option to print shipping labels on the Click-N-Ship® Web site at usps.com/clicknship.
This new option offers customers the ability to pay and print international
labels with customs forms online through a single transaction. This international
shipping option is available for Global Express Mail® (GEM®),
Global Priority Mail® (GPM), and Global Airmail® parcel post (GAPP)

Briefing Article
Beginning November 2, 2005, Postal
Service customers will have the ability to pay postage and print GPM and
GAPP labels online through a single transaction on the Click-N-Ship Web
site at usps.com/clicknship.
These new international online shipping
labels combine mailing information with customs forms, thereby eliminating
the need for a separate customs form (either PS Form 2976, Customs
Declaration CN 22 - Sender's Declaration (green label), or PS Form
2976-A, Customs Declaration and Dispatch Note - CP 72).
Already available on the Click-N-Ship
Web site is a GEM shipping label, which eliminates the need for PS Form
2976 or 2976-A and for Label 11-B, Express Mail Mailing Label - Post
Office to Addressee.

Beginning November 2, 2005, the
Postal Service will offer customers the ability to pay postage and print
GPM and GAPP shipping labels online through the Click-N-Ship Web site
at usps.com/clicknship. Each of these new international online
shipping labels combines mailing information with a customs form, thereby
eliminating the need for a separate customs form (either PS Form 2976
or PS Form 2976-A). The online GEM shipping label eliminates the need
for a separate customs form as well as for Label 11-B.
Customers receive many benefits
when they choose to use the international shipping label option through
the Click-N-Ship Web site:
• Convenience: Customers
will be able to schedule free Carrier PickupTM service when they print
international postage and customs forms online.
• No Extra Forms Needed:
Customers will be able to pay for postage and fill out a customs
form through a single online transaction. The shipping label prints with
customs information.
• No Guess Work: When
customers fill in their shipping information, they are directed to use
the correct online customs form for their mailpiece.
• Professional Appearance:
Customs forms printed online look more professional than handwritten
forms.
• Free Supplies: GPM
boxes and flat-rate envelopes are available at no additional cost from
Post OfficeTM facilities or can be ordered online at usps.com/internationalsupplies.
• Flat-Rate Shipping Option:
Customers using the flat- rate shipping option can ship up to 4 pounds
to Canada and Mexico for $7, and to all other applicable destination countries
for $9. (Customers must use the GPM large flat-rate envelope when using
the flat- rate shipping option.)
Getting started is easy. Customers
need only the following items:
• PS Form 2976-E, Customs
Declaration Envelope - CP 91. Customers must use this Postal Service
customs form envelope with each shipment.
• Postal Service-approved shipping
supplies. Customers using the flat-rate shipping option must use the GPM

1. Can customers print international
shipping labels and customs forms online?
Yes. Beginning November 2, 2005,
customers can print GPM and GAPP shipping labels containing customs forms
online through the Click-N-Ship Web site at usps.com/ clicknship.
Customers can already print GEM shipping labels from the Click-N-Ship
Web site.
2. Can insurance be purchased
online for international postage?
No. Insurance cannot be purchased
online, but it can be purchased at a Post Office for GEM and GAPP items.
3. Is "stealth" postage
available for international postage?
No. The postage value is a required
field.
4. Can customers print and pay
for Global Express Guaranteed® (GXGTM) postage online?
Yes. Customers can purchase GXG
shipping labels from the Click-N-Ship Web site at usps.com/clicknship.
5. Can adhesive or thermal labels
be used with international labels?
No. International labels should
be printed on standard paper. Once printed, the labels need to be either
cut or folded and then placed inside the Postal Service's adhesive customs
envelope (PS Form 2976-E), which must be attached to the parcel.
6. Can customers use Carrier
Pickup service when printing international shipping labels?
Yes. Customers can schedule Carrier
Pickup service with any of the international services available through
usps.com/carrierpickup.
7. Can customers print international
shipping labels without postage?
International shipping labels created
and printed through the Click-N-Ship Web site have the option of either
showing or not showing postage.
8. Will customers need to fill
out and attach a customs form when they purchase international postage
online?
No. Each international shipping
label created from the Click-N-Ship Web site meets mailing label and customs
form requirements with a single form.
9. Where can customers get the
customs form envelopes that are required for use with international packages?
Customers can order PS Forms 2976-E
at no additional cost online at usps.com/internationalsupplies
or can pick them up at a Post Office.
10. Why do customers need to
fill out customs forms when they ship parcels internationally?
International mail is subject to
Customs examination in the country of destination. All online international
shipping labels will contain the required customs form.
11. Can customers use a Priority
Mail® envelope to send a GPM
item?
No. Customers can pay flat-rate
postage by using the Postal Service-provided large flat-rate GPM envelope,
or they can elect to pay variable-weight postage by affixing a GPM sticker
to their own envelope, box, or other packaging.
Note: The
Postal Service will not accept a GPM item in a Priority Mail envelope.
If a GPM item is placed in a Priority Mail envelope and deposited in a
collection box, the Postal Service will return the piece to the sender.
12. Do customers need to use
Postal Service packaging to mail their international items?
It is recommended that customers
use Postal Service packaging or stickers to clearly indicate the type
of service they have purchased. Free GEM and GPM supplies can be ordered
online at usps.com/internationalsupplies.
13. How should customers attach
international online shipping labels to a package?
For GEM and GAPP services, customers
should do the following:
• If using Carrier Pickup online
notification, the customer should place copies of the online shipping
label inside the customs envelope (PS Form 2976-E) and retain the sender's
copy.
• If depositing items at a
Post Office, the customer should place all five copies of the online shipping
label inside the customs envelope (PS Form 2976-E). At the Post Office,
the sales and service associate (SSA) completes the rest of the label,
retains the Post Office copy, and gives the sender's copy to the customer.
For GPM service, customers should
do the following:
