Effective immediately, Publication 223, Directives and Forms Catalog (June 1999), is revised. The tables below contain the document ID, edition date, title, national stock number (NSN), and the postal and public supply source for all new, revised, and obsolete directives and forms. Use this article to keep Publication 223 current. Information on how to order directives and forms can be found in chapter 1 of Publication 223.

Missing Children Poster Display Instructions

Please display this poster prominently on bulletin boards in retail lobbies of main post offices, classified stations, and branches. Operators of contract postal units may display this poster at their option.

Companion posters, authorized for display on bulletin boards maintained by employee organizations, appear periodically in The Postal Record, a publication for members of the National Association of Letter Carriers.

This poster is published in cooperation with the National Center for Missing and Exploited Children, the United States Department of Justice, and the National Association of Letter Carriers. Information appearing on this poster is selected solely by NCMEC.

In addition to Postal Bulletin updates, NCMEC distributes information via broadcast fax. Notification of newly reported missing children is sent to designated district "Missing Children" coordinators at fax numbers provided by district managers. Within 24 hours of receipt of a facsimile Missing Children poster, district coordinators should distribute copies to all postal facilities in their districts. Missing Children posters are to be displayed for 30 days in post office lobbies, workroom floor areas, and other postal facilities, unless notification is received (from NCMEC) to remove a particular poster sooner. The broadcast fax network is used to distribute posters and information in only the most urgent cases of missing and exploited children. This system supplements, but does not replace, the missing children information in this Postal Bulletin.

Domestic Mail

DMM REVISION

Products Mailable at Nonprofit Standard Mail Rates

Effective January 1, 2002, Domestic Mail Manual (DMM) E670.5.11 is revised to reflect an increase from $7.60 to $7.90 for low-cost products mailable at Nonprofit Standard Mail rates. Under statutory restrictions implemented in DMM E670, products may not be mailed at the Nonprofit Standard Mail rates unless the products meet at least one of three exceptions. Under the Internal Revenue Code, a low-cost item is one of these exceptions.

The value of a low-cost item - the actual cost to the authorized organization - is determined each year by the Internal Revenue Service, based on cost of living. For 2002, the maximum limit for the value of a low-cost item has been adjusted to $7.90.

We will incorporate this revision into the next printed version of the DMM and into the monthly update of the online DMM available via Postal Explorer at http://pe.usps.gov.

5.11 Products Mailable at Nonprofit Standard Mail Rates

[Revise item a to reflect a change in the maximum allowed value of low-cost items.]

The following products are mailable at Nonprofit Standard Mail rates:

a. Low-cost items within the meaning of 26 USC 513(h)(2), Internal Revenue Code. At the beginning of each calendar year, the value of low-cost items is adjusted for cost of living. Effective January 1, 2002, the standard established that the cost of such items cannot exceed $7.90. This cost is the cost to the authorized organization that mails the items or on whose behalf the items are mailed.

PS Form 1094, Request for Post Office Box Key or Lock Service

PS Form 1094 (see below), Request for Post Office Box Key or Lock Service, has been revised to reflect that refunds for key deposits charged under R900.19.0 are made for each key, including additional keys, returned to the Postal Service. Recycle old forms and replace them with the revised PS Form 1094. Supplies are available in the Material Distribution Center.

Please note that this revised form is the January 2002 version (all previous editions are now obsolete).
