NEW MANAGEMENT INSTRUCTION

Electronic Messaging (e-mail)

Management Instruction (MI) AS-870-2005-2, Electronic Messaging (e-mail), is now available.

This MI, which replaces MI AS-840-2004-2 of the same name, updates Postal ServiceTM policy, standards, and guidelines regarding use of Postal Service e-mail.

The Postal Service manages its electronic messaging environment in a manner consistent with best industry practices to facilitate communication within the Postal Service community and with its customers and suppliers, to ensure the security and integrity of that environment, to comply with all e-mail policies, and to streamline the development and support of electronic messaging applications throughout the organization.

This MI applies to all Postal Service employees, contractors, and third parties authorized to access Postal Service information resources. For the purpose of this MI, third parties are persons or organizations not contracted to the Postal Service that have an approved requirement for access to Postal Service information resources.

This instruction applies to computers, office automation systems, software, and hardware installed or used in the Postal Service to support the electronic messaging environment and to any related administrative activities. It also applies to all e-mail-enabled applications and stand-alone hand-held devices.

NOTICE

FAST Launches National Deployment

The Facility Access and Shipment Tracking (FAST) system national deployment to replace the Drop Shipment Appointment System (DSAS) begins this week. The phased deployment starts in the New York Metro Area with all areas phased in over the next 5 months.

Once a facility begins accepting drop shipment appointments in FAST appointments, it will no longer accept new appointments in DSAS. Please refer to RIBBS at http://ribbs.usps.gov; click FAST/Surface Visibility, to obtain the complete FAST deployment schedule.

FAST Customer Readiness

Customer Registration in PostalOne!

DSAS logon IDs will not work with FAST. All drop shippers, including those who make appointments by telephone, must register for a FAST ID through PostalOne! at www.usps.com/postalone. Those customers who already have a PostalOne! account and also need access to FAST must register by calling the PostalOne! Customer Care Center at 800-522-9085. Detailed instructions on the FAST/PostalOne! registration process are available on RIBBS.

Customer ID Activation

All FAST customer IDs were activated on July 5. Customers must log on to FAST between July 5 and July 12 to change their passwords. FAST IDs that are not utilized within 7 days of issue will become inactive and require a call to the PostalOne! help desk for activation. For those customers who register after July 5, IDs must be utilized within 7 days of issue as described above.

Recurring Appointment Submission

All drop shippers who currently have recurring appointments must reapply using PS Form 6241, Recurring Appointment Request, available at http://www.usps.com/forms/allforms.htm; click on PS Form 6241 (PDF). It is recommended that recurring appointment requests be submitted to the Postal ServiceTM 3 weeks before the facility's scheduled start date. Due dates for recurring appointment request submissions are shown in the FAST deployment schedule posted on RIBBS.

FAST Customer Training

FAST customer training was offered nationally throughout May and June. However, additional sessions are being scheduled in July and August. The training registration form may be downloaded from RIBBS. Please e-mail any questions about FAST Training to FAST_Training@usps.gov.
