On August 15, 2007, in Washington, DC, the Postal Service™ will issue a 41-cent, definitive stamp, American Flag (2007).The stamp will be available in the following formats:
The stamp, designed by Richard Sheaff of Scottsdale, Arizona, goes on sale nationwide August 15, 2007.
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, or at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by October 14, 2007.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

There are three philatelic products available for this stamp issue:
Initially, stamp distribution offices (SDOs) will receive approximately 20 percent of their standard automatic distribution quantity for a PSA booklet. Shipments begin July 24, 2007, and will be completed by August 16, 2007. Distributions are rounded up to nearest master carton size (4,000 booklets).
SDOs will make a subsequent automatic distribution to Post Offices for one-fourth their standard automatic distribution quantity for a PSA booklet using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute booklets to Post Offices before August 9, 2007.
Post Offices requiring additional booklets must requisition Item 677000 from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each receive 400,000 additional booklets; and the Denver APD will receive 100,000 additional booklets.
Additional quantities of this definitive stamp booklet will also be made available to SDOs via future automatic distributions, shipped directly from the supplier to the SDOs.
Initially, SDOs will receive approximately 54 percent of their standard automatic distribution quantity for a PSA booklet. Distributions will be in multiple waves. Wave 1 shipments, which began July 16, 2007, will be completed by August 16, 2007. Wave 2 shipments, which begin September 3, 2007, will be completed by September 21, 2007. Distributions are rounded up to nearest master carton size (4,000 booklets).
From the Wave 1 shipments received by SDOs, a subsequent automatic distribution will be made to Post Offices for one-fourth their standard automatic distribution quantities using PS Form 17. SDOs must not distribute booklets to Post Offices before August 9, 2007.

Post Offices requiring additional booklets must requisition Item 677500 from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate APD using PS Form 17.
Following the completion of the Wave 2 shipments to SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 384,000 additional booklets; and the Denver APD will receive 192,000 additional booklets for fulfilling supplemental orders from SDOs.
Additional quantities of this definitive stamp booklet will also be made available to SDOs via future automatic distributions, shipped directly from the supplier to the SDOs.
All SDOs will receive an automatic distribution of the American Flag, PSA coil of 100. Initial shipments, which begin July 30, 2007, will be completed by September 19, 2007. Distributions are rounded up to nearest master carton size (800 coils).
SDOs will not make a subsequent automatic distribution of Item 784800 to Post Offices. All Post Offices requiring quantities of Item 784800 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute coils to Post Offices before August 9, 2007.
Post Offices requiring additional coils must requisition Item 784800 from their designated SDO using PS Form 17. SDOs requiring additional coils must order them from the appropriate APD using PS Form 17.
Following the automatic distribution to SDOs, the New York and Chicago APDs will each receive 192,000 additional coils; the Memphis APD will receive 172,800 additional coils; the San Francisco APD will receive 153,600 additional coils; and the Denver APD will receive 76,800 additional coils for fulfilling supplemental orders from the SDOs.
Additional quantities of this definitive stamp coil will also be made available to SDOs via future automatic distributions, shipped directly from the supplier to the SDOs.
The American Flag PSA coil of 3,000 will not be automatically distributed to SDOs. Automatic distributions will be made to APDs only. Initial shipments to APDs, which began July 9, 2007, will be completed by August 22, 2007. SDOs requiring quantities of Item 784900 must order them from the appropriate APD using a separate PS Form 17.
SDOs will not make a subsequent automatic distribution of Item 784900 to Post Offices. All Post Offices requiring quantities of Item 784900 must order them from their designated SDO using PS Form 17. SDOs must not distribute coils to Post Offices before August 9, 2007.

The American Flag PSA coil of 10,000 will not be automatically distributed to SDOs. Automatic distributions will be made to APDs only. Initial shipments to APDs, which begin August 22, 2007, will be completed by September 6, 2007. SDOs requiring quantities of Item 785800 must order them from the appropriate APD using a separate PS Form 17. SDOs ordering this item from APDs need not order in master carton size quantities. SDOs should only order according to immediate customer demand. (One coil of 10,000 is the minimum order from APDs).
