Purple Heart Definitive Stamp

stamp announcement 03-14: purple heart definitive stamp, copyright 2003.

The Postal Service will issue a 37-cent Purple Heart definitive stamp (Item 108900) in a pressure-sensitive adhesive (PSA) pane of 20 on May 30, 2003, in Mount Vernon, Virginia. The stamp, designed by Carl T. Herrman, Carlsbad, California, and photographed by Ira Wexler, Bethesda, Maryland, goes on sale nationwide May 30, 2003.

This stamp honors the sacrifices of the men and women who serve in the U.S. military. The president of the United States awards the Purple Heart badge to members of the U.S. Military who have been wounded or killed in action. According to the Military Order of the Purple Heart, an organization for combat-wounded veterans, the medal is "the oldest military decoration in the world in present use and the first award made available to a common soldier."

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 800-STAMP-24, and at the Postal Store Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by June 29, 2003.

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and appears in the quarterly USA Philatelic catalog. Customers may request a free catalog by telephoning 800-STAMP-24 or writing to:

Philatelic Products

There are two philatelic products available for the Purple Heart stamp. They are the matted keepsake and the cancellation keepsake. These philatelic products will be available while supplies last at Postal Stores, by telephone at 800-STAMP-24, and at the Postal Store Web site at www.usps.com/shop.

Distribution: Item 108900, 37-cent Purple Heart Definitive Stamp

Stamp distribution offices (SDOs) will receive their full standard automatic distribution quantities for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for their full standard automatic distribution quantity using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute this definitive stamp to Post Offices before May 23, 2003.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in 10 positions for subsequent distribution to each philatelic window.

Additional Supply

Post Offices requiring additional Item 108900 must requisition from their designated SDO using PS Form 17. SDOs requiring additional Item 108900 must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the Chicago, Memphis, and New York APDs will each receive 3,200,000 additional stamps; the San Francisco APD will receive 2,800,000 additional stamps; and the Denver APD will receive 1,040,000 additional stamps.

Audrey Hepburn Commemorative Stamp - Change in First Day of Issue

In the stamps advertisement in Postal Bulletin 22098 (3-20-03, page 54) and in the article "2003 Stamps and Postal Stationery" in Postal Bulletin 22099 (4-3-03, page 63), we indicated that the first day of issue for the Audrey Hepburn commemorative stamp was May.

The first day of issue has been changed to June 11, 2003.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post Office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Merchandise Insurance Coverage

As part of the rate changes implemented on June 30, 2002, the merchandise insurance coverage included in the base price of Express Mail® service postage was reduced from $500 to $100. Customers seeking insurance coverage for merchandise valued above $100 must purchase additional coverage, available in $100 increments up to $5,000.

Use the old version of the Express Mail service label until inventory is exhausted. The new labels, which refer to the current level of merchandise coverage included with the postage ($100), may be obtained by calling the Expedited Supply Center at 800-222-1811.

Mail clerks should advise customers that the limit of insurance automatically included with the postage is now $100, and they should direct customers' attention to the disclaimer appearing on the label in bold print:

COVERAGE, TERMS, AND LIMITATIONS ARE SUBJECT TO CHANGE. Please consult Domestic Mail Manual and International Mail Manual for additional limitations and terms of coverage.

Go to eBuy for OLRP Want to place an order through the Official Licensed Retail Product (OLRP) program? Do it on eBuy, the Postal Service's online purchasing system. Because of increased demand for these products, the OLRP program no longer accepts orders by telephone or fax. Retail offices participating in the OLRP program must use eBuy to place orders. You can access eBuy from the USPS intranet site at http://blue.usps.gov; type "ebuy" in the address line at the top of your screen. It makes ordering OLRP products easier and faster. Great products! Great way to order them!

Affinity with USPS What's in the box? Application forms for the Postal Service employee affinity credit card program, which offers a platinum Visa credit card to eligible employees. Many of the larger Retail offices have already received a shipment of these applications. More will be mailed in the coming months. If you receive a shipment, these take-ones and holders are for placement in break rooms - not for placement in Post Office lobbies. This card is not a general consumer credit card. It's offered for Postal Service employees and their family members.

This credit card is for personal use only and does not replace USPS-authorized cards for Postal Service purchases and business travel. There's an online application site available through the Postal Service intranet at http://blue.usps.gov and on the Internet at www.postalemployeevisa.com.

There's still time... ...to enter the Post Office Lobby Makeover Contest. It's an opportunity to shine the spotlight on your retail space. In the contest sponsored by the Advertising group, two Post Offices - one from Kit 1, 2, or 3 and one from Kit 4, 5, or 6 - will be randomly selected from the entries received. A team will visit these Post Offices and use materials already available in their drive period kits to highlight the effective placement of in-store messaging. Only postmasters or station/branch managers who have responsibility for lobby management may submit an entry. One entry per lobby, please.

Hepburn in June The first day of issue for the Audrey Hepburn commemorative stamp is June 11, 2003. This is a change from in-store messaging currently in Post Offices. Originally, the stamp was planned for a May release. Let your customers know - it's Hepburn in June.

Welcome to the May Corner!

This month's edition has information on 15-pound balloon rate and oversize rate surcharges.

When a lightweight parcel is bulkier than other pieces of the same weight, the standard rate is less likely to cover the cost of transporting the piece. Even though the rate is based on the piece's weight and, usually, the zone to which it's addressed, the rate assumes the average size for that weight. Transportation costs are higher for larger pieces as well as for heavier ones.

If a large item also is lightweight, failure to assess applicable surcharges means that the cost of transportation will not be recouped because of the basic postage rate is based on weight. The Postal Service loses revenue when the appropriate surcharge is not applied. Three surcharges pertain to Priority Mail® service and Parcel Post service - balloon, nonmachinable, and oversized. This edition of the Retail Coaches Corner focuses on the 15-pound balloon rate and oversized rate surcharges.

Which packages are subject to the 15-pound balloon rate surcharge?

The 15-pound balloon rate surcharge covers the additional cost of transporting pieces that are both large and lightweight, such as a fishing pole or a basket. The balloon rate surcharge is applied to all Priority Mail and Parcel Post service items that weigh less than 15 pounds and measure more than 84 inches but not more than 108 inches in length and girth combined. These items must be charged the appropriate 15-pound rate for the destination zone to which they're addressed.

How do you establish an oversized parcel?

Regardless of weight, a parcel that measures more than 108 inches but not more than 130 inches in combined length and girth must pay the surcharge at the oversized rate. The oversized surcharge applies to Parcel Post service items (not Priority Mail service).

Example of rate difference

• A 4-pound Priority Mail service parcel (Zone 8) measuring 18" x 16" x 16" (82" combined length and girth) costs $10.35. (No balloon rate surcharge should be applied.)

• By adding 4" to the girth (18" x 17" x 17" = 86" combined length and girth), the package should be assessed the 15-pound balloon rate surcharge at $27.80. This is calculated as a 15-pound Priority Mail service parcel destined to Zone 8.

• That's a $17.45 difference and a revenue loss to the Postal Service if the customer isn't charged the balloon rate surcharge.

Measuring parcels

For parcels, length is the measurement of the longest dimension and girth is the measurement around the thickest part (perpendicular to the length). Below are examples of measuring parcels.

National Agreement With Nextel Communications

In addition to the national wireless agreements with AT&T, Cingular, and Verizon Wireless, the Information Technology Category Management Center (CMC) has negotiated a national agreement with Nextel Communications to provide discounted wireless services and equipment.

Under the terms of the agreement, discounts will be applied to all existing Postal Service business accounts and to employees' personal accounts (when registered). The following discount terms are applicable:

• An 18% discount is available on standard service plans for new and existing accounts.

• A 39% discount is available on the purchase of all phones and handsets.

• A 20% discount is available on the purchase of accessories. All orders will be shipped via the Postal Service.

• Activation fees are waived for USPS business and personal accounts.

• Discounts are not applicable to family plans.

To take advantage of this agreement, new Postal Service official business subscribers should call Nextel Communications at 800-793-5178, or visit their web site at www.nextel.com/usps. Existing Postal Service official business accounts with Nextel Communications will be automatically transferred under this agreement. Employees seeking to order new personal service or to transfer existing personal Nextel Communications accounts should call 888-242-4190.

ADDITIONAL ORDERING INSTRUCTIONS

National Custodial Rental Items Contracts

The purpose of this notice is to clarify the ordering instructions for Cintas (Contract # 2CMROS-03-P-2287) and UniFirst (Contract # 2CMROS-03-P-2284) provided in Material Logistics Bulletin MLB-CO-03-002, Mandatory National Sources for Custodial Rental Items.

The contracts stipulate that when a Postal Service facility selects either Cintas or UniFirst as its supplier, that facility must remain with the supplier for 2 years and all eBuy orders must cover the entire 2-year period. Several facilities have incorrectly entered their eBuy orders for 1-week periods only.

For example, if you use five 3' x 5' mats per week, the eBuy order for that item should show a quantity of 520 mats: 5 mats per week x 104 weeks (2 years) = 520. You should perform this same calculation for each line item of the eBuy order. This "standing order" should not only cover your facility's rental item requirements for a 2-year period, but should also include a 10% contingency cost - per line item - for loss, damage, replacement, and so on.

You should contact your district or area eBuy representative to receive a logon ID and password. If you have access to the Postal Service Intranet, you must order through eBuy and can obtain an eBuy logon ID and password as follows:

If you do not have access to the Intranet, you should contact suppliers directly.

Before placing any order, you must contact those companies to complete a client profile. If you are a current Cintas or UniFirst client, you must contact those companies to reestablish service under the new contract. If you are not a current Cintas or UniFirst client, you may contact them to compare products and prices and subsequently establish service. The telephone numbers are:

When you place an eBuy order through a facility, management and funding approvals are performed electronically (no additional approvals are required). However, Postal Service facilities without access to eBuy must receive management and funding approval by using PS Form 7381, Requisition for Supplies, Services, or Equipment, before signing the client profile and placing the order with Cintas or UniFirst. It is your responsibility to monitor and track the declining balance of your standing order by using the eBuy requisition or the approved PS Form 7381.

The only document you may sign is the client profile created at the time of the order. Do not sign a rental agreement or any other document with a supplier - including Cintas and UniFirst - for mops, mats, shop towels, or uniforms.

Partnering Equals Big Savings for Postal Service

Supply Management, Network Operations, and Information Technology formed a partnership in which we competitively bid fueling services across the industry and put a system in place to track expenditures down to the penny.

Every year the Postal Service provides extra airlift to handle additional holiday season mail and packages. The fuel bill figures for the 2002 holiday season have been tabulated and show that the Postal Service spent $10 million for commercial jet fuel, which is $4 million less than it would have spent using previous buying methods. The calculations show that the Postal Service paid less than $1 per gallon for the fuel.

By sharing usage information with selected suppliers, we were able to eliminate inefficiencies throughout the fuel supply chain - both within the supplier's operations and within the Postal Service.

Fulfilling Corrugated PO Box Closure Orders

Effective June 1, 2003, Material Production and Distribution in Topeka, Kansas, will stop handling requirements for Corrugated PO Box Closures (PSIN numbers: 053-A, 053-B, 053-C, 053-D, 053-E, and 053-F). You must now order these items through the Postal Products Unlimited, Inc. catalog, which will soon be available on eBuy at http://ebuy.usps.gov/jsp/CO/Login.jsp (Please note that this URL is case sensitive.)

Postal Products Unlimited, Inc. has been approved with competitive pricing, and their items conform to Postal Service quality and brand management standards. The supplier anticipates that they will ship within 48 hours after receiving each order. They will ship all orders via First- Class Mail® service.

Postal Service clients with access to the Postal Service Intranet must place orders through the catalog on eBuy.
