STAMP ANNOUNCEMENT 03-17
The Postal Service will issue the nondenominated (25-cent value) American Eagle Presorted First-Class Mail® stamps in a pressure-sensitive adhesive (PSA) coil of 10,000 (Item 782100) on June 26, 2003, in Santa Clara, California. The stamps, designed by Tom Engeman, Brunswick, Maryland, go on sale nationwide June 27, 2003.
These Presorted First-Class Mail coil stamps feature an artistic rendering of a detail of the Great Seal of the United States. In his 1782 design, Charles Thomson, secretary of the Continental Congress, gave prominence to the American bald eagle. This majestic raptor, a native of North America, became a symbol of freedom as well as the emblem of our country. The designs for the stamps feature the head and outstretched right wing of the American bald eagle and a portion of the shield is on its breast, with the tip of the olive branch held in its right talon. The coil has 10 versions of the eagle - in gold, green, blue, red, and gray - that appear against a background of a contrasting color.

Stamp distribution offices (SDOs) requiring nondenominated Presorted First-Class Mail PSA coils of 10,000 will receive an automatic distribution quantity of Item 782100, as per their surveyed request. Master carton size is 10 coils.
Post Offices requiring quantities of Presorted First-Class Mail PSA coils of 10,000 must order them from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute this coil to Post Offices before June 23, 2003.
Philatelic centers requiring the American Eagle 10,000 stamp coil must order Item 782100 from their designated SDO using a separate PS Form 17.
Post Offices requiring additional coils must requisition them from their designated SDO using PS Form 17. SDOs requiring additional coils must order them from the appropriate accountable paper depository (APD) using PS Form 17.

The Postal Service will issue a souvenir sheet of the 37-cent Arctic Tundra stamps (Item 454500) on July 3, 2003, in Fairbanks, Alaska. The stamps, designed by Ethel Kessler, Bethesda, Maryland, and illustrated by John D. Dawson, Hilo, Hawaii, go on sale nationwide July 4, 2003. The souvenir sheet may not be split, and the stamps may not be sold individually.
The Arctic Tundra stamps are the fourth in an educational series designed to promote appreciation of North America's major plant and animal communities. The previous issuances in the Nature of America series were the Sonoran Desert (1999), Pacific Coast Rain Forest (2000), Great Plains Prairie (2001), and Longleaf Pine Forest (2002).
Coldest of the North American ecosystems, the Arctic tundra is a vast treeless region stretching across northern Alaska and Canada. There the soil is permanently frozen except for the surface layer, thawed by the summer sun, where plants take root. The frozen soil, or permafrost, keeps the surface layer moist by preventing water from seeping deeply into the ground. Summer days in the Arctic are long, but the growing season is short. Arctic plants have adapted to survive the cold and wind. Most grow close to the ground, many are evergreen, and all are frost hardy. Although there are no trees on the tundra, other plants flourish there: shrubs and herbs (nonwoody plants), sedges and grasses, lichens, and mosses.
The Arctic tundra provides habitat for diverse fauna, including mammals, birds, insects, and fish. Large mammals such as the musk ox, grizzly bear, and gray wolf are tundra inhabitants. The tundra serves as the calving grounds for caribou and also provides nesting sites for many species of migratory birds.
The stamp pane depicts an autumn tundra scene in the northern foothills of the majestic Brooks Range in Alaska. A description of the Arctic tundra and a numbered key to the artwork appear on the back of the pane, along with a corresponding list of common and scientific names for the 24 species.
Customers have 30 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, by telephone at 800-STAMP-24, and at the Postal Store Web site at www.usps.com/shop. Stamp distribution offices will not receive a separate quantity of this souvenir sheet for their authorized philatelic centers. Philatelic centers must be supplied their quantities from the initial automatic distribution made to SDOs.
Post Offices requiring additional souvenir sheets must requisition Item 454500 from their designated SDO using PS Form 17. SDOs requiring additional souvenir sheets must order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, each APD will receive additional souvenir sheets as follows: the San Francisco APD, 70,000; the Chicago and New York APDs, 68,000; the Memphis APD, 64,000; and the Denver APD, 28,000.
All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures. The Arctic Tundra souvenir sheet may not be split, and the stamps may not be sold individually.

The $15 Migratory Bird Hunting and Conservation stamp for the 2003-2004 season goes on sale at Post Offices nationwide July 1, 2003, and is valid through June 30, 2004. The Department of the Interior will formally issue the stamp at the National Postal Museum in Washington, DC, on July 1, 2003.
The Migratory Bird Hunting and Conservation stamp will be issued in two formats - the traditional gummed pane of 20 stamps (Item 332700) and a self-adhesive single stamp (Item 333000). The stamp in the self-adhesive version is the same size as in the gummed version and can be peeled from its carrier sheet. The carrier sheet is the size of U.S. paper currency and fits easily in cash drawers. Postmasters should order enough of Items 332700 and 333000 to meet the expected demand for this item by stamp collectors, conservationists, and hunters.
To allow postmasters to order the 2003-2004 Migratory Bird Hunting and Conservation stamps in quantities approximating customer demand, there is no minimum ordering quantity for either format. Postmasters should review their previous year's sales records to determine the appropriate number of the 2003-2004 stamps to requisition.
Postmasters must immediately send a separate PS Form 17, Stamp Requisition/Stamp Return, to their stamp distribution offices (SDOs) for enough Migratory Bird Hunting and Conservation stamps to last until February 29, 2004. Post Offices served by stamp service centers must follow their established ordering guidelines.
If the initial stamp supply is exhausted before February 29, 2004, postmasters must requisition additional quantities. Retail units with authorized philatelic centers should order both formats and have them available to meet philatelic demand. All postmasters and station managers must ensure that Migratory Bird Hunting and Conservation stamps are available to meet public demand.
SDOs will receive automatic distributions of both Item 332700 and Item 333000, Migratory Bird Hunting and Conservation stamps. Automatic distributions to SDOs are scheduled to begin May 1, 2003, and complete May 29, 2003. SDOs must not distribute stamps to Post Offices before June 23, 2003.
SDOs requiring additional gummed stamps (Item 332700) or additional self-adhesive stamps (Item 333000) must requisition them from the designated accountable paper depository using PS Form 17.
The Department of the Interior does not automatically distribute pamphlets on hunting regulations because migratory game bird laws vary by state. Direct all inquiries about hunting regulations to the state fish and wildlife agency or state department of natural resources. Do not forward to the federal U.S. Fish and Wildlife Service.

As a community service, the Postal Service offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.
People attending these local events may obtain the cancellation in person at the temporary Post Office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.
All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.
Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP + 4 code).
Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.
The following cancellations have been extended for 30 days.

ANNOUNCEMENT
The Bureau of Engraving and Printing (BEP), Department of the Treasury, unveiled the 2004 design for the new $20 bill on May 13, 2003. It will be released into circulation sometime in September of this year. The new bill includes increased security features to deter counterfeiting and added background colors. You can obtain more information from the BEP on their Web site at www.moneyfactory.com/newmoney.
The latest currency changes will require a reprofiling of the vending machine bill acceptors to accept the new bills in addition to all previous bills already in circulation. Self Service and Access Management is preparing for this reprofile and will be forwarding information and schedules as soon as vendors have their processes complete. We anticipate this effort beginning before the first week of July.

REMINDER
All postmasters and Postal Service employees are responsible for following current policies and procedures concerning registry/accountable cages.
Review Handbook DM-901, Registered Mail, and pay particular attention to section 72, Protection, which outlines the requirements concerning registry mail activities.
Use PS Form 1625, Record of Entry-Registry Section, to keep a daily record of all employees working in the registry cage.

REMINDER
Postmasters must keep an accurate inventory of all building keys and signed receipts for all assigned keys. Use PS Form 1628, Individual Key Record, to obtain signed receipts when keys are assigned.
You must conduct semiannual physical inventories on all building keys. Pay particular attention to master keys, exterior entrance keys, and special keys such as those for the registry cages, stamped envelope rooms, and employee record rooms.

EBUY UPDATE
Since 2001, the approval and routing of "on-catalog" purchases have been done through eBuy, the Postal Service's web-based, self-service requisitioning process. Effective January 11, 2003, those with access to the Postal Service Intranet are required to enter "off-catalog" requisitions into eBuy as well. This process will replace the requirement to complete and print hard copies of PS Form 7381, Requisition for Supplies, Services, or Equipment.
eBuy users can choose to electronically route off-catalog requisitions to category management centers (CMCs) and purchasing service centers (PSCs) by one of two methods: either via ad hoc approval or by e-mail. Either method will reduce manual transactions and move the Supply Management organization toward the corporate goal of establishing a paperless requisition process.
To obtain documents outlining the two methods for off- catalog requisition routing, go to http://blue.usps.gov/purchase and click the "e-Req" icon (which soon will be available). Please note that it is important for you to read all of the documents in order to fully understand the off-catalog requisition routing process.
You should contact your district or area eBuy representative to receive a logon ID and password. If you have access to the Postal Service Intranet, you can obtain a list of your district or area eBuy representatives as follows:
From Internet Explorer (version 5.0 or higher), go to the blue page at http://blue.usps.gov and type "ebuy" in the address line and then hit the Return key. (The direct URL is http://ebuy.usps/jsp.gov/co/Login.jsp; note that this URL is case sensitive). Once at the eBuy Welcome page, click Administrative Points of Contact.
If you do not have access to the Intranet, you should continue processing your requisitions as you have been, per your individual office procedures using Form 7381, Requisition for Supplies, Services, or Equipment.
