HANDBOOK PO-102 REVISION
Web Vending Activity Reporting System
Effective March 3, 2005, Handbook PO-102, Self Service Vending Operational and Marketing Program, has been revised
to incorporate the Web Vending Activity Reporting System (Web VARS). Chapter 7, Reporting, has been completely rewritten
to support the new vending tracking program. Discard pages 91 through 102 and replace with this revision.
Web VARS is an online database that uses real-time tracking of product sales and provides information about location,
district, area, and national vending activities. The database stores sales information, hours spent supporting vending equipment, equipment type, equipment location, and information on servicing employees.
Web VARS has varying authorization levels. The authorization that is granted is determined by user role. Permission to
access Web VARS is granted through completion of an eAccess application. The approving supervisor grants the access
level. The Internet address for Web VARS is http://WebVARS.usps.gov.
We will incorporate these revisions into the next printed edition of Handbook PO-102 and into the online version accessible on the Postal ServiceTM PolicyNet Web site:

71 Web Vending Activity Reporting System (Web VARS)
711 Purpose
In 1986, a nationwide computerized reporting system for the vending program became operational. The original name for this
system was the Vending Equipment Inventory System (VEINS). In 1988, this system became the Vending Equipment Service
System (VESS). In 2005, the Web Vending Activity Reporting System (Web VARS) was deployed to replace Vending Equipment Service System (VESS).
Web VARS is an online database developed by the Wilkes-Barre Information Systems Solutions Center (WBISSC). Web
VARS tracks data related to USPS vending activities, including equipment inventories, product sales, costs, and maintenance. Web VARS is an effective management tool that tracks costs in relation to sales. The system is maintained at the
Eagan Computer Operations Center.
In Web VARS, information is available about location, district, area, and national vending activities. The Web VARS database
stores vending sales information, hours spent supporting vending equipment, equipment type, equipment location, and information on servicing employees. User options include data entry, administration, broadcast messaging, and reports.
712 Procedures
Data entry users are required to input data monthly. Timely and accurate updating of Web VARS is critical to the integrity of
Web VARS. Employee compliance with these requirements will be monitored.
713 Requesting Web VARS Access
Permission to access Web VARS is granted through completion of an eAccess application. The approving supervisor grants
the access level.
At this time, only data entry users who report to the district level or above can use Web VARS. Local servicing employees are
not authorized to use Web VARS. Local servicing employees will be granted access at a future date.
Note: A VESS logon cannot be used in Web VARS.
Web VARS has unique authorization levels according to user role.

Use the following steps to request access to Web VARS:
Step 1: At the Blue Page, type "eAccess" in the address line and press enter.
Step 2: Type your user ID (ACE logon ID), 8-digit employee ID (found on the top of your paycheck), or Social Security number in the box on the left side of the screen.
Step 3: Click on Next.
Step 4: Select Request Access.
Step 5: Scroll to the bottom of the page and click on Next.
Step 6: Type WebVARS in the box and click on Search.
Step 7: Double-click on Web VARS Application.
Step 8: Complete Request Details.
Step 9: Select the appropriate access level.
Step 10: Designate the appropriate approving manager, and click on Next.
Step 11: A request summary is provided for your review. If there are errors, you can make corrections by repeating steps 8
and 9.
Step 12: Scroll to the bottom of the page and select Submit Request.
714 Accessing the Web VARS Database
At the Blue Page, type "WebVARS" in the address line or type the Internet address http://WebVARS.USPS.gov. The following
screen will appear:
a. Web VARS Welcoming Screen
Click on Web VARS at the bottom left side of the screen to open the logon screen.
b. Web VARS Login Screen
Step 1: Enter your user ID in the login block.
Step 2: Press tab or move cursor to the Password block.
Step 3: Enter your password.
Note: Password is case sensitive.
Step 4: Press enter or click on login. You will then see the US Government Official Use Only Screen.
Step 5: Please take the time to read this information.
Step 6: If you agree, click on "I agree with these conditions".
Step 7: The Web VARS Screen will appear. The Screen is where you select the area of Web VARS you
want to access.
Note: The system will time out after 15 minutes of inactivity. Unlike VESS, you are required to start over at the login
screen. The system does not permit you to return to the previous screen.
715 Exiting Web VARS
To exit Web VARS, select Logout in the upper right hand corner of any screen.
716 Problems with Web VARS
If you discover software issues or have problems with Web VARS, there is help available. For problems with Web VARS
and/or Web VSADP (for example, software, database, configuration, or data problems), call the Customer Support Help Desk
at 1-800-877-7435 to initiate a "Remedy Ticket". The Customer Support Help Desk is available 24 hours a day, 7 days a
week.
To request help, use the following steps:
Step 1: Call 1-800-877-7435.
Step 2: Identify your application (Web VARS or Web VSADP).
Step 3: Identify the developer of the software. For Web VARS and Web VSADP, the software developer is Wilkes Barre,
IBSSC.
Step 4: Ask for a Remedy Ticket and be transferred to the appropriate group.
Note: The appropriate group will depend on your specific problem or software.
• Application problems (software, program issues) will be assigned to the Wilkes Barre IBSSC.
• Database DB2 Problems go to Raleigh DBSS BB2.
• eAccess/Active Directory problems go to the Raleigh eAccess Team.
• Server problems go to the Middleware Support Team in Eagan.
Step 5: You will need to identify the severity of your problem, which is based on the impact to you or the Postal Service.
• Severity 1 = Critical Impact - problem needs to be resolved within 4 hours.
• Severity 2 = High Impact - problem needs to be resolved within 24 hours.
• Severity 3 = Minimal Impact - problem needs to be resolved within 3 calendar days.
• Severity 4 = Customer Request - problem needs to be resolved within 10 calendar days.

The Vending Activity Reporting System User Guide is designed to provide a detailed explanation of the purpose of Web

on how to use Web VARS and other reporting systems relating to vending. Chapters 1 through 7 of the User Guide are dedicated to Web VARS. Additional chapters address other systems related to vending.

Increase in passport fees
The U.S. Department of State has announced a $12 passport fee increase to help pay for
security enhancements. Effective March 8, the new total fee payable to the Department of
State will be $67 for applicants age 16 and older and $52 for children younger than 16 years.
Updated Form DS-11, Passport Application, and Form DS-82, Application for Passport by Mail,
can be ordered from the MDC by calling 800-332-0317. The forms are also available on the
Department of State Web site at www.travel.state.gov.

Robots: The Movie, which opens March 11. The standee for NetPost®
CardStore invites customers to create customized cards on their computers
via usps.com/cardstore. The poster promotes Hold Mail service. Keep
them on display until April 30.
What's the connection with the Postal Service, you ask? The animated film has
a character called Odis, a talking mailbox. That's him in the upper left corner of
the poster and standee.
Why is March 31 important?
That's the day your New Year POP materials come down and the Spring POP goes up. What's
the focus for spring? Growing revenue through ReadyPost® shipping supplies, postal money
orders, passports, and Post OfficeTM Boxes. And to make sure we're promoting the right products
in the right place, "segmented" POP kits are being distributed. For example, if your offices accept
passport applications, you'll get POP elements to support this. All Post Office locations will
receive POP signage to promote Priority Mail® bundles.
