Labeling List Changes
Effective July 7, 2005, Mailing Standards of the United
States Postal Service, Domestic Mail Manual (DMM®)
Labeling List L009 is revised to add two residual Periodicals consolidation processing centers. Please note: while
this is an out-of-schedule label list change article, the "must
comply" date is the same as the one that will be associated
with the next regularly scheduled labeling list changes
article. Mailers are encouraged to label according to this revised list immediately, but must comply with these changes
no later than October 16, 2005.
We will incorporate these changes into the monthly update of the online DMM available via Postal Explorer® at http://pe.usps.gov.

DMM REVISION
Pallet Labels
Effective July 7, 2005, we are revising Mailing Standards of the United States Postal Service, Domestic Mail
Manual (DMM®) 705.8.6.3 to let mailers use a minimum of
12-point type when printing origin office information on barcoded pallet labels. The Postal ServiceTM needs to know
the office of origin when mail preparation problems occur.
This information must be legible, but it is not necessary to
use a type size as large as that needed for the destination
line and contents line. By reducing the required type size of
the origin entry line, we allow mailers more space on pallet
labels for printing barcodes and other information.
The Postal Service publishes and updates requirements
for pallet label barcodes on the Rapid Information Bulletin
Board System (RIBBS) Web site. Mailers can access the
latest specifications at http://ribbs.usps.gov. Under "RIBBS Links" in the left-hand column, click on FAST/Surface Visibility, then Click Here for Additional Information in the Document Repository. The document repository link provides
updated information under the selection Mailer Placard
Spec.

8.6.3 Lettering
[Revise 8.6.3 to read as follows:]
Lettering for required information on pallet labels must be at
least 1/2 inch high (or at least 48-point type). Exception:
When customers apply postal-specified pallet barcodes to
pallet labels, the lettering for the required information on
line 3 (origin line) must be at least 1/8 inch high (or at least
12-point type).

DMM REVISION
Preparation of Bundles on BMC Pallets
Effective July 7, 2005, we are revising Mailing Standards of the United States Postal Service, Domestic Mail
Manual (DMM®) 705.8.5.11 to give mailers the option to
secure bundles with two or more bands when placed on
bulk mail center (BMC) pallets.
This alternative to shrinkwrapping is possible because
bundles on BMC pallets are now almost entirely processed
on the Small Parcel and Bundle Sorter (SPBS) and Automated Package Processing System (APPS). This revision
benefits mailers and the Postal Service by moving more
bundles onto pallets.

8.5.11 Bundles on Pallets
In addition to 8.5.7 through 8.5.10, bundles on pallets must
meet the following standards:

a. Except as noted in 8.5.11b, mailers must secure
bundles up to 1 inch in height (thickness) with shrinkwrap or with banding placed at least once around the
girth.
b. All bundles placed on BMC pallets must be secured
with at least two bands, with shrinkwrap, or with
shrinkwrap plus one or more bands.

Last year we consolidated the three rates and classification service centers (RCSCs) and the nonprofit service
center into one unit, the PCSC. By changing our business
model, we can provide consistent application of Postal
ServiceTM rates and mailing standards for customers. We
also provide one source for mail classification decisions,
one staff, and one-stop shopping for customers and field
employees with rate application and mail eligibility
questions.
The new PCSC provides pre-production rulings on rates
for proposed mailings, giving mailers increased confidence
in planning and budgeting for future mailings. For more information about the PCSC, visit the Postal Explorer® Web
