DMM REVISION

Labeling List Changes

Effective January 9, 2003, Domestic Mail Manual (DMM) L001, L006, and L606 are revised to reflect changes in mail processing operations. Mailers are encouraged to label according to these revised lists immediately, but must comply with these changes no later than March 23, 2003.

We will incorporate these revisions into the printed version of DMM Issue 58 and into the monthly update of the online DMM available via Postal Explorer at http://pe.usps.gov.

DMM REVISION

Additional Placement Option for Address Change Service Participant Code on Flats

Effective January 9, 2003, Domestic Mail Manual (DMM) M013 is revised to allow placement of an Address Change Service (ACS) participant code on flat-size mailpieces directly above the address and below the ancillary service endorsement when the endorsement is located directly above the address block. This optional location previously was limited to letter-size pieces (see Postal Bulletin 22086, pages 11-12). The addition of flat-size pieces allows more mailers to participate in the ACS program.

Mailers are reminded that the only ancillary service endorsements permitted with ACS are "Address Service Requested" and "Change Service Requested." For information on ACS, go to www.usps.com; click on Address Quality, then Address Management Services, or call the National Customer Support Center at 800-238-3150.

3.2 Placement

The ACS participant code may be placed in one of two positions:

b. On the mailpiece or an address label directly below the ancillary service endorsement, left-justified, when the endorsement is placed directly above the address block, if these additional standards are met:

(1) The mailpiece must be letter-size and machinable (C050) or automation-compatible (C810) with or without a barcode, or flat-size (C050) with or without a barcode.

(2) If mailer keyline information is used, it must be the top line of the address block. A barcode may not be placed above a mailer keyline.

Postage Meters (Postage Evidencing Systems)

Effective January 9, 2003, Domestic Mail Manual (DMM) P030, Postage Meters (Postage Evidencing Systems), is revised to clarify the required contents and format of meter indicia printed by meters and other postage evidencing systems placed in main offices, stations, or branches of the Postal Service. This will allow easy identification of the indicia.

9.0 INDICIA

9.5 Contents

Unless otherwise approved by the manager of Postage Technology Management, USPS Headquarters, indicia must include the following information:

f. For meters and other postage evidencing systems placed in main offices, stations, or branches of the Postal Service, the indicia must include the capital letters "USPS." No postage meter or postage evidencing system placed in any other location may include "USPS" in their indicia.

9.6 Format

[Revise 9.6 to read as follows:]

Arial font must be used for all postal information in the indicia. The postage amount must be at least 10-point type size. When required in the indicia, the capital letters "USPS" must be in 12-point type. For all other required information, the type size must be at least 8 points. The mail class or endorsement, the postage amount, and the words "US Postage" must be in bold capital letters. Text identifying special indicia ("redate," "postage correction," "reply postage") must be in 8-point bold capital letters. The words "US Postage" must be the most prominent and conspicuous printed matter in the indicia other than the postage amount.

REMINDER

Use New PS Form 3533 for Refunds for Unused Meter Indicia

Effective January 1, 2002, Domestic Mail Manual section P014, Refunds and Exchanges, was revised to reduce the time frame for submitting requests for refunds for unused, dated meter indicia. This is a reminder that the customer must now request a refund for unused, dated meter indicia within 60 days from the dates shown on the indicia. This requirement does not apply to indicia produced by PC PostageTM systems, which are not refundable at the window.

Refund requests must be submitted on PS Form 3533, Application and Voucher for Refund of Postage, Fees, and Services, which is available online at http://blue.usps.gov/cpim; click on Postal Forms. It is also available at www.usps.com; click on Forms, then All Online PDF Forms in Numeric Order.

You may also order PS Form 3533 from the Material Distribution Center (MDC) in Topeka, Kansas, by one of the following means:

• Touch Tone Order Entry (TTOE): Call 800-332-0317, and listen carefully to the message, as the prompts have changed.

Note: You must be registered to use TTOE. To register, call 800-332-0317; choose option 8, extension 2925, and follow the prompts to leave a message (wait 48 hours after registering before you place your first order).

• E-mail: Complete PS Form 7380, MDC Supply Requisition (manually or using F3Fill), and send it as an attachment to the e-mail address MDC Customer Service or to mcustome@email.usps.gov.

• Mail: Mail a completed PS Form 7380 to the MDC at the following address:

The current version of the form has the correct 60-day time period. Do not use earlier versions of the forms, which say the customer has 1 year to submit the request.
