Response to Hazardous Materials Releases

Management Instruction (MI) EL-810-2006-3, Response to Hazardous Materials Releases, is now available. This MI is effective immediately and obsoletes MI EL-810-96-1. The MI has been aligned with policy and procedures on suspicious mail and unknown powders or substances and Inspection Service Dangerous Mail Investigation procedures. The concept of "incidental" versus "emergency" releases and the appropriate response to each are stated more clearly. The term "spill and leak" is retained, but to align with OSHA regulatory language, the MI uses the term "releases" more often. The new MI also documents organizational changes, additional training courses, and updated references to regulations (including Aviation Mail Security policies).
