Effective June 8, 2006, we are revising 707.3.3.8 and
707.3.5.4 of the Mailing Standards of the United States
Postal Service, Domestic Mail Manual (DMM) to change
the requirements for attachments to bound Periodicals
mailpieces. The new standards allow mailers to attach
material to the cover of a bound Periodicals publication not
enclosed in a wrapper, as long as the mailpiece construction requirements in 707.3.5.4 and the general requirements for attachments in 707.3.3.8 are met.

included loose inside a bound unwrapped publication. An
enclosure under 3.3.3, Enclosures of First-Class Mail or

exceed any dimension of the cover of the publication and
comes within 3/4 inch of the edge opposite the fold or
binding.
