Missing Children Poster Display Instructions
Please display this poster prominently on bulletin boards in retail lobbies of main post offices,
classified stations, and branches. Operators of contract postal units may display this poster at
their option.
Companion posters, authorized for display on bulletin boards maintained by employee
organizations, appear periodically in The Postal Record, a publication for members of the National
Association of Letter Carriers.
This poster is published in cooperation with the National Center for Missing and Exploited
Children, the United States Department of Justice, and the National Association of Letter Carriers.
Information appearing on this poster is selected solely by NCMEC.
In addition to Postal Bulletin updates, NCMEC distributes information via broadcast fax.
Notification of newly reported missing children is sent to designated district "Missing Children"
coordinators at fax numbers provided by district managers. Within 24 hours of receipt of a
facsimile Missing Children poster, district coordinators should distribute copies to all postal
facilities in their districts. Missing Children posters are to be displayed for 30 days in post office
lobbies, workroom floor areas, and other postal facilities, unless notification is received (from
NCMEC) to remove a particular poster sooner. The broadcast fax network is used to distribute
posters and information in only the most urgent cases of missing and exploited children. This
system supplements, but does not replace, the missing children information in this Postal Bulletin.
Missing Children posters are available to the U.S. Postal Service only as described above. If
postal employees are contacted by individuals or local agencies about displaying a sign or poster
of a missing child in local post offices, the individual or agency should be politely informed that the
U.S. Postal Service displays only those posters provided by NCMEC, because it has been
designated by the U.S. Department of Justice to be the national clearinghouse and resource
center for missing and exploited children. The individual or agency should then be referred to
NCMEC at 1-800-843-5678.

REMINDER
Several states are conducting elections for statewide
and local offices this Fall, and some are conducting special
elections for open congressional seats. Campaign mailings
for those elections are already being entered into the mailstream, and they will continue to grow in volume in the coming weeks.
Postal Service managers and employees: Please ensure that you successfully prepare, accept, document, process, and deliver those important mailings.

CORRECTION
Please disregard the article titled "Notice: Transportation of Live Animals" in Postal Bulletin 22060 (10-4-01, pages 24-25).
That article listed the incorrect AMC/AMF contact names and phone number for Los Angles, CA. The correct name and
phone number appear in bold in the table shown on page 7.
In response to new Federal Aviation Administration restrictions, the Postal Service is required to adjust the service it provides for the transportation of live animals.
The Postal Service will continue to accept live animals that do not require delivery within a 72-hour period, such as earthworms, lizards, snails, crickets, grasshoppers, and bees, which can move on ground transportation.
In addition, the Postal Service will continue to accept live animals for which the postage is $3.50 or less for shipment via air
transportation.
The Postal Service will provide limited service for live animals for which the postage is more than $3.50 and that require air
transportation, such as day old poultry, adult poultry, and queen honeybees. This service will be available to and from the
airports listed in the table below. The customer must present the mail to the applicable AMC/AMF no later than the cut-off time
listed below (all times are local). Service will be available from Monday through Friday from the airports listed below.
Mail containing live animals for which the postage is more than $3.50 should only be accepted at an AMC/AMF, or a retail
unit or P&DC as authorized by the AMC/AMF manager. Employees accepting live animals that must be moved on air transportation must contact the appropriate AMC/AMF personnel to ensure that adequate space will be available and that the
animals will reach their destination within the required time frame (see DMM C022.3.0). Mailers tendering live animals are
also encouraged to contact the appropriate AMC/AMF personnel to facilitate the delivery of service. The list of AMC/AMF
contacts in each city is listed below.

REMINDER
Several versions of electronic option labels exist for
Delivery ConfirmationTM service and Signature ConfirmationTM service items. The majority of electronic option mailings are entered at a business mail entry unit (BMEU).
However, customers mailing electronic option Confirmation
Services items may also bring them to the retail counter for
mailing. Those items generally would include postage-
affixed mailings.
Use the following instructions when handling electronic
option Confirmation Services items that are entered as
single-piece mailings at a retail counter.
Look for an "e" indicator on the following electronic
option Confirmation Services labels:
- Label 314, Delivery Confirmation.
- Label 315, Signature Confirmation.
- Customer-printed labels.
Do not scan these labels at the time of acceptance.
(Electronic option Delivery Confirmation service and
Signature Confirmation service fees are not programmed into POS ONE and Integrated Retail Terminals (IRTs) at this time.)
Electronic option Confirmation Services items presented at the retail counter may have sufficient
stamps, meter strips, or PC PostageTM - but the customer may need to purchase stamps or a postage
validation imprinter (PVI) label to cover additional
fees and/or postage.

Procedures for customers purchasing retail option Delivery Confirmation service (PS Form 152, Delivery Confirmation) and Signature Confirmation service (PS Form 153,
Signature Confirmation) have not changed. Scan the Confirmation Services barcode and charge the appropriate retail fee.
If a customer presents PS Form 3152, Confirmation Services Certification, with a mailing, scan it with a handheld
scanner (mobile data collection device).
Follow current procedures for acceptance of Confirmation Services presort and/or manifest imprint mailings at retail counters that process bulk mailings, at BMEUs, and at
detached mail units (DMUs).
When preparing Priority Mail "e" or "e/" label items for
delivery, do not charge postage due for the Delivery Confirmation service fee, or return Priority Mail "e" label items to
the sender marked "Postage Due" for payment of the Delivery Confirmation service fee. There is no Delivery Confirmation fee when the service is with Priority Mail service.
Follow current scanning procedures when delivering the
item.
Note: Electronic option items that contain a permit imprint do not require an "e" or "e/" on the label.
On page 9 are sample electronic option Confirmation
Services "e" labels that do not require an acceptance scan
when presented at the retail window.
