We are revising the standards for the destination entry mailing fee for Bound Printed Matter in Part 463 of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to state that the fee must be paid once each 12-month period at each Post Office™ of mailing by or for any person or organization using destination entry discounts, except as provided otherwise for plant-verified drop shipments. In addition, we are clarifying the standards for the mailing fee for Parcel Select® mail in DMM Part 453.
To provide clear and understandable mailing standards and to promote consistency in the application of those standards, we always consider feedback from interested parties and make improvements when they are needed.
