ELM REVISION
Use of Leave While on Active Duty Military Service
Effective April 13, 2006, the Employee and Labor Relations Manual (ELM) 517.542, Choice of Annual Leave or
LWOP, is revised to clarify the requirements for the use of
sick leave while on active duty military service.

[Revise the title and text of 517.542 to read as follows:]
517.542 Choice of Annual Leave, Sick Leave, or LWOP
Eligible employees who volunteer or are ordered for a period of military training or for a period of active military duty
beyond the general military leave allowance may use
annual leave or LWOP, at their option. Sick leave can be
used only if the employee is hospitalized, confined to quarters as directed by competent military medical authorities,
or on convalescent leave due to military service.

ANNOUNCEMENT
2006 Postal Service National Awards Program for Diversity Achievement
The Postal ServiceTM seeks nominations for the 2006
National Awards Program for Diversity Achievement.
Established in 1993, the awards program recognizes individuals and teams who have made significant contributions
by encouraging and promoting diversity within their
organization.
All career employees are eligible for nomination and
participation. Excluded (except when acting as an essential
member of a team) are the following: diversity and human
capital development manager, senior diversity programs
coordinator, diversity development specialist, and Hispanic
program specialist.
Awards will be given in six categories, as follows: Individual, Leadership, Team, Altruism, Mentoring, and the Dot
Sharpe Lifetime Achievement Award. Eligibility is based on
excellent performance in achieving diversity objectives as
applied to the customer, the employee, and business.
Complete and submit all nominations through the
Employee Development and Diversity Web site at
http://blue.usps.gov/diversitynet/awards/. The nomination
deadline is June 2, 2006.

local senior diversity programs coordinator, or your
diversity development specialist for information on how to
complete and submit a nomination. If you do not know who
