Off to a good start: USPS finances are,
at the moment, in good order
A significant increase in mail volume and net income of
$1.7 billion helped the Postal ServiceTM report better-than-
expected first quarter results. Revenue of $18.8 billion and
expenses of $17.1 billion produced net income of $1.7
billion - down from $1.8 billion last year. Even so, revenue
grew by 3.2 percent in the first quarter.
USPS® Board of Governors Chairman James C.
Miller, III, said, "The Postal Service's finances are, at the
moment, in good order, and service to our customers is being provided at the highest levels in our history."
However, he offered a cautionary note, "With First-Class
volumes declining and costs increasing, the success management has achieved over the past few years cannot go
on forever. The Postal Service needs new tools to enable it
to deliver affordable, universal service to this country in the
years ahead."
In a related action, the Governors directed management
to prepare a filing with the Postal Rate Commission to
cover an escrow requirement of $3.1 billion resulting from
changes in the Postal Civil Service Retirement System
Funding Reform Act of 2003. The escrow must be established by Sept. 30, 2006.
Speedy delivery: Postal Service gets it
there F-A-S-T!
For the second straight year, the Postal Service reached
a 95 percent on-time performance score for overnight delivery of First-Class Mail® items. The assessment is measured independently by IBM Consulting Services.
This first quarter measurement of fiscal year 2005 also
cites 90 percent for two-day and 86 percent for three-day
delivery. This period included the holiday mailing season
and four back-to-back hurricanes, which brought great
transportation challenges. Residential Customer Satisfaction scores are steady at 93 percent for the third
consecutive year.
EXFC externally measures collection box to mailbox delivery
performance. EXFC continuously tests a panel of 463 ZIP CodeTM
areas selected on the basis of geographic and volume density from
which 90 percent of First-Class Mail volume originates and 80 percent destinates. EXFC is not a system-wide measurement of all
First-Class Mail performance.
Good opening round: PMG pleased with
new Pay-for-Performance program
PMG Jack Potter is pleased with the Postal Service's
Pay-for-Performance (PFP) program. In a recent article, The Washington Post said, "The first round of results is in
and Potter likes what he sees."
"People understand their goals," said Potter. "They recognize that their performance affects the outcome. People
are motivated to continue improving."
The article explained how Potter worked with employee
groups to replace the difficult to understand EVA program
with the new PFP - a scorecard for evaluating Postal
Service officials and adjusting their pay based on how well
they met the Postal Service's goals.
The new system is more data driven and based on
across-the-board objectives, the article said. That means a
postmaster in Maryland has the same performance goals
as a postmaster in Oregon.
USPS wants promotions and raises to be based on job
performance, Potter said in the article, "and the clearest
way is to have standardized performance measurements
throughout the country and take the subjectivity out of the
process as best we can."
The article also noted that USPS must continually strive
to create a safe workplace and lower injury rates. "It's not
about the Postal Service - it's about the employee," said
Potter.
Shining commitment to safety:
Jamestown, NY, Post Office earns OSHA
star for VPP efforts
Only the safest workplaces in the nation get it. And the
Jamestown, NY, Post Office got it - a "star" from the
federal government's safety experts.
An Occupational Safety and Health Administration
(OSHA) "star" recognizes a commitment to safety through a
Voluntary Protection Program (VPP) - a joint effort by
management, craft employees and union representatives
to identify and eliminate hazards in the workplace.
Currently, there are 20 VPP sites in the Postal Service.
The goal is to increase that number to 80 by the end of
fiscal year 2005.
"Doing something to get it done is one thing, but putting
your heart and soul into a project of this magnitude allowed
employees at Jamestown to see that their safety is our
number one objective," says Officer-in-Charge Norbert
Rzeszutek.
An OSHA team of inspectors spent four days in January
inspecting the Jamestown facility. OSHA cited as "exemplary" a peer-to-peer effort to identify safety issues and a
carrier route hazard report.
PostalPEOPLE powered: New HR
initiative underway
More than 3,800 Human Resources (HR) professionals
are using outdated systems that are paper driven, time intensive and create a significant manual workload - but not
for long. A new USPS initiative - PostalPEOPLE - is
streamlining, standardizing and automating the way HR
works.
Personnel Services is moving to a single HR Shared
Services Center (HRSSC) in Greensboro, NC, featuring
employee self-service and Internet access. This means
"one-stop shopping" for all employees to manage and conduct their personnel transactions.
Northland, Santa Ana and Triboro Performance Clusters
are the first sites to move personnel processes to the
HRSSC. In fact, Northland PC already has moved its
Executive and Administrative Schedule (EAS) vacancy
recruitment and selection process to Greensboro. Santa
Ana and Triboro will follow.
Plans call for moving the remaining 77 PCs to the new
HRSSC environment on a staggered schedule starting in
January 2006 and finishing in 2007.

Band of gold: The Postal Service nears
500,000 in sales
That's The Postal Service - the band. Their album,
"Give Up," is nearing half a million in sales, which will earn
them a gold record. Recording Industry Association of
America spokesman Jonathan Lamy expects the CD to go
gold within the month.
Musicians Benjamin Gibbard and Jimmy Tamborello
lived in different cities. They traded music tracks through
the mail and dubbed themselves `The Postal Service' in
homage to USPS.
Word of mouth generated the 2003 release's
sales. Industry insiders say the CD's success shows good
music can flourish without traditional marketing or a big
tour.

Flat out efficient: Getting the big picture
. . . with a smaller footprint
Get ready to broaden your viewpoint. Information
Technology is equipping USPS computer workstations with
17-inch flat-screen monitors that are easier on the eyes,
more energy efficient, less costly to support and save desk
space.
They will replace outdated CRT (cathode ray tube)
monitors - many of them out of warranty and failing at an
unacceptable rate.
"The industry is migrating to flat screens and so are we,"
says Chief Technology Officer Robert Otto. "When you look
at the size of the postal computing environment and the
number of monitors in use every day, the energy savings
and repair costs are a factor in moving to newer
technology."
Rollout is expected to begin later this month, with 17,000
being replaced during fiscal year 2005 and 20,000 replaced
each of the following two years. Special needs employees
will be among the first to get the new units. All monitors
eventually will be replaced.
Forum springs to action
The National Postal Forum (NPF) moves to its new
annual spring date this year. The 2005 Forum kicks off
Sunday, March 20, at Nashville's Opryland hotel and convention center. The four-day event will feature new symposiums, workshops and certificate programs. Postmaster
General Jack Potter will deliver the keynote address. For

Heavy-lifting vacations
U.S. postal inspectors saved USPS $1.2 million in worker compensation benefits when they arrested a former
employee who they observed on vacation and discovered a
mismatch with her worker's compensation claims. She had
stated that she did not have the stamina for daily work due
to job-related injuries.
The former manager of Business Customer Relations
was seen taking daily beach walks, and carrying a
40-pound scuba tank and two 10-pound weight belts on
land while scuba diving in Hawaii. And in Lake Tahoe, CA,
she took a seven-hour hike up Mt. Tallac trail to an elevation of 9,700 feet.

646 Semipostal Stamps
646.1 Definitions
646.11 Semipostal Stamps
The term semipostal stamp means a postage stamp that is
issued and sold by the Postal Service at a price that exceeds the postage value of the stamp. The stamp helps
provide funding for a particular cause.
646.12 Differential
The term differential means the difference between the
sales price of a semipostal stamp (as determined by the
Governors of the United States Postal Service) and the
First-Class Mail single-piece first-ounce rate in effect at the
time of purchase.
646.2 Offsets
The Postal Service determines its reasonable costs to implement statutes that authorize the Postal Service to issue
semipostal stamps. To the extent permitted by authorizing
statutes, the reasonable costs of the Postal Service are offset against the differential associated with each semipostal
stamp. The Postal Service retains any reasonable costs it
offsets under section 646.5. The Postal Service also retains
revenue from the sale of semipostal stamps that represents
the First-Class Mail single-piece first-ounce rate in effect at
the time of purchase.
646.3 Payments From the Sale of a Semipostal
646.31 Breast Cancer Research Stamp
The Postal Service pays the following agencies as follows:
a. National Institutes of Health (NIH). At least twice a
year, we pay NIH 70 percent of the difference between the amount of the differential associated with
the Breast Cancer Research semipostal stamp, and
the amount to recover any reasonable costs to the
Postal Service (see section 646.5 to determine reasonable costs).
b. Department of Defense (DOD). At least twice a year,
we pay DOD 30 percent of the difference between
the amount of differential associated with the Breast
Cancer Research semipostal stamp, and the amount
to recover any reasonable costs to the Postal Service
(see section 646.5 to determine reasonable costs).
Note: We specify how often we make payments in
Memoranda of Understanding with the NIH and
DOD.
646.32 Heroes Semipostal Stamp
The Postal Service pays the Federal Emergency Management Agency (FEMA) the differential associated with the Heroes semipostal stamp less an amount to recover the
reasonable costs of the Postal Service as determined by it
under section 646.5. Before transferring to FEMA any
amount becoming available from the sale of the semipostal
stamp over any period, the Postal Service ensures that it
has recovered the full cost incurred by the Postal Service in
connection with such semipostal stamp through the end of
such period. The Postal Service and FEMA execute a
Memorandum of Understanding that specifies the frequency of payment terms. The Heroes semipostal stamp was
withdrawn from nationwide sale on December 31, 2004.
646.33 Domestic Violence Program Semipostal
Stamp
The Postal Service pays the U.S. Department of Health and
Human Services (DHHS) the differential associated with
the Domestic Violence Program semipostal stamp less an
amount to recover the reasonable costs of the Postal
Service as determined by it under section 646.5. Before
transferring to DHHS any amount becoming available from
the sale of the Domestic Violence Program semipostal
stamp over any period, the Postal Service ensures that it
has recovered the full cost incurred by the Postal Service in
connection with such semipostal stamp through the end of
such period. Frequency of payment shall be specified according to the terms of a Memorandum of Understanding
executed with DHHS.
646.4 Cost Reporting and Estimation

646.42 Requirements
646.421 When to Report Costs
All offices listed in section 646.41 must report the cost information each month to the office of Accounting, Finance,
Controller. Send the report no later than 4 weeks after the
close of the period in which the costs were incurred. The
report should be sent via e-mail if possible.
646.422 Separate Reports
The report should identify the semipostal stamp to which
the costs incurred apply. Report the costs for each semipostal stamp separately.
646.423 Recordkeeping
Each office must maintain cost records for 1 year after the
date that sales end for the semipostal stamp to which the
costs incurred apply.
646.424 Local Promotional Events
Unless the office of Stamp Services grants an exception,
costs for promotional events of field offices must not exceed $3,000 and must be funded locally. Field promotional
expenses not exceeding $3,000 need not be reported pursuant to ASM 646.53(b)(1).
646.5 Policy to Offset Costs for Semipostal Stamps
The Postal Service's policy to offset costs for all semipostal
stamps, including the Breast Cancer Research semipostal
stamp, is set forth in sections 646.51 through 646.55.
646.51 Responsibility
Overall responsibility for tracking costs associated with
semipostal stamps will rest with the office of Accounting,
Finance, Controller. Individual organizational units incurring
costs will provide supporting documentation to the office of
Accounting, Finance, Controller.
646.52 Policy
Postal Service policy is to recover from the differential revenue for each semipostal stamp those costs that are determined to be attributable to the semipostal stamp and that
would not normally be incurred for stamps having similar
sales; physical characteristics; and marketing, promotional,
and public relations activities (hereinafter "comparable
stamps").
646.53 Procedure
a. For each semipostal stamp, the office of Stamp Services, in coordination with the office of Accounting,
Finance, Controller, shall, based on judgment and
available information, identify the comparable
stamp(s) and create a profile of the typical cost characteristics of the comparable stamp(s) (e.g.,
manufacturing process, gum type), thereby establishing a baseline for cost comparison purposes. The
determination of comparable stamps may change
during or after the sales period, and different comparable stamp(s) may be used for specific cost
comparisons.
b. Except as specified, all costs associated with semipostal stamps will be tracked by the office of
Accounting, Finance, Controller. Costs that will not
be tracked include:
(1) Costs that the Postal Service determines to be inconsequentially small, which include those cost
items that are less than $3,000 per invoice and
are not specifically charged to a semipostal
finance number.
(2) Costs for which the cost of tracking or estimation
would be burdensome (e.g., costs for which the
cost of tracking exceeds the cost to be tracked).
(3) Costs attributable to mail to which semipostal
stamps are affixed (which are attributable to the
appropriate class and/or subclass of mail).
(4) Administrative and support costs that the Postal
Service would have incurred whether or not the
Semipostal Stamp Program had been
established.
c. Cost items recoverable from the differential revenue
include, but are not limited to, the following:
(1) Packaging costs in excess of the cost to package
comparable stamps.
(2) Printing costs of flyers and special receipts.
(3) Costs of changes to equipment.
(4) Costs of developing and executing marketing and
promotional plans in excess of the cost for comparable stamps.
(5) Other costs specific to the semipostal stamp that
would not normally have been incurred for comparable stamps.
(6) Costs in section 646.55 that materially exceed
those that would normally have been incurred for
comparable stamps.
646.54 Differential Maximization
The Semipostal Stamp Program incorporates the following
provisions that are intended to maximize differential
revenues available to the selected causes. These include,
but are not limited to, the following:
a. Avoiding, to the extent practicable, promotional costs
that exceed those of comparable stamps.
b. Establishing restrictions on the number of concurrently issued semipostal stamps.
c. Making financial and retail system changes in conjunction with regularly scheduled revisions.
646.55 Other Costs
Other costs attributable to semipostal stamps but which
would normally be incurred for comparable stamps, would
be recovered through the postage component of the semipostal stamp price. Such costs are not recovered, unless
they materially exceed the costs of comparable stamps.
These include, but are not limited to, the following:
a. Costs of stamp design (including market research).
b. Costs of stamp production and printing.
c. Costs of stamp shipping and distribution.
d. Estimated training costs for field staff, except for special training associated with semipostal stamps.
e. Costs of stamp sales (including employee salaries
and benefits).
f. Costs associated with the withdrawal of the stamp
issue from sale.
g. Costs associated with the destruction of unsold
stamps.
h. Costs associated with the incorporation of semipostal
stamp images into advertising for the Postal Service
as an entity.
646.6 Sales Periods
646.61 Breast Cancer Research Semipostal Stamp
The Breast Cancer Research semipostal stamp will be sold
through December 31, 2005.
646.62 Heroes Semipostal Stamp
The Heroes semipostal stamp was withdrawn from sale on
December 31, 2004.
646.63 Domestic Violence Program Semipostal
Stamp
The Domestic Violence Program semipostal stamp may be
sold to the public for a period ending on or before
December 31, 2006. The office of Stamp Services determines the dates of the sales period.

NOTICE
New Examination Requirements for Automotive Technician, PS-7
Effective March 1, 2005, applicants must qualify on
Examination 943 and the new Examination 944 to establish
eligiblity for Automotive Technician. These new written examination requirements for the Automotive Technician,
PS-7, position will enhance the selection quality of our future Automotive Technician employees who play a critical
role in maintaining and repairing our vehicle fleet. Offices
will have a 6-month window (until August 31, 2005) to transition and open the exam and establish new Automotive
Technician registers.
Ordering Materials
Examiners can order the new Examination 944, directions for conducting the test, and scheduling package from
the Talent Acquisition Processing System (TAPS).

from the TAPS National Test Administration Center Library
at http://taps.usps.gov/TAPS.

REVISED FORMS
PS Form 8105-A, Funds Transaction Report, and PS Form 8105-B, Suspicious
Transaction Report
PS Forms 8105-A and 8105-B have been revised to
accommodate intelligent character recognition (ICR)
technology. ICR will ensure more efficient and accurate
data entry into the Postal Service'sTM anti-money laundering database. PS Forms 8105-A and 8105-B now have
data boxes into which customers and employees/contractors must record necessary information for certain
transactions involving the sale or redemption of money
orders and/or Sure Money®. Following are important
factors relating to the ICR-compatible forms:
• Since the forms are printed with special ink for the
scanning/imaging process, it is essential that all
offices maintain an adequate supply of original forms.
• All offices will automatically receive an initial supply
of ICR-compatible PS Forms 8105-A and 8105-B.
The initial supply will be shipped by First-Class Mail®
service beginning on March 7. All forms will be
shipped by March 21.
• Upon receipt of the ICR-compatible forms, all offices
must destroy all older versions of PS Forms 8105-A
and 8105-B and begin using the ICR-compatible
forms.
• Photocopied forms or forms printed from the Postal
Service Intranet cannot be used with the scanning
and imaging system. Offices should download forms
or make copies only in emergencies when original
forms are not available.
• Only the first 10 digits of each money order serial
number should be entered in the Money Order
Range boxes - do not enter the 11th number (check
digit).
• POS/IRT receipts should not be attached to the
forms.
Procedures for completing PS Forms 8105-A and
8105-B are explained in the Administrative Support Manual (ASM) section 229. Following are general guidelines for
completing the forms.
Completing PS Form 8105-A - Funds
Transaction Reports
This form must be completed for all purchases of money
orders and Sure Money with an aggregate total of $3,000 or
more, or encashment/redemption of money orders totaling
$10,000 or more by the same customer during the same
business day.
The following data elements must be completed on PS
Forms 8105-A:
1. Purchaser's name.
2. Purchaser's address (street, city, state, ZIP CodeTM).
3. Purchaser's date of birth.
4. Purchaser's Social Security number (or alien registration or passport or military identification).
5. Purchaser's photo identification (driver's license or
other government-issued identification).
6. Round-date stamp.
7. Inclusive serial numbers for money orders and/or
Sure Money.
8. Date of transaction.
9. Amount of transaction.
10. Employee/contractor signature certifying that photo
identification has been verified.
Employees/contractors must ensure that information
entered by the customer is legible.
Note: The following purchases/uses of money orders totaling $3,000 or more must be recorded on PS Form 8105-A:
• Purchases by federal/state/local law enforcement
(including postal inspectors) and other government
officials. Enter the agency's name and address in the
Customer Name and Address fields, and enter the
agency's Employer Identification Number (EIN) in the
Social Security number field. Enter the purchasing
official's date of birth and photo identification in the
corresponding fields on the form.
• Use of money orders to make official Postal Service
payments for goods and services. Enter the Post
Office name and address in the Customer Name and
Address fields. Leave the Social Security number
field blank. Enter the date of birth of the Postal
Service employee requesting the money order(s) in
the Date of Birth fields on the form. Enter the finance
number of the Postal Service facility in the Identification field.
Completing PS Form 8105-B - Suspicious
Transaction Report
This form must be completed when the employee/contractor believes a transaction to be suspicious in nature.
Various scenarios depicting possible suspicious transactions are presented in the Bank Secrecy Act (BSA) training
video. Federal law prohibits notifying the customer that a
suspicious report is being completed; therefore,
employees/contractors should complete PS Form 8105-B
immediately after the customer leaves the counter line.
The following sections of PS Forms 8105-B must be
completed:
1. Inclusive serial numbers of the money orders and
Sure Money sold.
2. Date of transaction.
3. Amount of transaction.
4. Round-date stamp.
5. Description of customer (male or female and
approximate age).
6. At a minimum, either box 1, box 2, or box 3 in the
Comments section must be checked. (Note: Any
combination of the three boxes may be checked.)
The following sections of PS Forms 8105-B should be
completed if available:
1. Any information identifying the customer (name,
address, identification).
2. Vehicle license number.
3. Express Mail® and other accountable mail tracking
numbers.
4. Additional identifying information about the customer,
such as height, weight, ethnicity, etc., should be
included in the `comments' section.
Note: Although POS/IRT receipts must not be attached to
PS Forms 8105-B, copies of Express Mail labels, photo
identification, and other pertinent documents may be
attached to PS Forms 8105-B.
Ordering ICR-Compatible Forms
Offices may order future supplies of the forms from the
Topeka Material Distribution Center (MDC) after March 8,
2005. Detailed ordering information will be included with the
initial supply of the forms.
Note: Before ordering from the Topeka MDC, you must be
registered to use touch tone order entry (TTOE). If you are
not registered, call 800-332-0317, select option 1, extension 2925, and follow the prompts to leave a message. (You
must wait 48 hours after registering before placing your first
order.)

Copies of the ICR-compatible forms are included on pages
12-15 of this Postal Bulletin. Offices should use copies of these forms only in emergencies when original forms are not available.
Discontinuing Old Forms
Offices must destroy all stock of previous editions of PS
Forms 8105-A and 8105-B after they receive their new
stock.
Submitting Forms
Offices must send completed forms to the address on
the bottom of the form on the same day the transaction is
conducted. Note: The forms are no longer submitted to the
St. Louis Accounting Service Center.

Garden Bouquet Stamped Stationery
The Postal ServiceTM announces the issue of the Garden Bouquet stamped stationery (Item 566294). This
product will go on sale at the Spring 2005 New York Postage Stamp Mega Event to be held at Madison Square Garden located at 4 Pennsylvania Plaza in New York City on
March 3, 2005. Distribution of the product to postal stores
will take place during March. Postal stores should place this
product on sale immediately upon receipt.
The prestamped stationery features a lovely bouquet of
pink roses and white lilacs set against a soft green background. Unusual die-cut edges highlight the floral elements
and lend a dimensional effect to the folded piece. An adhesive strip is attached at bottom edge for sealing, and each
sheet is imprinted with a matching Garden Bouquet stamp,
requiring no additional postage. Sold as a package of 12,
the Garden Bouquet stationery is a beautiful new addition
to the prestamped stationery product line.
How to Order the First Day of Issue Postmark
Customers have 90 days to obtain the first day of issue
postmark by mail. They may purchase new stamped
stationery at their local Post OfficeTM, by telephone at
800-STAMP-24, or through the Postal Store Web site at www.usps.com/shop. The stamped stationery should be

Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic Centers
Effective close-of-business March 31, 2005, all Post
OfficesTM, stations, branches, postal stores, vending outlets, and authorized philatelic centers must (1) withdraw the
stamp stock items and products listed below and their related vending and store-prepared stamp items from sale
and (2) prepare them for destruction. Submit items to destruction sites according to local established procedures,
under the guidelines in Handbook F-1, Post Office Accounting Procedures, subchapter 45, Destroying Stamp Stock.
Do not permit sales of the stamp stock items, products,
and their related vending and store-prepared stamp items
listed below at retail counters and outlets after March 31,

Pictorial Postmarks Announcement
As a community service, the Postal ServiceTM offers
pictorial postmarks to commemorate local events
celebrated in communities throughout the nation. A list of
events for which pictorial postmarks are authorized
appears below. If available, the sponsor of the pictorial
postmark appears in italics under the date. Also provided,
as space permits, are illustrations of those postmarks that
were reproducible and available at press time.
People attending these local events may obtain the
postmark in person at the temporary Post OfficeTM station
established there. Those who cannot attend the event,
but who wish to obtain the postmark, may submit a
mail order request. Pictorial postmarks are available only
for the dates indicated, and requests must be postmarked
no later than 30 days following the requested pictorial
postmark date.
All requests must include a stamped envelope or
postcard bearing at least the minimum First-Class Mail®
postage. Items submitted for postmark may not include
postage issued after the date of the requested postmark.
Such items will be returned unserviced.
Customers wishing to obtain a postmark should affix
stamps to any envelope or postcard of their choice,
address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for
sturdiness, and tuck in the flap. Place the envelope or
postcard in a larger envelope and address it to:
PICTORIAL POSTMARKS, followed by the NAME OF
THE STATION,ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed
below (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).
Customers can also send stamped envelopes and
postcards without addresses for postmark, as long as they
supply a larger envelope with adequate postage and their
return address. After applying the pictorial postmark, the
Postal Service returns the items (with or without
addresses) under addressed protective cover.
The following postmark has been extended for 30 days.
