Part-time flexible (PTF) rural carriers are eligible for court leave effective December 3, 2008. Court leave is entered in the block marked Court Lv on PS Form 1314-A, Auxiliary Rural Carrier Time Certificate.
When a PTF is scheduled to work but is called for jury duty, the PTF is paid court leave for that day. Court leave is paid at the daily evaluated hours of the route previously scheduled or the number of hours previously scheduled to perform auxiliary assistance. Court leave and work hours combined may not exceed 40 hours in a week. See the examples below.
A carrier is scheduled to work the entire week 1 on route J001. This is a 45-hour J route. The daily evaluated hours are 8.18 (45 hrs ÷ 5.5) hours per day. The carrier had to report for jury duty on Tuesday and Wednesday. In the court leave block, enter 1636. Put the time on PS Form 1314-A using route number A990. Work performed on route J001 is recorded on the regular carrier’s PS Form 1314.
Carrier 2 is scheduled to work on Monday for route J001, on Wednesday for route K002, and on Thursday for route H003 of week 2. The carrier was not scheduled to work on Tuesday and Friday. The carrier is on jury duty for the entire week. Court leave is paid only for the days the carrier is scheduled to work.

A carrier is scheduled to work 3 hours of auxiliary assistance on Monday and Tuesday on route K005 for week 1. The carrier had to report for jury duty on Monday. Record 3 hours of court leave on route A990 for Monday and 3 hours of auxiliary assistance on route K005.
When a carrier works over 40.00 hours in a week, the system will not accept court leave. Do not submit PS Form 1314-A for court leave when a carrier works over 40.00 hours in a week.
