The Langston Hughes stamp is the 25th stamp in the Black Heritage series and honors him on the centennial of his birth. Although he was considered a poet first, he wrote in many literary genres from short stories to drama. His innovative poetry combined jazz, blues, and the black vernacular with the traditions of poetry in English. Hughes is now considered one of the most important American writers of the 20th century.

PS Form 7381, Requisition for Supplies, Services, or Equipment, has been revised. Specifically, the instructions for the form's use have been revised to encourage users to forward the form through approval channels to the appropriate purchasing personnel/organization via e-mail or other electronic means whenever possible. When the form is forwarded in this manner, the e-mail string will replace the need for approval signatures, and the responsible purchasing personnel will retain the hard copy in the purchase file. FormFlow 99, the new corporate standard for automated Postal Service forms, contains the revised PS Form 7381 and is currently being deployed to Postal Service users. FormFlow 99 will similarly allow for electronic forwarding, and the November 1994 edition of PS Form 7381 currently available on F3Fill may also be forwarded electronically.

Recent emergency shipments of masks and gloves in response to the anthrax situation have resulted in either an excess or shortage of these critical items in some Plant Maintenance Offices (PMOs). All PMOs have been advised to bring their stock of the masks and gloves listed below into their stockrooms and enter them into their inventory at no cost.
PMOs needing these items should access the National Stockroom in the National Maintenance Activity Reporting System (NMARS) and order what they need from the nearest site. Surplus quantities above and beyond a 30-day supply needed by the plants to support their areas may be returned in full case quantities to the Material Distribution Center (MDC). Authorization to return surplus quantities can be obtained by calling 1-800-332-0317 (option 4). Returned stock must be labeled with the appropriate Postal Service Item Number/National Stock Number (PSIN/NSN) shown below. The only masks that will be accepted at the MDC are those packed in the case quantities indicated. All other case quantities should be used first. The shipping address will be provided at the time of the call.

HANDBOOK PO-102 REVISION
As referenced in Postal Bulletin 22058 (9-6-01, page 33) "Handbook F-1 Revision: AIC Changes - Reporting Vending Credit Audit Shortages," AIC 621, Postage Vending Machine Shortage < $100, has been deactivated, placed in reserve, and, therefore, will no longer be used to report vending credit audit shortages of less than $100. AIC 612, Postage Vending Machine Shortage, general account ledger (GLA) 56661, and Postal Service Financial Report (PSFR) line number 44, will be used to report all vending credit shortages.
We will incorporate these changes into the next printed edition of Handbook PO-102 and into the online version of the handbook within the next 30 days.

Effective January 1, 2002, the price for PS Form 3227, Stamps by Mail, is increased from $10.10 per unit of 500 forms to $11.00 per unit of 500 forms. This is the total cost, including the overprinting with the address of the fulfillment office.
You must order the forms directly from the printer, Cyril- Scott Co., using PS Form 3227-O, Stamps by Mail Supply Order, shown on page 29. Before completing the supply order form, make copies for future use. It is also available on the corporate intranet at http://blue.usps.gov; click on References, then Forms. These forms have been changed to reflect the new price.
You can use your IMPAC credit card, or a check or money order made payable to Cyril-Scott Co. If you use a check or money order, Cyril-Scott must receive it before the order can be processed.
Please refer to Postal Bulletin 22042 (1-25-01, pages 82-83) for complete information regarding this program. Please note that the timeline for shipping has changed. The printer is now required to ship all orders within 35 calendar days after receipt of order. Actual delivery times will vary based upon the destination and the shipment method used.
All city delivery Post Offices should offer Stamps By Mail® to customers. It is a convenient, alternative access point for customers to purchase stamps other than the Post Office. In addition, it provides cost savings over some other stamp distribution methods.

New in blue During the second phase of the retail uniform rollout, the Postal Service introduced heather gray bottoms, silver logo tie bar, black belt with silver logo buckle, and, for women, a silver logo button cover. As previously indicated, the Postal Service is reviewing other designs for women's neckwear and will let you know when a final decision is made.
Now for the news! The new style retail uniform bottoms will be available in navy blue beginning January 15. A new navy blue sweater will also be available in a repeated logo design cardigan beginning January 15. And the blue/gray-striped shirt will be available in a 60/40-cotton/polyester blend in addition to the current 65/35-polyester/cotton blend. Notify your vendor for these new items.
Remember that the silver logo button cover is for women only.

The TV spot, featuring Carly Simon singing "Let the River Run," delivers this message - the 800,000 men and women of the Postal Service are doing their jobs with honor and pride, serving the American people, even in times of uncertainty and through the winds of change.

What's the goal of the Retail Coaches Corner?
The goal of the Retail Coaches Corner is to provide timely and relevant information for every employee who has responsibilities at the retail counter.
Only Package Services Parcel Post® and Parcel SelectTM have an oversized rate. Pieces measuring over 108 inches in combined length and girth, but not more than 130 inches in combined length and girth, are mailable at the applicable oversized rate. If the piece is over 130 inches, it's not mailable. Oversized rates are not available for Priority Mail® parcels. The maximum size for Priority Mail parcels is 108 inches in combined length and girth. Parcels exceeding 108 inches are not mailable at Priority Mail rates.
Balloon rates are available for Priority Mail, Parcel Post, and Parcel Select services. Parcels weighing under 15 pounds and measuring over 108 inches in combined length and girth are charged a minimum rate equal to the rate for 15-pound parcels addressed to the same zone.

Mail® and Priority Mail services. Express Mail service

How is a refund processed for Express Mail service paid by an Express Mail Corporate Account (EMCA)? DMM section P014.5.7 states, "If the USPS determines that the mailer is entitled to a refund and postage was paid through an Express Mail Corporate Account or a federal government agency account, then the USPS refunds the postage by issuing a credit to that account within 5 business days."
In that refunds for EMCA customers are only to be processed through the Expedited Service Office (ESO), the customer can complete PS Form 3533, Application and Voucher for Refund of Postage and Fees, and submit it to the local unit. The completed form should then be forwarded to the District ESO for processing and credit to the customer's account through the Electronic Marketing Reporting System (EMRS).
Surveys tell us that associates offer stamps 90 percent of the time as a suggested extra additional item to purchase. What about suggesting other products or services? Example: Offer phone cards or packaging products. Have a daily special item that every Sales and Services associate "suggests" to our customers. If you do suggest that customers purchase stamps, offer current/popular or commemoratives.
