DMM REVISION

Labeling Changes for Standard Mail Nonmachinable Letters, Periodicals Presort Letters, and Bound Printed Matter Irregular Parcels

Effective August 3, 2006, we are revising chapters 245, 465, 707, and 708 of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) to change the labeling standards for mixed area distribution center (ADC) trays of Standard Mail nonmachinable letters and Periodicals presorted letters, and for mixed ADC sacks of Bound Printed Matter irregular parcels. The new standards will result in more efficient mail processing because we will handle outgoing working mail at consolidated facilities.

Mailers are encouraged to label according to these standards beginning August 3, but must comply with these changes no later than October 15, 2006.

NOTICE

PS Form 8165, Mail Fraud Report

PS Form 8165, Mail Fraud Report, may be completed by consumers who believe they have been victims of mail fraud and returned to their local Post OfficeTM for forwarding to the U.S. Postal Inspection Service. Because Postal Inspectors base mail fraud investigations on the number, substance, and pattern of complaints received by consumers against a person or organization, it is important that PS Forms 8165 be processed timely and accurately.

Currently, some Post Offices send PS Forms 8165 directly to their local Inspection Service offices and others forward the forms to the Inspection Service's Criminal Investigations Service Center, which handles the processing of all mail fraud complaints.

All PS Forms 8165 should be sent directly to the Criminal Investigations Service Center at the following address:
