NOTICE

Handling Requests for Using Postal Service Logos, Uniforms, or Trademarks in Motion Picture, Television, and Theatrical Productions

The Postal Service Licensing Group must review all requests for use of the United States Postal Service logo and other trademarks (collection box, mail truck, stamp, etc.).

Requests for uniforms do not need to be reviewed, if they will be portraying a member of the United States Postal Service. The law (18 USC §1730) allows uniforms to be used for film, television, or theater.

Requests for Using Trademark in Motion Picture, Television, and Theatrical Productions

If you receive a request for permission to use a Postal Service trademark in motion pictures, television, or theatrical productions, ask the requestor to compile the following:

1. Letter explaining the nature of the request.

2. Synopsis of the production.

3. Script pages (if Postal Service trademarked item will be featured, for example, a character puts letters into a collection box).

Requests for Purchasing Uniforms

If you receive a request asking for permission to purchase a uniform for a production, ask them to send a written request to the above address. The Postal Service Licensing Group will work with the Postal Service uniform coordinator to assist the production company in obtaining the uniform.

Note: 18 USC §1730, Uniforms of Carriers, reads as follows:

Whoever, not being connected with the letter- carrier branch of Postal Service, wears the uniform or badge which may be prescribed by the Postal Service to be worn by letter carriers, shall be fined under this title or imprisoned not more than six months, or both.

The provisions of the preceding paragraph shall not apply to an actor or actress in a theatrical, television, or motion-picture production who wears the uniform or badge of the letter-carrier branch of the Postal Service while portraying a member of that service.

Audrey Hepburn Commemorative Stamp

The Postal Service will issue a 37-cent Audrey Hepburn commemorative stamp (Item 454700) in a pressure- sensitive adhesive (PSA) pane of 20 stamps on June 11, 2003, in Los Angeles, California. The stamp, designed by Michael J. Deas, Brooklyn Heights, New York, goes on sale nationwide June 12, 2003.

This ninth stamp in the Legends of Hollywood series honors Audrey Hepburn, an actress remembered for her elegance and grace. Hepburn appeared in nearly 30 movies, often starring in romantic comedies but venturing into several dramatic roles as well. During the late 1980s and early 1990s she was particularly well known for bringing attention to humanitarian causes through her work as a goodwill ambassador for UNICEF. In 1992, Hepburn was awarded the Presidential Medal of Freedom and, in 1993, she received a Life Achievement Award from the Screen Actors Guild; that same year she was posthumously awarded the Jean Hersholt Humanitarian Award, an honorary Academy Award.

Stamp distribution offices (SDOs) will receive approximately one-half of their standard automatic distribution quantities for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute this commemorative stamp to Post Offices before June 6, 2003.

Additional Supply

Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the San Francisco APD will receive 1,400,000 additional stamps; the Chicago, Memphis, and New York APDs will each receive 960,000 additional stamps; and the Denver APD will receive 400,000 additional stamps.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. The Postal Service will issue five 37-cent Southeastern Lighthouses commemorative stamps (Item 454400) in a pressure-sensitive adhesive (PSA) pane of 20 stamps in five designs on June 13, 2003, in Tybee Island, Georgia. The stamps, designed by Howard E. Paine, Delaplane, Virginia, and illustrated by Howard Koslow, Toms River, New Jersey, go on sale nationwide June 14, 2003.

The Southeastern Lighthouses stamps commemorate five lighthouses spanning the coast from Virginia to southern Florida. These five structures - at Old Cape Henry, Cape Lookout, Morris Island, Tybee Island, and Hillsboro Inlet - typify the beauty and colorful history of the nation's lighthouses.

• Old Cape Henry Lighthouse, on the grounds of Fort Story in Virginia Beach, Virginia, was the first lighthouse constructed by the U.S. government and began protecting the southern mouth of the Chesapeake Bay in 1792.

• Cape Lookout Lighthouse is located on Core Banks along Cape Lookout National Seashore near Beaufort, North Carolina, and was activated in 1859.

• Morris Island Lighthouse, located at the entrance to the harbor of Charleston, South Carolina, began operation in 1876 on the site of an earlier lighthouse established in 1767 but destroyed during the Civil War.

• Tybee Island Lighthouse was built in 1773 on Tybee Island east of Savannah, Georgia. Marking the mouth of the Savannah River, this lighthouse continues to guide ships safely into Savannah harbor.

• Hillsboro Inlet Lighthouse was built under federal government contract in Detroit, Michigan, then erected and inspected before being shipped to its present location near Pompano Beach, Florida, where it was reassembled and activated in 1907. Today the Hillsboro Inlet light is visible from a distance of more than 20 miles.

Pictorial Cancellations Announcement

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post Office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

123.3222 Ordering Procedures

Ordering procedures for rubber and steel hand canceling stamps are as follows:

a. Complete PS Form 1567, Requisition for Rubber and Steel Hand Canceling Stamps (see Exhibit 11 on page 50). A separate PS Form 1567 is required for each supplier from whom items are being ordered. It must contain the name and the 10-digit telephone number of the person placing the order and must legibly specify the exact engraving in the appropriate field. See the Supplier Item and Pricing Chart in Exhibit 12 on page 52 for details on supplier names, prices, and item numbers.

b. Prepare a check or money order (attach these to PS Form 1567) payable to the appropriate supplier for the total amount of the order, or enter your Postal Service International Merchant Purchase Authorization Card (IMPAC) VISA credit card number and expiration date in block 11 of PS Form 1567.

c. Submit the completed PS Form 1567 and check or money order directly to the appropriate supplier at the address shown in Exhibit 12 on page 52.

d. The supplier will ship the items ordered about 30 days after receiving the order (60 days for orders from Hanley Postal Supply Co. Inc.). National Ordering Agreements for Elevator Maintenance

On May 1, 2003, the following three Ordering Agreements (OAs) for elevator maintenance were issued:

• Otis Elevator Company (266351-02-H-0440)

• Kone Inc. (266351-02-H-0441)

• Schindler Elevator Corporation
(266351-02-H-0442)

Originally awarded in July 2002, these agreements have been under revision since that time. Use of these agreements is mandatory for all Postal Service-owned or -leased facilities when the Postal Service is responsible for the elevator maintenance. Category Management Center (CMC) personnel will compete the requirements among these suppliers, and award will be based on price or price-related factors.

The 10-year agreements standardize and simplify our requirements by reducing the supplier base and allowing suppliers to implement new technological methods of elevator monitoring and preventive maintenance. This supply chain management initiative will reduce the cost of maintenance while improving performance issues over time. Delivery orders placed against the agreements will be 2-year terms with option periods available through the term of the OA.

Material Logistics Bulletin (MLB) CO-03-006, issued May 1, 2003, contains instructions for submitting requests to the Environmental and Maintenance Repair and Operating (MRO) supplies Category Management Center (CMC) for delivery orders against these agreements. Delivery orders issued against the OA may include billable repairs, per Postal Bulletin 21875 (9-1-94), as follows:

• Pay repairs under $2,000.00 locally via IMPAC credit card, or the vendor may invoice them against an existing contract if funds for repairs are included in the contract as a separate line item.

• Modify the delivery order for repairs between $2,000.00 and $10,000.00. The Environmental and MRO CMC will modify the existing agreement in order to comply with the Davis Bacon Act. You should also add funds at the time of modification if no funds for repairs currently exist on the delivery order.

• Send repairs over $10,000.00, any work that is an upgrade or modernization, or repairs over $2,000.00 for which there is no existing maintenance contract, to the appropriate facility service office (FSO), for solicitation of competitive offers.

You must submit your off-catalog eBuy requisition, along with attachments 2-4 contained in MLB CO-03-006. The requisition and attachments will be routed electronically through eBuy to the Environmental and MRO CMC. The MLB can be found at http://blue.usps.gov/purchase/root/depot.htm. Click Materials Logistics Bulletins on the left- hand side of the page and then click 2003. If you do not have access to a computer, you can obtain the MLB by calling National Materials Customer Service at 800-332-0317; select the option for "Operations and Materials Customer Service."

EBUY UPDATE

Forwarding Off-Catalog Requisitions to Supply Management

Since 2001, the approval and routing of "on-catalog" purchases have been done through eBuy, the Postal Service's web-based, self-service requisitioning process. Effective January 11, 2003, those with access to the Postal Service Intranet are required to enter "off-catalog" requisitions into eBuy as well. This process will replace the requirement to complete and print hard copies of PS Form 7381, Requisition for Supplies, Services, or Equipment.

eBuy users can choose to electronically route off-catalog requisitions to category management centers (CMCs) and purchasing service centers (PSCs) by one of two methods: either via ad hoc approval or by e-mail. Either method will reduce manual transactions and move the Supply Management organization toward the corporate goal of establishing a paperless requisition process.

To obtain documents outlining the two methods for off- catalog requisition routing, go to http://blue.usps.gov/purchase and click the "e-Req" icon (which soon will be available). Please note that it is important for you to read all of the documents in order to fully understand the off-catalog requisition routing process.

The e-Requisition (e-Req) Process

Since 2001, the approval and routing of "on-catalog" purchases have been done through eBuy, the Postal Service's web-based, self-service requisitioning process. Effective January 11, 2003, those with access to the Postal Service Intranet are required to enter "off-catalog" requisitions into eBuy as well. This process will replace the requirement to complete and print hard copies of PS Form 7381, Requisition for Supplies, Services, or Equipment.

The requisitioners will be able to electronically route their off-catalog requisitions to category management centers (CMCs) and purchasing service centers (PSCs). This process will reduce manual transactions and move the Supply Management organization toward the corporate goal of establishing a paperless requisition process.

To obtain documents outlining the off-catalog requisition process, go to http://blue.usps.gov/purchase and click the "e-Req" icon (which will soon be available). Please note that it is important for you to read all of the documents in order to fully understand the off-catalog requisition routing process.

You should contact your district or area eBuy representative to receive a logon ID and password. If you have access to the Postal Service Intranet, you can obtain an eBuy logon ID and password as follows:

From Internet Explorer (version 5.0 or higher), go to the blue page at http://blue.usps.gov and type "ebuy" in the address line and then hit the Return key. (The direct URL is http://ebuy.usps/jsp.gov/co/Login.jsp; note that this URL is case sensitive).

If you do not have access to the Intranet, you should continue processing your requisitions as you have been, per your individual office procedures using Form 7381, Requisition for Supplies, Services, or Equipment.
