Effective May 12, 2008, the Postal Service™ is revising the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to support the Shipping Services price and mailing requirements changes as they affect Parcel Select® service. The following changes will occur:
- Module 400, Discount Parcels, will be re-titled Commercial Parcels.
- DMM 450, Parcel Post, will be re-titled and reorganized to contain only Parcel Select information. Information on mailing Parcel Post will be contained in subchapter 150.
- Parcel Select service will be redefined as a Shipping Services product using permit imprint or metered postage when mailing 50 pieces or more. This will not affect the required annual mailing fee for destination-entered packages and will not affect the no-fee electronic option for Delivery Confirmation™ service on destination-entered packages.
- In addition to destination-entered packages, Parcel Select service will include BMC-Presort or OBMC-Presort (Inter-BMC), and origin-entered barcoded Intra-BMC and barcoded Inter-BMC packages. To support the expanded product make-up and the separation of Parcel Select from Parcel Post® service, the “Parcel Post” marking will not be allowed on any Parcel Select package. Effective September 30, 2008, shippers will be required to use the following product markings:
Although not required until September 30, 2008, we encourage shippers to use these price markings as soon as possible after May 12, 2008.
We will incorporate these revisions into the next printed version of the DMM and into the monthly update of the online DMM, which is available via Postal Explorer® at http://pe.usps.com.
