IMM Revision: New Mailing Standards for Cuba

Effective October 9, 2008, we are revising Mailing Stan­dards of the United States Postal Service, International Mail Manual (IMM®) Exhibit 532.2, note 4 in the Country Price Groups and Weight Limits, and the Individual Country List­ing for Cuba to implement new standards for mailing to Cuba. These revisions are consistent with the exception in the Department of Commerce Export Administration Regu­lations regarding mail to Cuba published as a Federal Reg­ister final rule (June 13, 2008, Volume 73, Number 115, pages 33671–33673).

Prior to mailing to Cuba, customers must abide by the gift parcel rules published in 15 CFR § 740.12 for general provisions governing sanctions and for comprehensive information about goods and services that may not be imported to or exported from Cuba. Gift parcels may weigh up to 4 pounds. Potentially dutiable items may be confis­cated upon entering Cuba or returned to sender.

***For Cuba, the Priority Mail International flat-rate enve­lope (maximum weight 4 pounds) is accepted. Dutiable articles may not be mailed to Cuba except gift parcels up to 4 pounds, which must comply with the gift parcel rules published in 15 CFR § 740.12 for general provisions governing sanctions and for comprehensive information about goods and services that may not be imported to or exported from Cuba. Potentially dutiable items may be confiscated upon entering Cuba or returned to sender.
