IMM REVISION
Effective September 1, 2001, the Individual Country
Listing for Norway was revised to reflect that international
money order (LIST Service) to Norway was terminated.
The discontinuing of service is at the request of Norway. No
international money order service between Norway and the
United States exists as of September 1, 2001.
We will incorporate this revision into both the printed version of IMM Issue 26 and the online IMM, which can be accessed via Postal Explorer at http://pe.usps.gov.

ICM UPDATE
On January 12, 2001, the Postal Service entered into an
International Customized Mail (ICM) Service Agreement
with a qualifying mailer. In accordance with International
Mail Manual (IMM) 297.4, the Postal Service now makes
public the following information concerning the Agreement:
a. Term: January 15, 2001, through May 31, 2002.
b. Type of mail: Foreign Origin Priority Mail, Express
Mail, and Standard Mail. Every item must conform to
the mailing requirements set forth in the IMM for
Qualifying Mail.
c. Destination countries: Worldwide.
d. Service provided by the Postal Service: The Postal Service has agreed to:
1. Furnish Mailer with supplies necessary for the use
of Qualifying Mail.
2. Provide Mailer with the training to prepare Qualifying Mail in conformity with Postal Service
requirements.
3. Provide Mailer with access to the Postal Service
web-based Application Program Interface (API)
system, technical and personnel support related
thereto, as Mailer may request.
e. Minimum volume commitments: The Mailer has
agreed to tender a minimum of $2 million in annual
postage or 1 million pounds of Qualifying Mail.
f. Worksharing: The Mailer has agreed to:
1. Provide the Postal Service a schedule of mailing
including date of tender, weight, volume, location
where mail will originate, and office of tender in accordance with instructions the Postal Service
provides.
2. Use the International Customized Mail Program
for all of its Qualifying Mail intended for delivery in
the Territory during the term of this Agreement.
3. Use a Postal Service-approved manifest system.
4. Use a dedicated Permit for payment of all Qualifying Mail shipments under this Agreement.
5. Provide the Postal Service with notification of new
permit numbers used for Qualifying Mail.
g. Rates: The Mailer has agreed to pay postage for
Qualifying Mail shipments in accordance with rates
as published by the Postal Service at the time of
mailing.

Manual (IMM) 297.4, the Postal Service hereby makes
public the following information concerning the Agreement:
a. Term: May 1, 2001, through April 30, 2003.
b. Type of mail: Global Express Mail (EMS) and Airmail Parcel Post (APP). Every item must conform to
the mailing requirements set forth in the IMM for
Qualifying Mail.
c. Destination countries: Worldwide.
d. Service provided by the Postal Service: The Postal Service has agreed to:
1. Furnish Mailer with the equipment and supplies
necessary for the use of Qualifying Mail.
2. Provide Mailer with the preparation requirements
for Qualifying Mail and any training necessary to
prepare Qualifying Mail in conformity with Postal
Service requirements.
3. Provide Mailer with technical assistance to prepare the necessary information linkages, electronic data files, and data exchanges.
4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.
5. Return EMS items refused by an addressee and
undeliverable items to the Mailer via Express Mail
at no charge provided that the return rate is no
more than four (4) percent of total volume. Return
APP items refused by an addressee and undeliverable items to the Mailer according to the provisions of the IMM.
6. Furnish Mailer with tracking reports and delivery
performance reports on a regular basis.
e. Minimum volume commitment: The Mailer has
agreed to meet an annualized minimum volume of
5,000 packages or an annualized minimum of
$100,000 in international postage for Qualifying Mail.
f. Worksharing: The Mailer has agreed to:
1. Establish the necessary linkages with the Postal
Service.
2. Exchange electronic information with the Postal
Service according to the instructions the Postal
Service provides.
3. Provide the Postal Service with notification of intent to drop ship mail at a specific International
Service Center (ISC) 2 weeks before the initial
shipment to that ISC.
4. Provide the Postal Service with notification of new
permit numbers 1 week in advance of using the
new dedicated permit numbers.
5. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the
intended date of tender, weight, volume, and location where mail will originate, in accordance with
instructions the Postal Service provides.
g. Rates: The Mailer has agreed to pay postage and
return service fees in accordance with Exhibit 1.

ICM UPDATE
On May 17, 2001, the Postal Service entered into an
International Customized Mail (ICM) Service Agreement
with a qualifying mailer. In accordance with International
Mail Manual (IMM) 297.4, the Postal Service now makes

d. Service provided by the Postal Service: The Postal Service has agreed to:
1. Participate with Mailer in the development and execution of a joint commercial business plan.
2. Participate with Mailer in a joint management

3. Participate with Mailer in joint marketing and sales

7. Endeavor to meet its stated service standard of
2-3 day delivery of Priority Mail, from the time it is
accepted by the Postal Service.
e. Minimum volume commitments: The Mailer has
agreed to tender a minimum of U.S. $2 million in
annual postage or 1 million pounds of ICM Mail on an
annualized basis for duration of the Agreement.
f. Worksharing: The Mailer has agreed to:
1. Make payment to the Postal Service in accordance with the requirements set forth in the DMM.
2. Use a dedicated Express Mail Corporate Account
for all Qualifying Mail.
3. Notify the Postal Service acceptance sites and
corresponding permit number.
4. Provide the appropriate Postal Service acceptance sites with schedules of mailing to include
the intended date and site of tender, anticipated
weight, and volume.
5. Provide the Postal Service with an analog telephone line to allow the Postal Service to receive
information from the manifest mailing system.
g. Rates: The Mailer has agreed to pay postage for
Qualifying Mail in accordance with the applicable
rates as published by the Postal Service at the time
of tender.

ICM UPDATE
On July 31, 2001, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with
a qualifying mailer. In accordance with International Mail
Manual (IMM) 297.4, the Postal Service hereby makes
public the following information concerning the Agreement:
a. Term: August 1, 2001, through July 31, 2003.
b. Type of mail: Global Express Mail (EMS) and Airmail Parcel Post (APP). Every item must conform to
the mailing requirements set forth in the IMM for
Qualifying Mail.
c. Destination countries: Worldwide.
d. Service provided by the Postal Service: The Postal Service has agreed to:
1. Furnish Mailer with the equipment and supplies
necessary for the use of Qualifying Mail.
2. Provide Mailer with the preparation requirements
for Qualifying Mail and training to prepare Qualifying Mail in conformity with Postal Service
requirements.
3. Provide Mailer with technical assistance to prepare the necessary information linkages, electronic data files, and data exchanges.
4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.
5. Return EMS items refused by an addressee and
undeliverable items to the Mailer via Express Mail
at no charge provided that the return rate is no
more than four (4) percent of total volume. Return
APP items refused by an addressee and undeliverable item to the Mailer in accordance with IMM.
6. Furnish Mailer with tracking reports and delivery
performance reports on a regular basis.
e. Minimum volume commitments: The Mailer has
agreed to meet an annualized minimum volume of
100,000 packages or $2,000,000 in international
postage for Qualifying Mail.
f. Worksharing: The Mailer has agreed to:
1. Establish linkages with the Postal Service.
2. Exchange electronic information with the Postal
Service in accordance with instructions the Postal
Service provides.
3. Provide the Postal Service with notification of new
permit numbers 1 week in advance of using the
new permit numbers.
4. Provide the appropriate Postal Service acceptance sites with a schedule of mailings including
the intended date, weight, volume, and location
where mail will originate, in accordance with instructions the Postal Service provides.
g. Rates: The Mailer has agreed to pay postage and
return service fees in accordance with Exhibit 1.

CORRECTION
In Postal Bulletin 22059 (9-20-01, pages 82-85), the
stamp announcements for the Kwanzaa stamp and the
Hanukkah stamp listed both stamps as having 6 positions.
The correct number of positions for both stamps is 10.
- Stamp Services,Government Relations and Public Policy, 10-4-01
Effective October 4, 2001, all Post Offices, stations,
branches, and authorized philatelic centers should return
excess quantities of Item Number 450600, Peanuts commemorative stamp stock, to their servicing stamp distribution office (SDO) or stamp service center (SSC). SDOs and
SSCs will redistribute this stamp stock to meet customer
demand.

As a community service, the Postal Service offers
pictorial cancellations to commemorate local events
celebrated in communities throughout the nation. A list of
events for which pictorial cancellations are authorized
appears below. If available, the sponsor of the pictorial
cancellation appears in italics under the date.
Also provided, as space permits, are illustrations of those
cancellations that were reproducible and available at
press time.
People attending these local events may obtain the
cancellation in person at the temporary post office station
established there. Those who cannot attend the event,
but who wish to obtain the cancellation, may submit a
mail order request. Pictorial cancellations are available
only for the dates indicated, and requests must be
postmarked no later than 30 days following the requested
pictorial cancellation date.
All requests must include a stamped envelope or
postcard bearing at least the minimum First-Class Mail
postage. Items submitted for cancellation may not include
postage issued after the date of the requested
cancellation. Such items will be returned unserviced.
Customers wishing to obtain a cancellation should affix
stamps to any envelope or postcard of their choice,
address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for
sturdiness, and tuck in the flap. Place the envelope or
postcard in a larger envelope and address it to:
PICTORIAL CANCELLATIONS, followed by the NAME OF
THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed
below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).
Customers can also send stamped envelopes and
postcards without addresses for cancellation, as long as
they supply a larger envelope with adequate postage and
their return address. After applying the pictorial
cancellation, the Postal Service returns the items (with or
without addresses) under addressed protective cover.
