The Postal ServiceTM will issue a 37-cent, 2004 Olympic Games * Athens, Greece commemorative stamp (Item 456300) in a pressure-sensitive adhesive (PSA) pane of 20 on June 9, 2004, in Philadelphia, Pennsylvania. The stamp designed by Richard Sheaff of Scottsdale, Arizona, goes on sale nationwide June 10, 2004.

With the issuance of this stamp, the Postal Service continues its tradition of honoring the spirit of athleticism and international unity that the Olympic Games inspire. The stamp issuance is scheduled to coincide with the games of the XXVIII Olympiad to be held August 13-29 in Athens, Greece.

The first recorded Olympic Games took place in the Greek city of Olympia in 776 B.C., and they were held every 4 years for nearly 12 centuries. Beginning with a single footrace called the stade, the games grew to include other events such as boxing, javelin, and discus. In 2004, thousands of athletes from around the world will again return to historic Athens.

Created by Lonnie Busch of Franklin, North Carolina, the stamp art features a stylized depiction of a Greek runner and is reminiscent of the artwork on ancient Greek black-figure vases. The main figure appears in black; the same figure is repeated in red in front and behind the main figure. A classical design known as a meander or key pattern borders the top and bottom of the stamp. The Olympic rings appear below the denomination. Text along the bottom border reads, "2004 Olympic Games * Athens, Greece."

Distribution: Item 456300, 37-cent 2004 Olympic Games * Athens, Greece Commemorative Stamp

Stamp distribution offices (SDOs) will receive two automatic distributions of Item 456300, 37-cent 2004 Olympic Games * Athens, Greece commemorative stamp. The first distribution of approximately one-fourth the standard automatic distribution quantity for a PSA sheet stamp will be completed on May 13, 2004. The second distribution, also approximately one-fourth the standard automatic distribution quantity for a PSA sheet stamp, will be completed on May 27, 2004. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

From the initial shipment, SDOs will make a subsequent automatic distribution to Post Offices for one-fourth their standard automatic distribution quantities using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute stamps to Post Offices before June 3, 2004.

Philatelic Requirement

SDOs with authorized philatelic centers will receive an automatic distribution of these stamps in six positions for subsequent distribution to each philatelic window.

Additional Supply

The Postal ServiceTM will issue a 23-cent Harriton House stamped card (Item 221600) on June 10, 2004, in Bryn Mawr, Pennsylvania. The stamped card, designed by Carl T. Herrman of Carlsbad, California, goes on sale nationwide June 11, 2004.

The Postal Service commemorates the 300th anniversary of Harriton House with the issuance of this stamped card in the Historic Preservation series. A three-story T- shaped stone house with ornate features such as flaring eaves and tall brick chimneys, Harriton House is a remarkable example of a colonial-era Pennsylvania . The stamped card features a circa 1828 watercolor of Harriton House by William L. Breton, who is known for creating several watercolor views of the Philadelphia area during the 1820s and 1830s.

Customers have 90 days to obtain the first day of issue postmark by mail. The 23-cent Harriton House stamped card (Item 221600) will be sold only at regular Post Office windows within the state of Pennsylvania; at philatelic centers nationwide; and through SFS in Kansas City, Missouri. Only stamp distribution offices (SDOs) serving the state of Pennsylvania will receive this commemorative stamped card for subsequent distribution to Post Offices; however, there will be a philatelic quantity distributed to all other SDOs nationwide.

Initial Supply to Post Offices

To obtain an initial supply of the Harriton House stamped card, all Pennsylvania Post Offices must submit PS Form 17, Stamp Requisition/Stamp Return, immediately to their designated SDO. SDOs must not distribute this stamped card to Post Offices before June 3, 2004.

Philatelic Requirement

Although sale of the Harriton House stamped card is limited to Post Offices in the state of Pennsylvania, philatelic centers nationwide will receive this item for philatelic sale.

The Postal ServiceTM will issue a nondenominated (5-cent value), Sea Coast nonprofit stamp in a water-activated gum (WAG) coil of 3,000 (Item 782600) on June 11, 2004, in Washington, DC. The stamp designed by Phil Jordan of Falls Church, Virginia, and Illustrated by Tom Engeman of Brunswick, Maryland, goes on sale nationwide June 12, 2004.

The Sea Coast nonprofit stamp was previously issued on October 21, 2002, in a pressure-sensitive adhesive (PSA) coil of 10,000 (Item 781400); on March 19, 2003, in a WAG coil of 500 (Item 781800) and in a WAG coil of 10,000 (Item 782000); and on April 6, 2004, in a PSA coil of 3,000 (Item 782700).

Pictorial Cancellations Announcement

As a community service, the Postal ServiceTM offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post OfficeTM station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

New lobby signs coming! Why the exclamation point? Of course you're aware that new lobby signs arrive at all Postal ServiceTM retail units at the beginning of every new drive period, typically every three months. But in this case we're not talking about those point-of-purchase (POP) promotional signs. What we're talking about here is continuity menuboards - the panels displayed above or behind the retail counter in our full service lobbies. They're being replaced June 1. Better viewing for our customers! Better selling for us!

The term "continuity" refers to elements that are designed to be on display continually unless the rates and services they depict need to be updated. After much research and consumer input, we've created new blue menuboards with new graphic elements. These signs are easier to read and provide more details about our products and services - and the offerings are grouped in a more logical manner to better help our customers as they make their purchase decisions.

Look for the continuity signage kits to arrive at the end of this month. Some offices will get a new menuboard that promotes passport services, money orders, and more. Be sure to follow the planogram so customers can feast their eyes on our new menu ... boards beginning in June!

Follow the arrows Everything's up to date in your Post OfficeTM when you follow the arrows on your signage. They tell you when to put up the POP - and just as important, when to take it down. Be sure your POP is current. Tax time info still on display? It shouldn't be. Check out the Advertising website at http://blue.usps.gov/advertising for everything you wanted to know about retail POP - and much more!

Dog bite posters National Dog-Bite Prevention Week is May 16-22. In support of this campaign, posters are being sent to 10,000 retail units. There are two 18" by 24" posters - one intended for employees and the other for customer display. Both are titled, "The Usual Suspects," and depict dogs posing in a "lineup." However, please note the different messages intended for difference audiences.

The employee poster says, "Did you include me on the Dog Warning Card (PS Form 1778)?" This poster is intended for an internal audience and should be displayed near the carrier work floor. The customer awareness poster says, "Be a responsible pet owner - Your carrier will appreciate it." This poster should be displayed in the PO Box lobby.

Both posters should be removed at the end of the spring drive period, June 30.

FIRSTCLASS Sell them and you could win! The FIRSTCLASS

PHONECARDS PHONECARD® contest is now under way. From May 1 through May 28, Post Offices in each area will compete against each other to sell the most FIRSTCLASS PHONECARDS of any denomination. A grand prize will be awarded in each area - how about $1,000 worth of new appliances for your break room? Winning offices will be notified in mid-June.

Also coming to some offices - a new Global International Phone Card will be tested in select locations during June. These offices will receive an information sheet along with a counter display and a shipment of the new cards.

Let your customers know USPS® offers FIRSTCLASS PHONECARDS for sale - be sure they are displayed properly. Remember: A "mystery shopper" could be looking for them. Disks on display America Online (AOL) start-up disks will continue to be available in Post Office lobbies.

However, USPS personnel will no longer be responsible for assembling and stocking the displays. Under a new agreement that began April 7, AOL merchandise representatives will assume these duties. Managers of retail units should designate one location in the lobby for the display (preferably the writing table - the display should not be placed in the PO Box section).

AOL will continue to mail shipments of its CD-ROMs to USPS locations. Store them until an AOL merchandiser visits your office. This representative will:

• Request the box of AOL CD-ROMs.

• Record stock levels/replenish the supply/place reorders.

• Set up the new AOL display.

Stamps by Mail Effective July 1, Stamps by Mail® brochures will have a new

brochures in the Business Solutions Display (if your office has this display). Just a reminder to refer to Postal Bulletin issues 22120 (1-22-04) and 22121 (2-5-04) for ordering instructions and print deadlines to ensure you have enough brochures to keep your display fully stocked.

We're in the annual cycle of displaying the POW-MIA flag at Postal ServiceTM facilities on the following 6 specific days:

Armed Forces Day, the third Saturday in May

Memorial Day, the last Monday in May

Flag Day, June 14

Independence Day, July 4

National POW-MIA Recognition Day, the third Friday in September

Veterans Day, November 11

Note: If any of these days fall on a nonbusiness day, Postal Service facilities are required to display the POW-MIA flag on the last business day before the designated day.

The flag and its display at our facilities honor the sacrifices made by members of the armed forces held as prisoners of war or missing in action. Use the information below to order POW-MIA flags.

Ordering Instructions

In compliance with the law requiring the display of POW- MIA flags, the Material Distribution Center offers the following sizes of flags, which it orders from the General Services Administration.

Order a POW-MIA flag based on the size of your United States flag.

Special Goodyear Tire Sale

If you're planning to purchase tires soon, here's an opportunity for you to save money. Goodyear Tire and Rubber Company is offering discounts on tires sold by its company- owned stores (including Just Tires) twice a year. In May, Goodyear is extending these special discounts to Postal ServiceTM employees and retirees.

From May 13-17, 2004, Goodyear will offer Postal Service employees and retirees up to a 25 percent discount off the purchase of Goodyear brand auto and light truck tires. Special pricing will also be offered for tire balancing. These discounts will be available at Goodyear company-owned stores only - independent dealers will not be participating.

There are more than 726 Goodyear stores in 40 states. To locate a participating company-owned store near you, call 888-439-7786. You must have a Postal Service photo ID or other proof of employment to receive the discount. Make sure to call the toll-free number provided, as there are some parts of the country where Goodyear doesn't have company-owned stores.

Change in Supply Source for POS Tape

The following POS tape suppliers are no longer supplying POS receipt rolls to the Postal ServiceTM, effective March 29, 2004:

• Graphic Controls

• Maxwell

• NCR

• PSI Paper Systems

• Tufco

Ordering Through eBuy

If you have access to the Postal Service intranet, you must order through eBuy. Go to http://blue.usps.gov; under "Essential Links," click on eBuy. Once there, you can obtain an eBuy logon ID and password. If you can't, you should contact your district or area eBuy representative to receive a logon ID and password.

To order POS receipt rolls from the office supplies catalog (Boise), use item number P358. See also the article "POS Thermal Receipt Paper Rolls Now in Boise Office Solutions Catalog" in Postal Bulletin 22123 (3-4-04, page 95).

Ordering Through the Material Distribution Center (MDC)

If you do not have access to the intranet, you may contact Boise directly at 888-229-8777 to place your order after obtaining the proper approvals.

Additional Information

Whether you order through the MDC or eBuy, all orders will be sent to Boise. These rolls are blank, 3 1/8" x 3 3/16" x 273', single-ply rolls sold by the 50-roll carton for $55.79 (delivery included).

Additionally, these rolls are manufactured by American Products Distributors, a certified small, minority-owned company.

Cost savings resulting from this transition will range from $23.00 to $12.00 per carton depending on your previous vendor.
