Publication 51 Is Available at the Material Distribution Center
The Material Distribution Center (MDC) has received its
stock of Publication 51, International Postal Rates and
Fees, dated March 2006. The printed version of Publication
51 includes revisions published in Postal Bulletin articles
through March 16, 2006. Items published in the Postal
Bulletin after March 16, 2006, are effective but have not
been incorporated into the printed version of this issue.
All previous issues of Publication 51 are obsolete -
please recycle all previous issues of Publication 51
immediately.
There is no automatic distribution of Publication 51 to
Postal ServiceTM facilities. To order copies of Publication
51, Postal Service facilities must contact the MDC and use
touch tone order entry (TTOE): Call 800-332-0317,
option 2.
Note: You must be registered to use TTOE. To register, call
800-332-0317, option 1, extension 2925, and follow the
prompts to leave a message. (Wait 48 hours after registering before placing your first order.)

NEW IRC PROCEDURES
Redemption of International Reply Coupons at Retail Counters
Effective July 1, 2006, the Postal ServiceTM will no longer redeem international reply coupons (IRCs) issued prior to 2002.
Retail associates should advise customers possessing pre-2002 IRCs to return them to their correspondents in the country of
issue for redemption through the selling post office.
The non-redeemable pre-2002 IRCs are approximately 2.5 inches by 4 inches and do not have a barcode on the back.
The current redeemable IRCs are approximately 3.75 inches by 6 inches and can be distinguished by the presence of a
barcode on the back.

are shown in the same size even though, as mentioned above, the non-redeemable pre-2002 IRCs are smaller than the
current redeemable IRCs.)
