Labeling List Changes

Effective June 8, 2006, we are revising Labeling Lists L001, L007, L201, and L606 of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) to reflect changes in mail processing operations. Mailers are encouraged to label according to these revised lists immediately, but must comply with these changes no later than August 20, 2006.

DMM REVISION

New Preparation for Periodicals Flats in Mixed Area Distribution Center Bundles and Sacks

The Postal ServiceTM currently provides Periodicals mailers an option to separate residual mail prepared in mixed area distribution center (ADC) bundles and sacks and to create an additional type of mixed ADC bundle and sack. Beginning July 6, 2006, this preparation is mandatory.

Under the new standards, mailers must separate some mixed ADC mail according to the destination ZIP CodesTM in labeling list L201. Pieces that mailers prepare according to L201 are processed with First-Class Mail items by the processing facility serving the entry office. The remaining mixed ADC mail, destined for ZIP Codes farther from the office of entry, is sent to one of the 34 facilities designated in labeling list L009 for consolidated processing.

The separation allows a significant portion of Periodicals mail prepared in mixed ADC bundles and sacks to be processed with First-Class Mail and travel on the surface transportation network. This preparation improves service for some Periodicals without increasing our processing costs. We are making the standards mandatory to ensure all Periodicals mailers prepare their mail consistently and in a way that improves service.

Mailers continue to have the option to place Automated Flat Sorting Machine (AFSM) 100-compatible mailpieces in ADC and mixed ADC flat trays with lids instead of in ADC and mixed ADC sacks. The minimum quantity per flat tray is 24 pieces of mail. Mailers must not secure mail in bundles when placed in flat trays but must group the mail together by bundle presort destinations.

DMM REVISION

Address Block Barcodes on Business Reply Mail Letters

Effective June 8, 2006, we are revising 507.8.0 of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) to allow mailers to print barcodes in the address block on all business reply mail (BRM) letters. This revision provides more flexibility for mailers to print barcodes on BRM.

POM REVISION

Acceptance of Food Items

Effective June 1, 2006, 691.531 of the Postal Operations Manual (POM) is revised to include a reference to the new PS Form 6011, Agreement for Acceptance of Food Items, which is on page 13 of this Postal Bulletin. The form was created to comply with 691.531.b, which requires the receiving organization to sign a release form when the Postal ServiceTM donates usable food items to nonprofit organizations. PS Form 6011 can be found online at http://blue.usps.gov/formmgmt/forms.htm.

NEW FORM

Agreement for Acceptance of Food Items

The new PS Form 6011, Agreement for Acceptance of Food Items, (April 2006), has been created to satisfy the requirements of Postal Operations Manual 691.531.b. The form is to be used when the Postal ServiceTM donates usable food to nonprofit organizations.

Obtaining the Form From the MDC

PS Form 6011 is now available from the Material Distribution Center (MDC). An image of PS Form 6011 appears on page 13 of this Postal Bulletin.
