International MailIMM AND PUBLICATION 51 REVISIONS Suspension of International Economy Mail Services

Effective June 23, 2005, all international economy mail services to Bahrain, Kuwait, Oman, and Qatar are suspended due to a lack of surface transportation. This suspension will remain in effect until further notice. However, this suspension of service does not affect International Surface Air Lift® (ISAL®) mail. Postal ServiceTM facilities must return to the sender all international economy mail (except ISAL mail) addressed to Bahrain, Kuwait, Oman, and Qatar and endorse it "Service Temporarily Suspended." Customers may file an application for a refund of postage at their Post OfficeTM or retain the item for mailing once service resumes (see Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 604.10). We will incorporate these revisions into the printed version of International Mail Manual (IMM) 32 and into the next printed version of Publication 51, International Postal Rates and Fees, and also into the online versions of the IMM and Publication 51, both of which can be accessed via Postal Explorer® at http://pe.usps.gov.
