Stamps by Mail — Brochure Ordering Information
The next deadline date for ordering Stamps at Your
DoorTM (Stamps by Mail, Stamps Delivered to Your Door)
brochures is September 5, 2006. This print run will be for
the holiday brochure design.
To order brochures, submit PS Form 3227-0, Stamps At
Your Door Supply Order (August 2005), to Cyril-Scott

You can find this form at http://blue.usps.gov; click on
Forms, then select the form by number. A copy of this form
appears on page 20 in this Postal Bulletin.
The cost per unit of 500 is $11.00. This cost includes
overprinting the address of the fulfillment office placing the
order. You may pay for orders with local IMPAC credit
cards, checks, or money orders. However, Cyril-Scott
Company cannot process the order until it receives
payment. Local eBuy procedures may also apply (refer to
local procurement procedures).
Postal ServiceTM Headquarters has funded a national
procurement for this print run for 4 million brochures for the
Stamps By Mail centralized computer processing sites. The
distribution amount for each site is available by referencing
column J (4MM) of the centralized site address spreadsheet. These quantities are based on revenue generated
by site. No local order placement is required to receive brochures from this distribution. However, centralized sites
may order additional quantities from Cyril-Scott Company
from local funds by following the ordering instructions contained within this article.
All other local Post OfficesTM should follow the ordering
instructions contained within this article and utilize local
funds.
Cyril-Scott Company will deliver orders within 35 calendar days after printing. Printing begins 1 week after the
deadline date, and actual receipt of the order will depend on
the ultimate destination and the corresponding delivery service standard. You should save copies of all orders placed
at your local Post Office until the order has been received.
Please ensure procedures are in effect locally for proper
verification of receipt.

NOTICE
International Reply Coupons
The International Reply Coupon (IRC), Item 330600,
currently sold by the Postal ServiceTM expires December
31, 2006. Consequently, the cut-off date for sale by the
Postal Service is August 31, 2006. Images of the front and
back of the expiring IRC are shown below.
The Postal Service has ordered new IRCs from the Universal Postal Union (UPU). These IRCs, Item 330700, bear
a denominated price of $1.85. They will go on sale nationwide on August 17, 2006. There will be no automatic distribution of this item. Post OfficesTM, stations, and branches
may request this item from their local Stamp Distribution
Office (SDO) or Stamp Services Center (SSC). Images of
the front and the back of the new IRC are shown on
page 22.
Under no circumstances should an expiring IRC be sold
on or after September 1, 2006. All Post Offices, stations,
and branches in possession of unsold expiring U.S.-issued
IRCs must return these to their servicing SDO or SSC no
later than September 15, 2006. SDOs and SSCs must mail
all received expiring IRCs to the address below before
October 13, 2006:

Before shipping the expired IRCs to the Eagan Accounting Service Center (ASC), SDOs and SSCs must bundle
the expiring IRCs in groups of 100 to facilitate tabulation.
The Eagan ASC Finance Branch, in conjunction with the
International Accounting Branch staff at the St. Louis ASC,
will prepare the expiring IRCs for shipment to the UPU
International Bureau so that the Postal Service may receive
credit for unsold U.S.-origin IRCs.
All new IRCs sold by Post Offices, stations, and
branches will no longer require the addition of the 10-cent
stamp at time of sale as these IRCs are properly denominated at the $1.85 sales price.
Foreign-origin IRCs, as well as returned U.S.-issued
IRCs remain redeemable by customers at Post Offices, stations, and branches under existing procedures until the
December 31, 2006, expiration date.
