on the Postal Service Intranet. If the "Exempt Tax" column is 0, then your taxes are not being automatically exempted. If numbers are shown as being exempted, then you are in one of the states in which Voyager Fleet Management can exempt taxes.

Q. What if I'm reading this and am not in one of those 23 states?

A. Then if it is allowed by your state, Postal Service Headquarters attempts to file for recoupment of your fuel taxes. If you are one of the small number of sites that has been filing for such taxes, do not file any further requests.

Q. What is Headquarters doing about recouping local and county taxes? Can I still pursue this on my own?

A. If you are interested in trying to recoup local taxes, you need to check with your particular state's Department of Revenue. While some states refund only state-level taxes, some states do refund local taxes at the same time. It varies from state to state. If you have concerns, you need to check your own particular situation.

Q. Do I need to tell Headquarters if I've been filing, since Headquarters is now going to file?

A. You need to inform Headquarters only if you are filing, or have filed, for state fuel excise taxes your location paid in 2001.

Q. So, for the independent and small chain service stations, do I still file myself (manually)? How do I know if my service station is independent or not?

A. Whether your service station is independently owned is not the issue. The issue is whether or not your taxes are being automatically exempted through use of the U.S. Bank Voyager fleet card. Again, you can determine this by reviewing your AP reconciliation report in the eFCS. If you are having your taxes deducted, do nothing. If they are not being deducted, but you have never filed for recoupment yourself, then still do nothing. If you have been filing for recoupment yourself, then stop filing. This filing is now being done at Headquarters.

The GPO distributes the Postal Bulletin for the Postal Service to all postal facilities except classified stations and branches, contract postal units, and detached mail units, which receive copies from their administrative post office.
