The Postal Service will issue a 34-cent Lunar New Year - Horse commemorative stamp (Item 451900) in a pressure sensitive adhesive (PSA) pane of 20 in New York, New York, on February 11, 2002. The stamp, designed and illustrated by Clarence Lee, Honolulu, Hawaii, goes on sale nationwide January 15, 2002. The pane may be split and the stamps may be sold individually.

In the Chinese lunar calendar, the Year of the Horse begins February 12, 2002. The U.S. Postal Service will mark the occasion with the issuance of the 10th stamp in the award-winning Lunar New Year series.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 1 800 STAMP-24, and at the Postal Store Web site at www.usps.com. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Distribution: 34-Cent Lunar New Year - Horse Commemorative Stamp, Item 451900

Stamp distribution offices (SDOs) will receive one-half of their standard automatic distribution quantities for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before February 4, 2002.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in six positions for subsequent distribution to each philatelic window.

Additional Supply

Post Offices requiring additional Item 451900 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional Item 451900 must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, APDs will receive the following quantities of additional stamps: San Francisco, 4,000,000; New York, 2,520,000; Chicago, 840,000; Washington, 1,680,000; Memphis, 520,000; Denver, 720,000.

For fulfilling supplemental orders from APDs, the Kansas City Stamp Service Center will receive 400,000 additional stamps.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Winter Sports Commemorative Stamps

The Postal Service will issue four 34-cent Winter Sports commemorative stamps (Item 451800) in a self-adhesive pane of 20 in Park City, Utah, on January 8, 2002. The stamps, designed by the design firm of Jager Di Paola Kemp, Burlington, Vermont, and art directed by Phil Jordan, Falls Church, Virginia, goes on sale nationwide January 9, 2002. The pane may be split and the stamps may be sold individually.

The cold temperatures and snowy conditions that keep many inside during the winter are essential for athletes who take part in winter sports. In 2002, the Postal Service recognizes the competitive drive of these athletes by issuing a pane of 20 stamps depicting four popular winter sports: figure skating, ice hockey, snowboarding, and ski jumping.

With the issuance of the Mentoring a Child stamp, the Postal Service continues its tradition of raising public awareness of social issues. This stamp honors mentors who volunteer their own time to offer friendship, guidance, and support to young people.

Black Heritage - Langston Hughes Commemorative Stamp

The Postal Service will issue a 34-cent Black Heritage - Langston Hughes commemorative stamp (Item 452000) in a self-adhesive pane of 20 in New York, New York, on February 1, 2002. The stamp, designed by Richard Sheaff, Scottsdale, Arizona, goes on sale nationwide February 2, 2002. The pane may be split and the stamps may be sold individually.

The Langston Hughes stamp is the 25th stamp in the Black Heritage series and honors him on the centennial of his birth. Although he was considered a poet first, he wrote in many literary genres from short stories to drama. His innovative poetry combined jazz, blues, and the black vernacular with the traditions of poetry in English. Hughes is now considered one of the most important American writers of the 20th century.

The Postal Service will issue a 34-cent Happy Birthday stamp (Item 453600) in a self-adhesive pane of 20 in Riverside, California, on February 8, 2002. The stamp, designed by Harry Zelenko, New York, New York, goes on sale nationwide February 9, 2002. The pane may be split and the stamps may be sold individually.

The new Happy Birthday stamp will enable people to add a festive touch to birthday cards and packages. Like the two previous Happy Birthday stamps, issued in Special Occasions booklets in 1987 and 1988, the 2002 stamp recognizes the tradition of sending special birthday greetings to family and friends.

Distribution: 34-Cent Happy Birthday Commemorative Stamp, Item 453600

Stamp distribution offices (SDOs) will receive one-half of their standard automatic distribution quantities for a pressure sensitive adhesive (PSA) sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs must not distribute stamps to Post Offices before January 30, 2002.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in 10 positions for subsequent distribution to each philatelic window.

Additional Supply

Post Offices requiring additional Item 453600 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional Item 453600 must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, Washington, and New York APDs will each receive 2,960,000 additional stamps, and the Denver APD will receive 1,040,000 additional stamps.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Mover's Guide - September-December 2001, Volume 23

The latest version of Mover's Guide began shipping to Post Offices on November 27. All shipments of Mover's Guide are scheduled to arrive in Post Offices by the week of December 17. If you placed an order with the Material Distribution Center (MDC), your order currently is being fulfilled as well. 2001 IRS Tax Packages

On December 26, 2001, contract mailers for the Internal Revenue Service (IRS) will begin mailing 65 million tax- related items for tax year 2001. The total includes 45 million individual tax packages and 20 million promotional pamphlets. The majority of the mail is not expected to be entered until mid-January. Tax packages for Alaska and Hawaii will be air shipped. The mail will bear IRS permit imprint number G-48.

Acceptance Offices

Contract mailers for the IRS will prepare tax packages for mailing at the Standard Mail Enhanced Carrier Route rates. Acceptance offices must verify that mailings meet all preparation and makeup requirements in the Domestic Mail Manual (DMM).

Offices must verify that tax package mailings are prepared according to the presort requirements for Enhanced Carrier Route Standard Mail. Mailing agents will deliver the mail to plants according to scheduled appointment dates recorded in the Drop Shipment Appointment System (DSAS). The mailings will be accompanied by PS Form 8125, Plant-Verified Drop Shipment (PVDS) Verification and Clearance. The plant is to verify trailer contents with mailer information recorded on PS Form 8125. The offices must weigh and verify mailings unless the Rates and Classification Service Center (RCSC) serving the Post Office of mailing authorizes an optional procedure for that contract mailer. Supporting paperwork for the optional procedure must be provided at the time of mailing. This verification ensures that the rate and piece counts reported on the postage statements are accurate and that the IRS has paid the correct postage.

Destination Offices

Crossdock Pallets - Bulk mail centers (BMCs) and processing and distribution centers (P&DCs) will receive pallets labeled to 5-digit, 3-digit, and sectional center facility (SCF) destinations. These pallets should remain intact and be dispatched to the appropriate destination.

BMC Pallets of Packages - Upon receipt of working pallets, operations will break open the pallets for distribution of the contents. The destination for each package/sack is on the label.

Dispatch the packages and sacks of tax packages to the destination facilities for distribution to the delivery units.

Delivery

Tax packages must be delivered upon receipt.

Errors and Irregularities

Delivery offices should be alert to errors in makeup. When carrier route presort errors exceed the 5 percent allowance, deliver the mail and use established reporting procedures to report errors to the following address:

Undeliverable Tax Packages

Carriers and markup clerks must pay particular attention to Forms 1040 and 1040A-2 bearing ancillary service endorsements. These two forms are the only ones eligible for forwarding or return services. Such pieces, if undeliverable as addressed, are to be sent to the CFS unit, the normal procedure, where they will be handled as specified in DMM F010.5.0 and DMM Exhibit F010.5.3.

These packages must be returned to the IRS at the return address printed on the package.

All other undeliverable forms must be treated as waste and may not be placed in Postal Service lobbies for any reason.

American Community Survey Form

The United States Department of Commerce, Census Bureau, reports a problem with some local Post Offices advising postal customers to not complete the American Community Survey and to subsequently discard it.

The American Community Survey is an ongoing survey that the Census Bureau is developing to replace the long format questionnaire in the 2010 Census. Each month, questionnaires are mailed in a white envelope with the U.S. Department of Commerce return address and a dialog box stating "The American Community Survey Form Enclosed. YOUR RESPONSE IS REQUIRED BY LAW," to a computer-generated random sample of addresses.

The Census Bureau advises us that the American Community Survey is being sent to an increasing number of households each year and it is critical that the recipients complete and return by mail the American Community Survey forms.

Annual Leave Exchange Option

The Annual Leave Exhange Option that appeared in Postal Bulletin 22063 (11-15-01, page 45) has been corrected to make the following changes:

• Deleted Rate Schedule A (for Mail Transport Equipment Center employees).

• Included paragraph for Rate Schedule N (for ISC employees).

• Changed first paragraph after bullets from future to present tense.

• Added note before "Please Post..." about differences in the two notices.

Annual Leave Exchange Option

The Annual Leave Exchange Program provides an option for eligible employees to receive a lump sum payment in exchange for a portion of the annual leave that would otherwise be advanced at the beginning of the 2002 leave year. Annual leave earned and accumulated through the 2001 leave year, which ends January 11, 2002, cannot be exchanged for cash.

Eligible employees include full-time and part-time regular:

• Career nonbargaining unit employees (Rate Schedule Codes E, F, J, S, and U) who have an annual leave balance of at least 160 hours at the end of the leave year.

• Employees represented by the National Postal Mail Handlers Union (Rate Schedule Code M) who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

• Employees represented by the International Association of Machinists (Rate Schedule Code T) who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

• Employees covered by the National American Postal Workers Union Agreement (Rate Schedule Codes C and P) who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

• Employees covered by the American Postal Workers Union Agreement (Rate Schedule Code N) for Information Systems/Accounting Service Centers who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

• Employees covered by the Operating Services Division Agreement (Rate Schedule Code K) who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

• Employees covered by the Fraternal Order of Police Agreement (Rate Schedule Code Y) who have an annual leave balance of at least 440 hours at the end of the leave year and have used less than 75 hours of sick leave during the leave year.

A letter providing details of the eligibility criteria and an annual leave exchange option form were mailed to eligible employees at their address of record in November. Undeliverable election forms were returned to the personnel office, which should ensure that they are forwarded to the employee's work location along with PS Form 1216, Employee's Current Mailing Address.

An employee who meets the eligibility criteria must use PostalEASE to make the election. To be considered timely, entries to PostalEASE must be completed by close of business December 15, 2001. An employee who is unable to use PostalEASE to complete the election should contact the local Personnel Office prior to December 15, 2001, for assistance.

Payment under the Annual Leave Exchange Program will be a lump sum calculated on the employee's base salary as of the first day of the 2002 leave year (January 12, 2002). Paychecks dated February 01, 2002, will include the 2002 lump sum payment.

PS Form 7381, Requisition for Supplies, Services, or Equipment

PS Form 7381, Requisition for Supplies, Services, or Equipment, has been revised. Specifically, the instructions for the form's use have been revised to encourage users to forward the form through approval channels to the appropriate purchasing personnel/organization via e-mail or other electronic means whenever possible. When the form is forwarded in this manner, the e-mail string will replace the need for approval signatures, and the responsible purchasing personnel will retain the hard copy in the purchase file. FormFlow 99, the new corporate standard for automated Postal Service forms, contains the revised PS Form 7381 and is currently being deployed to Postal Service users. FormFlow 99 will similarly allow for electronic forwarding, and the November 1994 edition of PS Form 7381 currently available on F3Fill may also be forwarded electronically.

Inventory of Masks and Gloves

Recent emergency shipments of masks and gloves in response to the anthrax situation have resulted in either an excess or shortage of these critical items in some Plant Maintenance Offices (PMOs). All PMOs have been advised to bring their stock of the masks and gloves listed below into their stockrooms and enter them into their inventory at no cost.

PMOs needing these items should access the National Stockroom in the National Maintenance Activity Reporting System (NMARS) and order what they need from the nearest site. Surplus quantities above and beyond a 30-day supply needed by the plants to support their areas may be returned in full case quantities to the Material Distribution Center (MDC). AIC Changes - Reporting Vending Credit Audit Shortages

As referenced in Postal Bulletin 22058 (9-6-01, page 33) "Handbook F-1 Revision: AIC Changes - Reporting Vending Credit Audit Shortages," AIC 621, Postage Vending Machine Shortage < $100, has been deactivated, placed in reserve, and, therefore, will no longer be used to report vending credit audit shortages of less than $100. AIC 612, Postage Vending Machine Shortage, general account ledger (GLA) 56661, and Postal Service Financial Report (PSFR) line number 44, will be used to report all vending credit shortages.

We will incorporate these changes into the next printed edition of Handbook PO-102 and into the online version of the handbook within the next 30 days.

Stamps By Mail National Requirements Contract

Effective January 1, 2002, the price for PS Form 3227, Stamps by Mail, is increased from $10.10 per unit of 500 forms to $11.00 per unit of 500 forms. This is the total cost, including the overprinting with the address of the fulfillment office.

You must order the forms directly from the printer, Cyril- Scott Co., using PS Form 3227-O, Stamps by Mail Supply Order, shown on page 29. Before completing the supply order form, make copies for future use. It is also available on the corporate intranet at http://blue.usps.gov; click on References, then Forms. These forms have been changed to reflect the new price.

You can use your IMPAC credit card, or a check or money order made payable to Cyril-Scott Co. If you use a check or money order, Cyril-Scott must receive it before the order can be processed.

Please refer to Postal Bulletin 22042 (1-25-01, pages 82-83) for complete information regarding this program. Please note that the timeline for shipping has changed. The printer is now required to ship all orders within 35 calendar days after receipt of order. Actual delivery times will vary based upon the destination and the shipment method used.

All city delivery Post Offices should offer Stamps By Mail® to customers. It is a convenient, alternative access point for customers to purchase stamps other than the Post Office. In addition, it provides cost savings over some other stamp distribution methods.

Holiday framed art sale For the very first time, limited pieces of framed art are on sale in Postmark Gallery offices - at 25 percent off. A list of framed pieces on sale and discount stickers will be mailed directly to Postmark Gallery offices as well as posted on the intranet RPS Web site. Sale prices are in POS and were active December 5.

New in blue During the second phase of the retail uniform rollout, the Postal Service introduced heather gray bottoms, silver logo tie bar, black belt with silver logo buckle, and, for women, a silver logo button cover. As previously indicated, the Postal Service is reviewing other designs for women's neckwear and will let you know when a final decision is made.

Now for the news! The new style retail uniform bottoms will be available in navy blue beginning January 15. A new navy blue sweater will also be available in a repeated logo design cardigan beginning January 15. And the blue/gray-striped shirt will be available in a 60/40-cotton/polyester blend in addition to the current 65/35-polyester/cotton blend. Notify your vendor for these new items.

Remember that the silver logo button cover is for women only.

USPS TV message "Neither snow, nor rain...nor a nation challenged." That television message from the Postal Service will run during nationally broadcast programs through January 6. The TV spot, featuring Carly Simon singing "Let the River Run," delivers this message - the 800,000 men and women of the Postal Service are doing their jobs with honor and pride, serving the American people, even in times of uncertainty and through the winds of change.

If you haven't seen it yet, check employee publications for air dates. Or from your home computer, log on to www.usps.com and view the TV spot through streaming video. Response to the message from the public and employees has been overwhelmingly positive.

DMM Reminders

Oversized Rate - Available for Parcel Post and Parcel Select Only

Only Package Services Parcel Post® and Parcel SelectTM have an oversized rate. Pieces measuring over 108 inches in combined length and girth, but not more than 130 inches in combined length and girth, are mailable at the applicable oversized rate. If the piece is over 130 inches, it's not mailable. Oversized rates are not available for Priority Mail® parcels. The maximum size for Priority Mail parcels is 108 inches in combined length and girth. Parcels exceeding 108 inches are not mailable at Priority Mail rates.

Balloon rates are available for Priority Mail, Parcel Post, and Parcel Select services. Parcels weighing under 15 pounds and measuring over 108 inches in combined length and girth are charged a minimum rate equal to the rate for 15-pound parcels addressed to the same zone.

Customer Education - Priority Mail or Express Mail Reminder

During this particularly heavy mailing season, please remember to communicate clearly to our customers the major difference in our two expedited services, Express Mail® and Priority Mail services. Express Mail service offers a money-back guarantee if the service commitment is not achieved. Priority Mail service offers a service standard and not a guarantee. Even when this service is used with any ancillary service such as Delivery ConfirmationTM or Signature ConfirmationTM service it is still a service standard and not a guarantee.



Refunds for Express Mail Corporate Account Customers Reminder

How is a refund processed for Express Mail service paid by an Express Mail Corporate Account (EMCA)? DMM section P014.5.7 states, "If the USPS determines that the mailer is entitled to a refund and postage was paid through an Express Mail Corporate Account or a federal government agency account, then the USPS refunds the postage by issuing a credit to that account within 5 business days."

In that refunds for EMCA customers are only to be processed through the Expedited Service Office (ESO), the customer can complete PS Form 3533, Application and Voucher for Refund of Postage and Fees, and submit it to the local unit. The completed form should then be forwarded to the District ESO for processing and credit to the customer's account through the Electronic Marketing Reporting System (EMRS).

Holiday Ideas - Stocking Stuffers

Surveys tell us that associates offer stamps 90 percent of the time as a suggested extra additional item to purchase. What about suggesting other products or services? Example: Offer phone cards or packaging products. Have a daily special item that every Sales and Services associate "suggests" to our customers. If you do suggest that customers purchase stamps, offer current/popular or commemoratives.
