IMM AND PUBLICATION 51 REVISIONS
Suspension of International Economy Mail Service to Several Countries
Effective February 17, 2006, we revised the International Mail Manual (IMM) and Publication 51, International
Postal Rates and Fees, to reflect that all mail paid at the
economy rates to the following countries is suspended due
to a lack of reliable, cost-effective surface transportation:
Algeria.
Benin.
Cameroon.
Central African Republic.
Congo, Democratic Republic of the.
Congo (Brazzaville), Republic of the.
Cote d'Ivoire (Ivory Coast).
Djibouti.
Eritrea.
Ethiopia.
Gabon.
Guinea.
Iraq.
Libya.
Madagascar.
Mauritania.
Morocco.
Reunion.
Togo.
Tunisia.
This suspension does not affect International Surface
Air Lift (ISAL) mail. Exception: There is currently a suspension of ISAL service to Libya, and that suspension
remains in effect.
This suspension of economy mail services will remain in
effect until further notice.
Return any on-hand economy mail for these countries to
the sender endorsed "Service Temporarily Suspended."
Refund postage according to Mailing Standards of the
United States Postal Service, Domestic Mail Manual
(DMM) 604.9.0.

All international economy mail services are suspended
due to a lack of surface transportation. However, this
suspension of service does not affect International
Surface Air Lift (ISAL) mail.
