NOTICE

New Universal Associate Supervisor Program

Effective May 1, 2002, the Postal Service implemented the Universal Associate Supervisor Program (Universal ASP) to increase national consistency for the selection, training, and placement of supervisors while preserving the benefits of the current Associate Supervisor Program (ASP).

Similar to the current ASP, the Universal ASP consists of three components: selection, training, and placement. Most aspects of the Universal ASP are the same as the current ASP with a few minor exceptions.

Also effective May 1, 2002, we have replaced the Initial Level Supervisor (ILS) selection system with the Universal ASP. Implementation instructions have been provided to local Human Resources managers and area and district ASP coordinators.

Materials for Testing

Effective May 1, 2002, the following materials are required for testing and selection for the Universal ASP:

• Associate Supervisor Examination 600, Series 002, 003, and 004, October 2001.

• Directions for Conducting Associate Supervisor Examination 600, January 2002.

• Factual Report Writing Answer Sheet (600.9), January 2002.

• Associate Supervisor Applicant Booklet (600.8).

• Associate Supervisor Candidate Evaluation (600.7).

• Review Committee Guidelines (601.5), January 2002.

• Review Committee Scoring Booklets, October 2001:

- 601.7 - Customer Problem (for use when scoring written narrative, Series 002).

- 601.8 - Workflow Problem (for use when scoring written narrative, Series 003).

- 601.9 - Delivery Problem (for use when scoring written narrative, Series 004).

Ordering Materials

Use PS Form 2487, Requisition for Test Materials, to order these materials from the National Test Administration Center (NTAC).

Obsoleting Old Materials

Return the obsoleted Candidate Evaluation Booklet via Registered Mail to NTAC. Label the package "Obsolete, Unused Materials" and mail the package to the following address:

We will incorporate the above changes into Handbook EL-312, Employment and Placement, as an addendum. The addendum will be published in a future Postal Bulletin.

DMM REVISION

Rate and Postage Markings

Effective June 30, 2002, Domestic Mail Manual (DMM) P960.3.2a is revised to correct MLOCR rate codes for First- Class MailŪ items in combined mailings.

We published this information in Postal Bulletin 22075A as part of the omnibus rate case that takes effect June 30, 2002. We have incorporated this revision into the printed version of DMM Issue 57 and into the monthly update of the online DMM available through Postal Explorer at http://pe.usps.gov.

CORRECTION

Express Mail Manifesting

In Postal Bulletin 22075 (5-2-02, pages 77-90), the article "Express Mail Manifesting" had two typographical errors. The corrections are shown in bold below.

(1) On page 80, under "Appendix G," the bullet for Label Option 3 should read as follows:

• Label Option 3: Privately Preprinted Label 11-SP with Sample Shipping Label (Horizontal Orientation).

(2) On page 82, the heading for Label Option 1 was inadvertently repeated where the heading for Label Option 4 should have been, and the introductory first paragraph was inadvertently omitted. After the directions in italics and brackets, replace the heading and insert the introductory first paragraph to read as follows:

DMM REVISION

Postal Zone Charts

On June 30, 2002, Domestic Mail Manual (DMM) G030 will be amended to clarify the language that describes the availability of postal zone charts and announces changes to select 3-digit ZIP Codes. The Postal Bulletin article announcing those changes on May 2, 2002, inadvertently omitted a customer's option to purchase hardcopy postal zone charts. The Postal Bulletin of May 16, 2002, contained additional information and a form for customers to use when ordering zone chart data. This revision adds hard- copy purchase availability into DMM G030.

We have incorporated this revision into the printed version of DMM Issue 57 and into the monthly update of the online DMM available through Postal Explorer at http://pe.usps.gov.

1.3 Zone Charts

The USPS Official National Zone Chart Data Program is administered from the National Customer Support Center (NCSC) in Memphis, Tennessee. Single-page zone charts for originating mail are available at no cost from local post offices or online at http://pe.usps.gov. Zone chart data for the entire nation can be purchased in two formats: printed (526 pages) and electronic (CD-ROM). For more information, or to purchase zone charts, call the zone chart program administrator at 800-238-3150 or write to the NCSC (see G043 for address).
