Postal Money Orders - $1,000 Maximum

Effective June 30, 2002, the maximum value for money orders will increase from $700 to $1,000. The maximum value statement is printed on the back of the money order as a security measure. You must deplete the current stock of $700 maximum value money orders prior to using the $1,000 maximum value money orders. However, do not destroy $700 maximum value money orders to obtain $1,000 maximum value money orders. If a customer requests a money order for more than $700, you should issue two money orders. Issue the first money order for $700, plus a $1.25 fee, and issue the second at no fee. We anticipate that this situation will occur infrequently, as the average issued money order is for $135. Note that the fee for money orders in the amount of $500 or less remains $0.90.

Distribution of Paymaster $1,000 maximum value money orders (manual, non-POS money orders) to some stamp distribution offices started in April. Distribution of POS $1,000 maximum value money orders will begin in June. International money orders with the $1,000 maximum value are forthcoming. Issuing offices must not use the $1,000 maximum value money order until June 30, 2002.

Since contract postal units (CPUs) are not authorized to issue no-fee money orders, the host Post Office or contracting officer representative (COR) must assist the CPU with conversion to the new $1,000 maximum value money order. CPUs must use only the $1,000 maximum value money order beginning June 30, 2002.

We are revising PS Form 6387, Rural Money Order Transaction Application, to reflect the new money order fee and the new maximum value. If the revised PS Form 6387 is not available until after June 30, 2002, you should annotate the current form to reflect the applicable fee for the money order transaction. Destroy the current edition of PS Form 6387 when you receive the revised form.

Paymaster Reconfiguration for Postal Money Order Increase

Money Order Limit Increased

As part of the June 30, 2002, rate change, the maximum limit for postal money orders has been increased from $700.00 to $1,000.00.

For those offices currently using the Paymaster Corporation Model 8100 Money Order Imprinter, a simple modification is required to change maximum limit stops. The Paymaster 8100 is equipped with "snap in" amount stops in the thousands and hundreds dollar columns. These stops are provided to help prevent imprinted amounts, which exceed the current Postal Service maximum amount limit of $700.00. Since the new postal money order limit has been raised to $1,000.00, these stops will have to be altered.

The following steps are to be used after close of business June 29, 2002, or prior to start of business on the next day the office is open after June 29, 2002.

Changing the Imprinter Stops

Step 1: Gather the necessary tools.

To change the money order imprinter stops safely and easily, you will need a pair of pliers and a pair of scissors. "Needle-nosed" pliers work best for this modification.

Step 2: Remove the hundreds dollar stop.

Using the needle-nosed pliers, gently remove the hundreds dollar stop. Since the maximum dollar amount is being raised to $1,000.00, you must completely remove the hundreds dollar stop.

Depending upon the age of your money order imprinter, this rubber stop may have become brittle over time. Also, the plastic may have adhered itself to the imprinter. Gently rock the plastic stop to remove it from the imprinter without damaging the imprinter.

Step 3: Gently remove the top 2 inches of the thousands dollar stop.

Using the needle-nosed pliers, gently remove the first 2 inches of the thousands dollar stop.

Step 4: Cut and replace the thousands dollar stop.

Using the pair of scissors, snip the stop between the 1 and 2 digits on the imprinter. Then replace the stop. Once the stop is in place, the thousands dollar key should move to the 1, but should not be able to move to the 2.

IMM REVISION

International Reply Coupons

Effective May 30, 2002, International Mail Manual (IMM) 372.3.b is revised to state that international reply coupons (IRCs) purchased in foreign countries are exchangeable at U.S. Post Offices toward the purchase of postage stamps and embossed stamped envelopes including aerogrammes. Postage meter stamps and postage validation imprinter (PVI) labels will no longer be exchanged for foreign-issued IRCs.

ICM UPDATE

International Customized Mail

On February 22, 2002, the United States Postal Service (USPS) amended an International Customized Mail (ICM) Service Agreement dated February 13, 2001. The Agreement was published on page 48 of Postal Bulletin 22046 (3-22-01). The Amendment modifies the Agreement to change the term of the Agreement. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an ICM Service Agreement with this qualifying mailer and now makes public the following information regarding this Amendment:

a. Term: February 13, 2001, through February 22, 2002.

b. Type of mail: All other provisions of the Agreement shall remain in force.

c. Destination countries: All other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: All other provisions of the Agreement shall remain in force.

American Treasures - John James Audubon Commemorative Stamp

Stamp Announcement 02-18: American Treasures - John James Audubon commemorative Stamp, copyright USPS 2001.

The Postal Service will issue a 37-cent American Treasures - John James Audubon stamp (Item 453300) in a pressure sensitive-adhesive (PSA) pane of 20 on June 27, 2002, in Santa Clara, California. The stamps, designed by Derry Noyes, Washington, DC, go on sale nationwide June 28, 2002. The pane may be split and the stamps may be sold individually.

John James Audubon was a self-taught artist and naturalist. Audubon dedicated himself to a project that became his life's work and greatest passion - a comprehensive survey of America's birds, beautifully and realistically illustrated and shown in their natural habitats. His book Birds of America has been described as "the finest pictorial ornithological book ever produced." The stamp is the second issuance in the American Treasures series and portrays two species of tanager: Louisiana tanager and scarlet tanager.

Harry Houdini Commemorative Stamp

The Postal Service will issue a 37-cent Harry Houdini commemorative stamp (Item 452100) in a pressure-sensitive adhesive (PSA) pane of 20 on July 3, 2002, in New York, New York. The stamp, designed by Richard Sheaff, Scottsdale, Arizona, goes on sale nationwide on July 5, 2002.

Harry Houdini was born in Budapest, Hungary, on March 24, 1874. His family immigrated to the United States and settled in Appleton, Wisconsin. His professional debut occurred at the age of nine, when he appeared as a contortionist and trapeze artist in a 5-cent circus. In later years, Houdini crusaded against spiritualism and worked to expose fraudulent mediums. He was one of the best known performers of the early 20th century and his name remains synonymous with magic and escape today. The 2002 issuance of the stamp coincides with the 100th anniversary of the Society of American Magicians. He served as president of the society from 1917 until his death on Halloween, October 31, 1926.

George Washington Definitive Stamp

Stamp Announcement 02-20: George Washington Definitive Stamp, copyright USPS 2002.

The Postal Service will issue the 23-cent (2nd oz) George Washington (Item 102900) definitive stamp in three new formats, a water-activated gum (WAG) pane of 100 (Item 102900), a pressure-sensitive adhesive (PSA) convertible book of 10 (Item 671000), and a (PSA) vending booklet of 10 (Item 671800) on June 7, 2002, Washington, DC. The WAG pane of 100 will be available for nationwide sale on June 7, 2002. The PSA convertible book of 10 and PSA vending booklet of 10 will be available at a later date.

The stamp, designed and illustrated by Richard Sheaff, Scottsdale, Arizona, was first issued on September 20, 2001, in Washington, DC, and available only in a PSA pane of 20 and a PSA coil of 100.

Item 772000, 23-cent George Washington PSA coil of 100, previously manufactured by Banknote Corporation of America, is now being manufactured by Avery Dennison.

Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic Centers

Effective close-of-business May 31, 2002, all Post Offices, stations, branches, postal stores, vending outlets, and authorized philatelic centers must (1) withdraw the stamp stock items and products listed below and their related vending and store-prepared stamp items from sale and (2) prepare them for destruction. The items should be submitted to destruction sites according to local established procedures, under the guidelines in Handbook F-1, Post Office Accounting Procedures, Part 45, Destroying Stamp Stock.

CORRECTION

Stamp Announcement 02-17, Heroes of 2001 Semipostal Stamp

(1) The Heroes of 2001 semipostal stamp announcement in Postal Bulletin 22076, (5-16-02, page 112) incorrectly listed information about the surcharge of this stamp in the second paragraph of the stamp description. Consequently, please delete the sentence beginning with, "The stamp is valid ..." through the last sentence in the paragraph which ends "... with the provisions of the 9/11 Heroes Stamp Act of 2001." Replace this information with the following:

The difference between the sales price of the Heroes of 2001 stamp and the First-Class Mail® postage rate, in effect at the time of purchase, is a tax-deductible charitable contribution. Funds will be transferred to FEMA (Federal Emergency Management Agency).

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post Office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

CORRECTION

Using Dog Repellent

The publicity kit, "National Dog Bite Prevention Week," in Postal Bulletin 22075 (5-2-02, page 27) incorrectly stated to apply mineral oil if dog repellent is inadvertently sprayed into a person's eyes. The material safety data sheet correctly states to use copious amounts of water.

Safety and Health Inspections

The Employee and Labor Relations Manual (ELM) 824 requires safety and health inspections. At locations with more than 100 employees in the main facility, the servicing safety office should conduct the inspection. In subordinate stations and branches with fewer than 100 employees, the facility safety coordinator (FSC) must lead the inspection. For technical or programmatic assistance, managers should contact the safety office.

3. Post the results of the inspections.

4. Ensure abatement of all deficiencies completed in accordance with the instructions.

5. Certify completion of the inspection to the servicing safety office.

ORDERING INSTRUCTIONS

Mandatory Source for Office and System Furniture - Allsteel Inc.

On April 1, 2002, the Postal Service formed a strategic partnership with Allsteel Inc. to meet the Postal Service's nationwide requirements for private office and systems furniture, seating, files, conferencing support components, and related furniture. The Allsteel furniture line includes Gunlocke, HON, and Gianni. The contract also offers related services including design and installation; transportation; leasing and rental; a buy-back program; move management; refurbishment, repair, and recycling; and warehousing.

The 10-year contract will standardize systems and private Postal Service office furniture purchases. Postal Service employees must purchase all furniture from this contract.

For product prices, general information, and ordering instructions, refer to Material Logistics Bulletin MLB-CO-02-006, Service-wide Indefinite Delivery Indefinite Quantity Contract for Office and System Furniture (contract number 335660-02-Q-0403), or call Allsteel's U.S. Postal Service dedicated toll-free number at 800-529-5781. You also can access this MLB online at http://blue.usps.gov/purchase/material/mlb/mlbindex.htm.

All pricing for furniture under this contract is FOB destination to the 48 contiguous states and the District of Columbia. Transportation to Alaska, Hawaii, Puerto Rico, and the Virgin Islands will incur an additional charge. Installation is a separate charge and is not included in delivery. When placing a telephone order with Allsteel, you must supply the following information:

The GPO distributes the Postal Bulletin for the Postal Service to all postal facilities except classified stations and branches, contract postal units, and detached mail units, which receive copies from their administrative post office. The Postal Bulletin is also available online at http://www.usps.com (click on Info, then Postal Periodicals and Publications).

If your postal facility has access to cc:Mail, you may send a request for a new subscription order, an address and/or quantity change, or a subscription query to the cc:Mail address POSTAL BULLETIN. If you are using another email product, you can use the Internet emailaddress pbulleti@email.usps.gov.
