IMM REVISION

Size Requirements for Global Direct - Canada Admail

Effective February 19, 2004, the International Mail Manual (IMM) is revised to update certain size requirements for items mailed with Global DirectTM - Canada Admail service.

We will incorporate these revisions into the printed version of IMM 30 and also into the online version of the IMM, which can be accessed via Postal Explorer at http://pe.usps.gov.

Every item must meet size and weight requirements for its type. The size standards are as follows:

OPERATIONS REMINDER

Dispatch Instructions for International Letter-Post Mail and Parcel Post

Letter-post items (formally categorized as LC/AO) and parcel post (CP) items are two categories of international mail that can be similar in size, shape, and weight. However, the two categories have different mailing restrictions and requirements. When dispatching international mail to an International Service Center (ISC), the originating plant must not commingle letter-post items with parcel post items.

To ensure proper separation and dispatch, refer to the customs form attached to the package.

Letter-post items can be similar to small parcels and rolls (SPRs) in domestic mail and must not be confused with international parcel post mail, which has similar characteristics. Letter-post items weighing at least 16 ounces up to 4 pounds must bear a PS Form 2976, Customs Declarations CN 22 - Sender's Declarations. PS Form 2976 may be printed on green or white paper, and its alphanumeric barcode begins with "LC."

Parcel post items are generally heavier-weight packages, but some may weigh less than 1 pound. Each parcel post item must bear a PS Form 2976-A, Customs Declaration and Dispatch Note - CP 72. PS Form 2976-A is a multi-part form set, and its alphanumeric barcode begins with "CP" or "CT." The PS 2976-A form set must be affixed to the address side of the parcel and enclosed in PS Form 2976-E, Customs Declaration Envelope - CP 91 (plastic envelope). Note: Items paid at the parcel post rates must never contain a PS Form 2976.

Proper separations of these items are important because the Postal ServiceTM makes payment to the delivery postal administrations based on an item's category of mail. Furthermore, properly segregating LC items from CP items will eliminate rehandling and separation expenses at the ISC and, in some cases, may also reduce transportation expenses.

Columbia University Stamped Card

Stamp Announcement 04-04:  Columbia University stamped card. Copyright USPS 2003.

The Postal ServiceTM will issue a 23-cent Columbia University stamped card (Item 221500) on March 25, 2004, in New York, New York. The stamped card, designed by Tom Engeman, Brunswick, Maryland, goes on sale nationwide March 26, 2004.

The Postal Service commemorates the 250th anniversary of the founding of Columbia University with the issuance of a stamped card in the Historic Preservation series. First established as King's College by King George II of England in 1754, its name was changed to Columbia College after the Revolutionary War. Today, the college is officially known as Columbia University in the City of New York. The stamp art - a computer-generated design created by Tom Engeman - features the southern facade of Low Memorial Library. "250th anniversary" appears in the top-left corner of the stamp, and the type across the bottom reads, "Columbia University Low Memorial Library."

How to Order the First Day of Issue Postmark

Customers have 90 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post OfficeTM, by telephone at 800-STAMP-24, and at the Postal Store Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Distribution: 23-cent Columbia University Stamped Card, Item 221500

The 23-cent Columbia University stamped card (Item 221500) will be sold only at regular Post Office retail counters within the state of New York; at philatelic centers nationwide; and through Stamp Fulfillment Services (SFS) in Kansas City, Missouri. There will be no standard distribution to stamp distribution offices (SDOs) nationwide. Only SDOs serving the state of New York will receive this commemorative stamped card for subsequent distribution to Post Offices.

Initial Supply to Post Offices

To obtain an initial supply of the Columbia University stamped card, all New York Post Offices must immediately submit PS Form 17, Stamp Requisition/Stamp Return, to their designated SDO. SDOs must not distribute this stamped card to Post Offices before March 19, 2004.

Philatelic Requirement

Although sale of the Columbia University stamped card is limited to Post Offices in the state of New York, philatelic centers nationwide will receive this item for philatelic sale.

Additional Supply

Post Offices within the state of New York requiring additional Columbia University stamped cards must requisition them from their designated SDO using PS Form 17.

For fulfilling supplemental orders from Post Offices within the state of New York, the New York City SDO will receive 1,000,000 stamped cards; the Albany and Hicksville SDOs will each receive 600,000 stamped cards; the Buffalo and White Plains SDOs will each receive 500,000 stamped cards; the Flushing SDO will receive 400,000 stamped cards; and the Brooklyn SDO will receive 200,000 stamped cards.

For fulfilling supplemental orders from the New York SDOs, the New York accountable paper depository will receive an additional 600,000 stamped cards.

Philatelic centers nationwide requiring additional Columbia University stamped cards must requisition them from their designated SDO using PS Form 17.

Sales Policy

All Post Offices in the state of New York and authorized philatelic centers nationwide must acquire and maintain a supply of this commemorative stamped card as long as customer demand exists, until inventory is depleted, or until the card is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Cancellations Announcement

As a community service, the Postal ServiceTM offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post OfficeTM station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

The following cancellations have been extended for 30 days.

Passport Photos - AIC 241

On November 1, 2003, Accounting established account identifier code (AIC) 241, Passport Photo Service, for recording the sale of passport photo service. Previous to that date, AIC 123, Lobby Services Revenue, was used to record passport photo service. Please ensure that all passport application acceptance locations where photo service is offered are using the newly assigned AIC.

Passport Application Acceptance Rule Change

Beginning February 1, 2004, all persons who are not eligible to apply by mail must appear in person to apply for a passport. This includes all minor children under the age of 14 who previously were not required to appear. This requirement is another important step in preventing parents from abducting their children and taking them out of the country. Please be sure that minor children are present when the application is executed.

The application form, DS-11, Passport Application, has been revised to include this new requirement and other updated information. An initial supply of revised applications, along with a memo explaining the changes, will be arriving in the next few weeks. Once the new revised applications are received by acceptance facilities, destroy all previous versions.

Contract Awarded for Stretch Film - Tarheel Paper Company

On January 16, 2004, the Postal ServiceTM awarded a national contract (contract number 1CIEQU-04-Q-2526) to Tarheel Paper Company - a small business - for purchasing stretch film. Stretch film is used to wrap pallets of mail and to store and ship mail transportation equipment. Tarheel Paper Company is now the exclusive source for all stretch film. You may order stretch film via credit card or delivery order until the contract is available on eBuy, the preferred purchasing method.
