Effective July 8, 2004, the International Mail Manual (IMM) and Publication 51, International Postal Rates and Fees, are revised to reflect changes in the conditions of mailing to the countries noted in this article.

The Postal ServiceTM will issue a 37-cent, Martin Johnson Heade, Giant Magnolias on a Blue Velvet Cloth commemorative stamp (Item 673100) in a pressure-sensitive adhesive (PSA) double-sided book of 20 on August 12, 2004, in Sacramento, California. The stamp, designed by Derry Noyes of Washington, DC, goes on sale nationwide August 13, 2004.

Inaugurated in 2001 with the Amish Quilts stamp pane, the American Treasures series showcases beautiful American fine art and crafts. The 2002 and 2003 issuances featured artwork by John James Audubon and Mary Cassatt, respectively.

For this fourth issuance in the American Treasures series, art director Derry Noyes chose Giant Magnolias on a Blue Velvet Cloth, a circa 1890 oil-on-canvas by Martin Johnson Heade. The painting is in the collection of the National Gallery of Art in Washington, DC.

How to Order First Day of Issue Postmark

Distribution: Item 673100, $7.40 American Treasures: Martin Johnson Heade, Giant Magnolias on a Blue Velvet Cloth, Double-Sided Booklet of 20 Stamps

Stamp distribution offices (SDOs) will receive approximately one-half the standard automatic distribution quantity for a PSA booklet. Distributions are rounded up to the nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic booklet distribution quantity using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute these booklets to Post Offices before August 6, 2004.

Philatelic Requirement

SDOs will not receive a separate quantity for their authorized philatelic centers. The philatelic centers must be supplied their quantities from the initial automatic distribution made to the SDOs.

Additional Supply

Post Offices requiring additional booklets must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the Chicago, Memphis, and New York APDs will each receive 400,000 additional booklets; the San Francisco APD will receive 320,000 additional booklets; and the Denver APD will receive 160,000 additional booklets.

Sales Policy

All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Cancellations Announcement

As a community service, the Postal Service™ offers pictorial cancellations to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time.

People attending these local events may obtain the cancellation in person at the temporary Post OfficeTM station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date.

All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).

Customers can also send stamped envelopes and postcards without addresses for cancellation, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial cancellation, the Postal Service returns the items (with or without addresses) under addressed protective cover.

Publication 197

Publication 197, Confirm User Guide, represents a complete technical reference, including how to use and generate PLANET (Postal Alpha Numeric Encoding Technique) Code® barcodes, how to participate in Confirm service, and how to send and receive data. Publication 197 also includes an extensive number of illustrations, charts, and tables presenting various specifications required for Confirm service.

Customers can obtain printed copies of Publication 197 at no cost by calling the National Customer Support Center at 800-238-3150, or they can contact their Postal Service account representative. WHAT'S IN STORE

So long Shrek Is your Post OfficeTM ogre-less? The new Summer/Fall drive period began July 1, which means the old signs of the Spring drive period - all those Shrek-related images - should be off your walls and just a memory by now. It's time for Summer/Fall drive period point-of-purchase (POP) elements. Put them up and keep them up through Oct. 31! Follow the planogram in your POP kit for proper placement.

Among the new elements for Summer/Fall are two signs that team up to promote Priority Mail® bundles. Be sure to hang them together so customers can see all four Priority Mail bundles lined up in a row. One sign includes information about Priority Mail bundled three ways: with Delivery ConfirmationTM service, with insurance, and with both insurance and Delivery Confirmation service. A separate sign features a fourth bundle: Priority Mail with Signature ConfirmationTM service. This one is aimed particularly at small-business owners, as are many of the other POP elements. This is a small-business drive period.

Also featured in the Summer/Fall POP is an element teaming the Postal ServiceTM with eBay. This sign encourages customers to save on business supplies and products by going to usps.com/ebay for the "Deal of the Week."

Show them your signs - and watch your sales grow!

Check the expiration date Stay in sync! It's important to keep your POP current so our customers get the same Postal Service retail message from coast to coast. An old sign left over from a long forgotten POP campaign puts you out of sync with everyone else. When you remove the signs promptly, you stay in sync with every other Post Office - and our customers get one, consistent message about our available products and services no matter which Post Office they visit.

Postmasters, station managers, and branch managers received a postcard reminding them of the importance of keeping POP current. Remember: Check the expiration date! Look for the up/down arrows at the bottom right corner of every POP sign. It tells you when to put up the sign - and when to take it down.

When in doubt, just follow the arrows!

New holiday closing sign A new holiday closing sign is coming to replace the one your office got in its Summer/Fall POP kit. The original cling sign, which was blue, had the wrong day of the week listed for Veterans Day. The new sign, which is red, reflects the correct information: "Thursday, November 11: Veterans Day."

Keep the original sign displayed until you receive your new one. Post Offices also will receive a writing table correction sticker. Instructions will be included in the packet. Expect the corrected POP elements to arrive at all retail units around July 12.

POP culture Want to brush up on all things POP - or continuity? Be sure to visit the Advertising Web site at http://blue.usps.gov/advertising to learn more about the Summer/Fall POP and the continuity menuboards - and why they are different but equally important to our sales efforts.

Also, don't forget to check out MessageMaker 2, which provides field advertising elements. Many of the Direct Mail pieces, such as postcards, clings, and signs, can be customized with information specific to your Post Office.

Expedited vs. express When it comes to passport processing, "expedited" and "express" don't mean the same thing. The Department of State charges a $60 fee, in addition to the regular passport fee, for the "expedited" processing of these important documents. Many customers assume this "expedited" processing includes Express Mail® service - but it doesn't. The fee only insures that the State Department will expedite the processing of the customer's passport application so that it's completed within 3 business days from the time the agency receives it.

In most cases, the expeditiously handled passports are mailed back to the customer via First-Class Mail® service. Be sure to let your customers know that the extra fee they are paying for expedited processing refers strictly to how the State Department handles their application. Encourage them to add Express Mail service to make the return of their passports even that much quicker - but, of course, they'll have to pay the additional Express Mail service fee.

Phone cards and flags Independence Day celebrations may be over but our "Salute to America" is still going strong. Please remind customers that when they buy any two phone cards - including both FIRSTCLASS PHONECARDS® and the new global cards that are available in select Post Offices - they can send away for a free indoor/outdoor American flag.

Important: Our FIRSTCLASS PHONECARDS are not activated until a customer purchases them. Therefore, the fear of theft should not prevent you from displaying these cards in your lobbies for customers to see. If theft does occur, just call 800-711-0428 to order more. It's important that customers have access to our FIRSTCLASS PHONECARDS and the new global cards. The cards should be displayed in their own merchandisers only. If you don't have a merchandiser, hang them on your slat wall.

Cobranded with eBay eBay plans to offer new Postal Service and eBay cobranded shipping supplies later this month. The newly designed Priority Mail boxes will come in three sizes. There's cobranded tape, too. With this new service, cobranded Priority Mail boxes can be ordered for delivery directly to an eBay member's . The new shipping materials can be ordered exclusively through eBay's Web site.

Interest Rate on Contract Claims

The Postal ServiceTM periodically publishes in the Postal Bulletin the interest rate payable on a claim decided in a supplier's favor, under the Contract Dispute Act of 1978. This rate also applies for late payments to suppliers under the Prompt Payment Act, as amended.

The interest rate effective for the 6-month period beginning July 1, 2004, and ending December 31, 2004, is 4.5 percent.

INSTALLATION HEADS/MAOS

Semiannual Review of Capital Records

The procedures for conducting a semiannual review of capital records are in Handbook AS-701, Material Management, Section 541.28, Internal Reviews. The policy requires either the installation head or material accountability officer (MAO) to conduct a semiannual internal review and evaluation of the status of property records and files.

If you are an installation head or MAO, you must complete the review and evaluation process by following these steps:

• Meet with delegated MAO assistants (if you have them) and discuss the material accountability background of the installation.

• Review the local standard operating procedures.

• Randomly select and inventory 10 percent of capital items and 10 percent of sensitive items.

• Review files and records to verify that those required by Handbook AS-701, Chapter 5, Asset Accountability, are being maintained.

• Review the past six property changes for the month to ensure that they have been properly verified.

Omega World Travel and Trip Manager Reservations

The transaction fee for the online booking of air travel reservations through Trip Manager is reduced to $7.50 per transaction, effective July 1, 2004. The new fee also applies to all Southwest Airlines call-in reservations made through Omega World Travel. Omega World Travel has an online help desk to assist travelers and travel agents with password resets, profile issues, and booking travel online. The telephone number for the online help desk is 888-301-8467 and the e-mail address is uspshelpdesk@owt.net.

Handbook F-15, Travel and Relocation, requires Postal ServiceTM employees to use a designated travel agency when booking official air travel. Omega World Travel is the Postal Service's current travel agency under this requirements contract. The contract ensures standardization of air travel, reporting, and safety issues for Postal Service employees. The contract also ensures compliance under the General Service Administration's (GSA) Airline City Pair Program, which provides travelers the benefit and flexibility of government fares. The program can be reviewed at www.gsa.gov; click on Services, then Travel, and then City Pair Program. The program offers many features that allow government employees flexibility in planning official traveI, including:

• One-way fare pricing that allows agencies to plan multiple destinations.

• No advance purchase requirement.

• No minimum or maximum stay requirement.

• Refundable tickets.

• No charge for cancellations or changes.

• Last seat availability.

The Airline City Pair Program is awarded each fiscal year and remains in place for the entire year. You can review carriers and pricing for any market at http://apps.fss.gsa.gov/citypairs/search/. The negotiated fare for the government under the Airline City Pair Program is not necessarily the least expensive fare in a market, but comes with the advantages listed above. The current pricing is effective until September 30, 2004.

Travelers and agents will not be able to obtain government fares for travel scheduled after October 1, 2004 (either via Trip Manager or through Omega World Travel), while the GSA negotiates contracts for FY 2005. Please inform travelers and agents not to book travel after October 1, 2004, until the GSA announces the awards and loads the rates into the reservation systems. The GSA will likely announce the award the first week of September.

New Contract for Integrated Pest Management Services

On July 21, 2004, a new contract for integrated pest management (IPM) services becomes effective. On April 21, 2004, the Postal ServiceTM awarded a national contract to Ecolab, Inc. (contract number 2CESER-04-Q-4463) for purchasing integrated pest management (IPM) services. Ecolab, Inc., is the exclusive source for all IPM services. IPM services include identifying pest infestations, controlling those infestations with short-term solutions (including the use of pesticides), and reducing or eliminating the causes of infestations with long-term solutions, such as structural modifications. You can order IPM services with a credit card until the contract is available on eBuy (some time before the end of FY 2004). We will publish an article in a future issue of the Postal Bulletin letting you know when the contract is available on eBuy.

The supplier will provide IPM services to Postal Service facilities in the 48 contiguous United States, Alaska, Hawaii, Puerto Rico, and the Virgin Islands, when the contract becomes effective on July 21, 2004. We will provide detailed ordering instructions in a future Material Logistics Bulletin.

If you need IPM services before the contract's effective date, you can get them immediately from Ecolab, Inc., by placing an "open market" order at the contract price. You may use Ecolab, Inc.'s, toll-free telephone number (877-ECOPOST) or e-mail address (uspspest@ ecolab.com) to place orders until eBuy ordering is operational. You will have to pay for open market orders with a credit card until the contract is effective.

If your facility has an existing contract that expires on or before October 1, 2004, you must let that contract proceed through its scheduled ending date. If your existing contract expires after October 1, 2004, you must exercise the standard 60-to-90 day termination option and contact Ecolab, Inc., to establish new service.

Postal Service Partnerships With Aerial Personnel Lift Suppliers

Background

The Postal ServiceTM formed strategic partnerships with two aerial personnel lift suppliers: Lift-A-Loft Corporation and JLG Industries, Inc. Both partnerships - formed in March 2004 - are potential 10-year contracts that will meet the Postal Service's present and future requirements for aerial lift technology. These partnerships will maximize parts interchangeability and increase standardization opportunities every time we purchase their equipment.

The aerial platform lift supply-chain initiative includes the following four categories of aerial lift equipment:

• Scissors platform lifts are commonly used in a variety of applications and normally can accommodate two workers with minimal horizontal reach.

• Boom/articulated boom lifts have increased horizontal reach.

• Narrow aisle/extended reach lifts have increased horizontal reach and a narrow aisle design.

• Vertical mast lifts are economical and can accommodate one worker with minimal horizontal reach.

Lift-A-Loft Corporation

The Lift-A-Loft Corporation contract (Contract No. 1CIEQU-04-Q-2900) covers the narrow aisle/extended reach lift category. The contract provides an average 15 percent savings over previously paid equipment pricing and a 5 percent discount on original equipment manufacturer (OEM) parts. The contract also requires that Postal Service ordering officials purchase all of their narrow aisle/extended reach lifts from Lift-A-Loft Corporation.

JLG Industries, Inc.

The JLG Industries, Inc., contract (Contract No. 1CIEQU-04-Q-2869) covers the scissors platform, boom/articulated boom, and vertical mast lifts categories. This contract provides an average 27 percent savings over previously paid equipment pricing and a 35 percent discount on OEM parts. The contract also requires that all Postal Service ordering officials purchase all of their scissors, boom, and vertical mast lifts from JLG Industries, Inc.
