Stamp Announcement 07-24: Hearts

Hearts: 58-cents stamp

On June 27, 2007, in Washington, DC, the Postal Service™ will issue Hearts special stamps. Designed by Carl T. Herrman of Carlsbad, California, the stamps go on sale nationwide June 27, 2007.

These stamps will be available in the following two formats:

Nancy Stahl of New York, New York, created the artwork on the stamps based on memories of intertwined objects, including silver charms and old-fashioned garden gates.

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™ or at The Postal Store® Web site at www.usps.com/shop or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 26, 2007.

Philatelic Products

There are six philatelic products available for this stamp issue:

Distribution: Item 570900, 58-cent (2-Ounce Rate) Hearts, PSA Pane of 20 Stamps

Stamp distribution offices (SDOs) will receive approxi­mately 200 percent of their standard automatic distribution quantity for a PSA sheet stamp. SDO distributions, which begin shipment May 29, 2007, will be completed June 26, 2007. Distributions are rounded up to the nearest master carton size (40,000 stamps).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribution to Post Offices. Post Offices requiring quantities of Item 570900 must order them from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute stamps to Post Offices before June 22, 2007.

Additional Supply

Post Offices requiring additional stamps must requisi­tion Item 570900 from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 4,800,000 additional stamps; and the Denver APD will receive 2,400,000 additional stamps. The Kansas City Stamp Services Center will receive 26,400,000 additional stamps for fulfilling supplemental orders from APDs.

Distribution: Item 677100, $8.20 Hearts, PSA Convertible Booklet of 20

Initially, SDOs will receive approximately 36 percent of their standard automatic distribution quantity for a PSA booklet. Distributions will be in multiple waves. Wave 1 shipments, which began May 10, 2007, will be completed May 30, 2007. Wave 2 shipments, which begin May 31, 2007, will be completed by July 15, 2007. Distributions are rounded up to nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

From the initial shipments of Item 677100 received by SDOs, a subsequent automatic distribution will be made to Post Offices for a minimum of one-fourth their standard automatic distribution quantities using PS Form 17. SDOs must not distribute booklets to Post Offices before June 22, 2007.

Additional Supply

Post Offices requiring additional Item 677100 must req­uisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate APD using PS Form 17.

Following the completion of the Wave 2 shipments to SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 400,000 additional book­lets; and the Denver APD will receive 136,000 additional booklets for fulfilling supplemental orders from SDOs.

Additional quantities of this special stamp will also be made available to SDOs via subsequent automatic distri­butions, shipped directly from the supplier to the SDOs.
