DMM REVISION
Realignment of ZIP Codes: Revision to Destination Entry Exhibits
Effective with the changes in mail processing operations
announced in the article "DMM Revision: Labeling List
Changes" in Postal Bulletin 22133 (7-22-04, pages 11-13),
3-digit ZIP CodeTM prefixes 856 and 857 shifted for destination bulk mail center (DBMC) mailings from the Phoenix AZ
auxiliary service facility (ASF) to the Denver CO BMC; and
for destination area distribution center (ADC) mailings from
the Phoenix AZ ADC to the new Tucson AZ ADC.
These changes became effective July 22, 2004, and we
have incorporated them into labeling lists L004, L601,
L602, L603, and L605. Consistent with the change, Domestic Mail Manual (DMMTM) exhibits E650.5.1, E711.2.2, and
E751.1.3 are revised accordingly. Included in this revision
is the inclusion in exhibit E711.2.2 of the 3-digit ZIP Code
prefix 398 in the BMC Atlanta GA service area. This ZIP
Code prefix had been inadvertently omitted from this exhi-
bit. Also revised is Exhibit M045.5.1, which lists ZIP Code
areas of ASFs associated with their "parent" BMCs.
As stated in Postal Bulletin 22133, mailers are encouraged to make the related changes to their mailings immediately, and must comply no later than October 3, 2004.
We will incorporate these revisions into the printed version of DMM 59 and into the monthly update of the online
DMM available via Postal Explorer® at http://pe.usps.gov.

DMM REVISION
Business Reply Mail - New Online Application Option
Effective August 23, 2004, Domestic Mail Manual
(DMMTM) E150.2.0 and S922.2.2 are revised to provide
mailers with a new option to apply for a business reply
mail (BRM) permit. In addition to using the existing method
of applying on PS Form 3615, Mailing Permit Application
and Customer Profile, mailers may also apply online at
www.usps.com.
This online service will be available only for a limited
number of larger Post OfficesTM. Mailers can determine
which Post Offices the online application option will be
available for by logging on to www.usps.com/replymail and
entering the 5-digit ZIP CodeTM of the Post Office where
they want the BRM permit issued. Mailers seeking a BRM
permit for use at a Post Office not offering the online application option must continue to apply on PS Form 3615.
The online application will provide mailers with easy access and save them time. Mailers who apply for their BRM
permits online will also be required to pay the BRM annual
permit fee and the annual BRM accounting fee through the
online transaction. The online transaction will also provide
mailers with a BRM ZIP+4® code and electronic camera-
ready art copy of their BRM mailpiece. The camera-ready
art copy is used by mailers to print their BRM mailpieces.

2.0 AUTHORIZATION
[Revise 2.0 to read as follows:]
To participate in QBRM, a mailer must have a valid BRM
permit and pay the annual accounting fee. The following
conditions also apply:
a. Any mailer who applies for a BRM permit on Form
3615 must submit Form 6805 to the postmaster or
business mail entry manager at the Post Office to
which the QBRM pieces are to be returned. The
USPS reviews the Form 6805 and preproduction
samples provided by the mailer for compliance with
relevant standards. If the mailer's request is approved, the USPS issues the mailer an authorization
on the approved Form 6805.
b. Any mailer who applies for a BRM permit online (see
S922) completes an electronic version of Form 6805
as part of the online application approval process in
place of a printed Form 6805. The mailer is not required to submit preproduction samples when the
BRM permit is approved and issued online.

2.2 Application Process

The mailer may apply for a BRM permit using one of the following processes:
a. Form 3615. The mailer submits a completed Form
3615 to the Post Office issuing the permit and pays
the annual permit fee. If a completed Form 3615 is
already on file for the mailer at that office for other
permits, then the mailer must submit the annual permit fee and the USPS amends Form 3615 by adding
the BRM authorization.
b. Online. The mailer applies online at www.usps.com.
Online application is available only for BRM permits
issued for certain Post Offices, determined by logging on to www.usps.com/replymail and entering the
5-digit ZIP Code of the post office where the mailer
wants the BRM permit issued. If the online application option is not available for a 5-digit Zip Code, the
applicant must apply using Form 3615.
