On June 13, 2007, in Washington, DC, the Postal Service™ will issue a 75-cent (3-ounce rate) Harriet Beecher Stowe definitive stamp in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 104000). Designed by Richard Sheaff of Scottsdale, Arizona, the stamp goes on sale nationwide June 13, 2007.
This ninth issuance in the Distinguished Americans series honors Harriet Beecher Stowe, author of Uncle Tom’s Cabin, one of the most influential novels in American history. Artist Mark Summers of Waterdown, Canada, based his portrait of Harriet Beecher Stowe on a circa 1855 stipple engraving by English engraver Francis Holl (1815–1884), which in turn was based on an earlier portrait of Stowe by English painter George Richmond (1809–1896).
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, or at The Postal Store® Web site at www.usps.com/shop. or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 12, 2007.

There is one philatelic product available for this stamp issue: Item 104061, First Day Cover, $1.13.
Initially, stamp distribution offices (SDOs) will receive approximately 75 to 80 percent of their standard automatic distribution quantity for a PSA sheet stamp. Distributions will be in multiple waves. Distributions are rounded up to the nearest master carton size (40,000 stamps). Wave 1 distributions, which begin shipping May 29, 2007, will be completed June 15, 2007.
Wave 2 distributions, which begin shipping July 30, 2007, will be completed August 30, 2007.
SDOs will not make a subsequent automatic distribution to Post Offices. Post Offices requiring quantities of Item 104000 must order them from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute stamps to Post Offices before June 7, 2007.
Post Offices requiring additional stamps must requisition Item 104000 from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.
Following the completion of the Wave 1 shipments to SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 1,920,000 additional stamps; and the Denver APD will receive 960,000 additional stamps for fulfilling supplemental orders from SDOs. The Kansas City SSC will receive 1,920,000 additional stamps for fulfilling supplemental orders from APDs.
