Stamp Announcement 07-05: Forever Stamp (Liberty Bell)

The Postal Service™ will issue a nondenominated First-Class Mail® definitive, Forever Stamp (Liberty Bell) on April 12, 2007, in Philadelphia, Pennsylvania. The stamp, designed by Carl T. Herrman of Carlsbad, California, also goes on sale nationwide April 12, 2007.

The value of the Forever Stamp (Liberty Bell) will always be the First-Class Mail single-piece 1-ounce letter rate that is in effect on the day of use (mailing), unaffected by any future rate changes.

The stamp depicts the Liberty Bell, which is perhaps the most prominent and recognizable symbol associated with American independence. Over the years, the historic significance of the bell’s message has transcended our national borders, and today the Liberty Bell is an international icon of freedom.

The stamp art features a computer-generated image of the Liberty Bell by nationally acclaimed artist Tom Engeman of Brunswick, Maryland.

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by June 14, 2007.

How to Order First Day Covers

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Philatelic Products

There are three philatelic products available for this stamp issue:

Distribution: Item 569900 Nondenominated ($7.38 Value) Forever Stamp (Liberty Bell), PSA ATM Sheetlet of 18 (for Automated Postal Center and ATM Use Only)

All stamp distribution offices (SDOs) will receive automatic distributions of the Forever Stamp (Liberty Bell), ATM sheetlet of 18. Distributions are rounded up to the nearest master carton size (12,000 sheetlets).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribution to Post Offices. Only Post Offices equipped with Automated Postal Centers (APCs) and Post Offices serving authorized ATM customers may order Item 569900 from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute sheetlets to Post Offices before April 6, 2007.

Additional Supply

Authorized Post Offices requiring additional sheetlets for restocking of APCs and for resupply of authorized ATM customers must requisition Item 569900 from their designated SDO using PS Form 17. SDOs requiring additional sheetlets must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, APDs will receive additional quantities of Item 569900. For fulfilling supplemental orders from APDs, the Kansas City Stamp Services Center will also receive additional quantities of Item 569900.

Distribution: Items 676500 and 676511, Nondenominated ($8.20 Value) Forever Stamp (Liberty Bell), PSA Folded Vending Book of 20 (for Vending Use Only)

SDOs will receive two automatic distributions of the Forever Stamp (Liberty Bell) folded vending books of 20, both straight packaging (Item 676500) and crisscross packaging (Item 676511). Wave 1 shipments, which began March 1, 2007, will be completed by March 30, 2007. Wave 2 shipments, which begin April 2, 2007, will be completed by April 30, 2007. Distributions are rounded up to the nearest master carton size (4,500 books for straight; 3,000 books for crisscross).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribution to Post Offices. Only Post Offices equipped with the appropriate self-service vending machines may order Items 676500 and 676511 from their designated SDO using a separate PS Form 17. SDOs must not distribute books to Post Offices before April 6, 2007.

Additional Supply

Authorized Post Offices that require additional books for restocking of the appropriate self-service vending machines must requisition them from their designated SDO using PS Form 17. SDOs requiring additional books must order them from the appropriate APD using PS Form 17.

For fulfilling supplemental orders from SDOs, APDs will receive additional quantities of the vendible straight books (Item 676500) and crisscross books (Item 676511).

Distribution: Item 676600 Nondenominated ($8.20 Value) Forever Stamp (Liberty Bell), PSA Double-sided Booklet of 20

Initially, SDOs will receive approximately 150 percent of their standard automatic distribution quantity for a PSA booklet. Distributions will be in mutiple waves. Wave 1 shipments, which began February 13, 2007, were completed by March 15, 2007. Wave 2 shipments, which began March 13, 2007, were completed by March 29, 2007. Wave 3 shipments, which began March 20, 2007, will be completed by May 2, 2007. An additional Wave 4 will ship as needed. Distributions are rounded up to nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

From the initial shipments of Item 676600 received by SDOs, a subsequent automatic distribution will be made to Post Offices for a minimum of one-half their standard automatic distribution quantities using PS Form 17. This automatic distribution to Post Offices supports the April 12, 2007, first day of issue. SDOs must not distribute booklets to Post Offices before April 6, 2007.

Subsequent waves of Item 676600 to SDOs will be available for supplemental ordering by Post Offices to support the May 14, 2007, rate change implementation date.

Additional Supply

Post Offices requiring additional quantities of Item 676600 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate APD using PS Form 17.

For fulfilling supplemental orders from SDOs, APDs will receive additional quantities of Item 676600. These additional APD quantities will not be available until direct distributions to SDOs are completed.
