DMM REVISION
Labeling List Changes
Effective June 9, 2005, Mailing Standards of the United
States Postal Service, Domestic Mail Manual (DMM®)
Labeling Lists L001, L004, L007, L008, L606, and L801 are
revised to reflect changes in mail processing operations.
Mailers are encouraged to label according to these revised
lists immediately, but must comply with these changes no
later than August 21, 2005.
We will incorporate these revisions into the next printed
version of the DMM and into the monthly update of the
online DMM available via Postal Explorer® at
http://pe.usps.gov.

DMM REVISION
Parcel Return Service - Revised Format for Return Delivery Unit Labels
Effective June 9, 2005, Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 709.5.1.9 is
revised to clarify the required frequency of pickup for Parcel Return Services (PRS) mail. In addition, new PRS label elements
are described in DMM 709.5.4.4, and new PRS label examples are displayed in DMM 709.5.4.5. Minor text changes are
made to other sections as listed below.
This revision clarifies the terms under which the Postal ServiceTM will enter a service agreement with PRS customers, and
the label format changes provide a consistent standard for label design. PRS pieces will no longer be addressed for delivery
at specific return delivery units (RDUs), but will instead contain a unique ZIP CodeTM assigned to the agent that will allow local
units to determine the proper handling of the mailpieces.
We will incorporate these revisions into the next printed version of the DMM and into the monthly update of the online
DMM available via Postal Explorer® at pe.usps.com.

5.0 Parcel Return Services
5.1 Basic Information

5.1.4 Customer Mailing Options
Returned parcels must be mailed within the service area of the post office shown in the customer's return address on the
label. They may be deposited at:

5.1.9 Pickup Schedule

Parcels must be retrieved on a regular schedule: from RBMCs, at a minimum of every 48 hours excluding Sundays and
USPS holidays; and from RDUs, at a minimum of once every 7 days unless more frequent pickups are deemed necessary by
the Postal Service. Permit holders or their agents will be required to set up a recurring or standing appointment to retrieve
PRS parcels. If the permit holder (or agent) already has existing appointments to deliver Parcel Select parcels to a destination
bulk mail center or destination delivery unit that meet these standards, those same appointments can be used for retrieving
PRS parcels.

directly below the Parcel Return Service line.

DMM REVISION
Destination Sectional Center Facility Discounts for Nonletter-Size Periodicals Entered
at a Destination Delivery Unit
Effective June 9, 2005, the Postal ServiceTM is revising
Mailing Standards of the United States Postal Service,
Domestic Mail Manual (DMM®) 707.28.3.2 to specify when
publishers may claim destination sectional center facility
(DSCF) discounts for nonletter-size Periodicals mail in
5-digit bundles that they are depositing at a destination delivery unit (DDU). This revision addresses situations where
publishers deposit 5-digit bundles at the DDU and the
Postal Service generally is not sorting that mail to carrier
routes on automated flat-sorting equipment.

28.3.2 General Eligibility

Addressed pieces meeting the standards in 28.1 and 28.3
are eligible for DSCF discounts, as follows:
a. For letter-size and nonletter-size pieces, when the
mailer deposits the pieces at an SCF (or USPS-
designated facility) and the pieces bear addresses
for delivery within the service area of the facility,
including when part of a 3-digit scheme combination
in L008.
b. For nonletter-size pieces only, when the mailer
deposits 5-digit bundles at the destination delivery
unit (DDU) (i.e., the facility where the carrier cases
mail for delivery to the addresses on the pieces) and
the 5-digit bundles are in or on the following types of
containers:
1. In a merged 5-digit scheme or merged 5-digit
sack.
2. On a merged 5-digit scheme, merged 5-digit, or
5-digit scheme pallet.
